Pakistan’s reported VPN licensing framework applies to commercial VPN providers, not automatically to every VPN user. Separately, the Universal Service Fund (USF) is extending mobile voice and broadband to unserved highway sections. These are related digital-policy developments, but they solve different problems: one regulates service providers, while the other addresses physical coverage gaps.

What Pakistan’s reported VPN licensing framework covers

TechJuice reported, following a committee briefing, that companies seeking to offer commercial VPN services must obtain a Data Class License. The report says applicants must meet three broad conditions:

  • Be a legal entity registered with Pakistan’s Securities and Exchange Commission (SECP).
  • Demonstrate technical capability, including network architecture and telecom expertise.
  • Submit a financial feasibility plan.

TechJuice described the reported license as valid for 15 years, with a $500 registration fee plus annual fees. It also reported that six Data Class Licenses had been issued when the briefing took place. Those particulars come from TechJuice’s account; the original PTA licensing instrument was not available in the cited material, so the term, fees and license count should not be treated as independently verified or necessarily unchanged.

Does an individual VPN user need a separate PTA license?

No separate end-user license requirement is established by the cited reports. APP reported that PTA began licensing providers under its reinstated CVAS-Data class regime and said customers could use licensed providers without separately registering their IP addresses or mobile numbers with PTA. Provider authorization and user registration are different issues.

Providers named in APP’s report

APP listed Alpha 3 Cubic (Steer Lucid), Zettabyte (Crest VPN), Nexilium Tech (Kestrel VPN), UKI Conic Solutions (QuiXure VPN), and Vision Tech 360 (Kryptonyme VPN) among companies granted class licenses. That is a dated report, not a guarantee that every listing remains valid. Anyone choosing a provider should confirm its current authorization directly with PTA or the provider before relying on the list.

How USF is addressing highway internet black spots

USF’s NG-BSD for National Highways & Motorways programme is aimed at unserved road patches and people travelling through them, rather than at permanently connected residential communities. The programme provides mobile voice and broadband data and supports national roaming in USF-served areas, allowing commuters to remain connected even when their own subscribed network is not the operator serving a particular funded site.

Reported coverage distance

USF’s programme page displays 1,802.92 total kilometres covered. USF cautions that the map data is indicative, intended for internal utilization and subject to frequent change. The figure therefore should be read as a programme-display value, not a fixed guarantee that every metre of a route has uninterrupted service or that coverage is identical for every operator and device.

What was happening on highways as of July 16, 2026

A Senate committee report dated July 16, 2026 said PTA and USF were working to expand coverage in underserved areas and remove blank spots. It reported that national roaming had commenced on the Makran Coastal Highway. Comparable roaming arrangements for motorways were still under consideration at that meeting, so the report did not establish that motorway-wide roaming had already begun.

Operational problems that can still cause outages

The same report identified several practical constraints:

  • Electricity load-shedding can interrupt or degrade network equipment.
  • Law-and-order disruptions can hinder access and maintenance.
  • Frequent fibre cuts can break backhaul links even where radio equipment exists.

Consequently, a route may be included in a coverage programme while travellers still encounter intermittent service, slow data or a temporary dead zone.

USF funding context for 2026–27

On September 22, 2026, the Ministry of IT & Telecommunication reported an approved USF FY 2026–27 budget of PKR 32.90 billion. It identified PKR 24.89 billion for ongoing projects and PKR 6.56 billion for new initiatives, with 28 projects under implementation: 17 mobile-broadband projects and 11 optical-fibre projects.

The ministry announcement does not state how much of those sums is dedicated specifically to highway black spots. The PKR 32.90 billion figure is therefore USF-wide funding context, not a highway-only allocation.

What travellers and VPN customers should take from this

If you use a VPN

  • Do not assume that Pakistan’s provider-licensing framework requires you to obtain an individual PTA license.
  • Prefer a provider that can document its corporate identity and licensing status.
  • Treat the 15-year term, $500 fee and six-license count as reported historical details until confirmed in current PTA documentation.
  • Check the provider’s current availability and compliance position before paying, because authorization can change.

If you travel on national highways

  • USF coverage is focused on identified unserved patches and commuter routes, not a promise of universal highway service.
  • National roaming can extend access across participating networks where it has been implemented.
  • The Makran Coastal Highway had roaming in operation according to the July 16, 2026 Senate report; motorway arrangements were still being considered then.
  • Power failures, security restrictions and fibre damage can produce outages inside an otherwise funded area.

Bottom line

The VPN development is a reported licensing regime for commercial providers, with TechJuice citing a 15-year Data Class License, a $500 registration fee plus annual fees, technical and corporate requirements, and six licenses issued at the time of its briefing. APP’s account indicates that customers of licensed providers were not required to register IP addresses or mobile numbers separately. The highway initiative is a separate USF infrastructure programme: it combines mobile broadband, voice and—where implemented—national roaming on underserved road sections. USF displays 1,802.92 kilometres covered, but labels the map indicative and changeable; the broader FY 2026–27 USF budget does not reveal a dedicated highway allocation.
