Creating a circular economy for electronics means designing products to last, making repair and reuse practical, collecting devices reliably when they are no longer useful, and recovering materials safely. Recycling is essential, but it comes after preventing premature disposal and extending a device’s useful life.
Why does electronics need a circular economy?
Electronics depend on valuable materials and create waste when devices are discarded. Yet collection and recycling are not keeping pace with the amount generated. The Global E-waste Monitor 2024, published by the International Telecommunication Union (ITU) and the United Nations Institute for Training and Research (UNITAR), reports that the world generated 62 million tonnes of e-waste in 2022. Just 22.3% of that mass was formally documented as collected and recycled.
The Monitor projects global e-waste could reach 82 million tonnes by 2030; that is a projection, not a measurement of what has already occurred. It identifies limited repair options, short product lifecycles, design shortcomings and inadequate e-waste management infrastructure among the reasons the gap is growing. The figures describe different points in the system: waste generated is not the same as waste collected, and collection does not by itself establish how much material is recovered for reuse in manufacturing.
What has to change across a device’s life?
A circular system treats a device as a product to keep useful for as long as practical, then as a source of materials to handle responsibly. The sequence matters: recovering materials cannot compensate for devices that could have remained in service but were discarded early.

Design for durability, repair and disassembly
Manufacturers need to make products robust, maintainable and repairable, with parts and repair information available. Design that allows components to be replaced or separated more easily can also make it practical to refurbish a device or recover its materials. Long software support matters too: hardware that still works can become difficult to use if it no longer receives necessary operating-system upgrades.
Make repair accessible
Repair requires more than a product that can technically be opened. Replacement parts, manuals, software access and skilled service must be available at a reasonable cost and with manageable downtime. Consumers need enough information to compare repair with replacement, including likely costs and remaining software support. No single repair-versus-replace price threshold applies to every product or situation.
Keep usable devices in service
A working device can be passed to another user; a repairable one may be suitable for repair and refurbishment. Preparation for reuse can retain more of a product’s value than dismantling it for materials. Recycling is the appropriate next step when a device is no longer safe or practical to use or repair.

Collect and treat devices properly
People need convenient, clear return routes, such as retailer take-back, authorized collection points or postal return where available. Collection systems must direct equipment to proper treatment so hazardous materials are managed and recoverable materials can be returned to supply chains. A bin, retailer or service should explain what it accepts; local rules and options vary.

These options are not interchangeable. A device’s condition, safety, repairability, support period, cost and local return routes all affect the right choice. Do not put electronics into general waste when a suitable take-back or collection service is available.
What does EU policy show about product rules and repair?
EU rules offer a regional example of how policy can influence product design and consumer information; they do not apply worldwide. The European Commission says ecodesign requirements apply to smartphones, feature phones, cordless phones and slate tablets placed on the EU market from 20 June 2025. Related energy-label requirements apply from that date to smartphones and slate tablets. The scope has boundaries: the Commission identifies exclusions including products with flexible main displays and tablet computers, so the rules should not be described as covering every device casually called a tablet.

Covered phones and slate tablets
Requirements address resistance to drops and scratches, dust and water protection, battery durability, disassembly and repair, access to critical spare parts, and software-upgrade availability. For covered smartphones, the battery requirement is at least 800 charge/discharge cycles while retaining at least 80% of its initial capacity. This is a regulatory threshold, not a guarantee of a particular real-world lifespan. Covered products must receive operating-system upgrades for at least five years from the date the last unit of a model is placed on the market.
The Commission says critical spare parts must be available within 5–10 working days and for seven years after a model’s last sale on the EU market. These obligations can make repair more feasible, but they do not mean every repair will be free or worthwhile.

Use the energy label as one comparison tool
For products within its scope, the EU energy label includes battery endurance, drop reliability, ingress protection and a repairability class from A (most repairable) to E (least repairable). Compare those details alongside the operating-system support period, parts access and expected repair cost. A repairability class is useful information, not a complete assessment of a product’s environmental impact across its whole life.

Understand the limits of the EU repair directive
Directive (EU) 2024/1799 on common rules promoting repair of goods was adopted on 13 June 2024. The European Commission states that Member States had to transpose and apply it from 31 July 2026. Its repair obligations are linked to product categories listed in the directive’s annex that are subject to reparability requirements under EU law; it is not an unconditional right to repair every electronic item. For covered goods, manufacturers must repair within a reasonable time and for a reasonable price, offer spare parts at reasonable prices, and may not impose unjustified contractual, hardware or software barriers to repair. National implementation details may differ.
The Commission describes a European online repair platform as planned to become operational in January 2028. That is a future target, not a currently available service.

Even durable, repairable products eventually reach end of life. Without convenient collection and accountable treatment, reusable devices can be lost and hazardous or valuable materials can be mishandled. Under the EU Waste Electrical and Electronic Equipment (WEEE) framework, the Commission describes separate collection and proper treatment, alongside collection, recovery and recycling targets.

The European Commission’s WEEE overview, drawing on Eurostat data, reports that the EU collected 5 million tonnes of e-waste in 2022, or 11.2 kg per person that year. These are EU collection figures, not a global recycling rate, and should not be compared directly with the Global E-waste Monitor’s global share formally documented as collected and recycled.
EU business guidance says producers and sellers must register with national authorities, report equipment quantities, and organize or finance collection, treatment, recycling and recovery. Distributors must provide a free take-back service for customers returning e-waste under the framework. National arrangements and compliance-scheme details vary, so consumers should check local guidance for accepted items and return options.
A 2023 European Commission recommendation encourages Member States to make returns of phones, tablets, laptops and chargers more convenient, including postal return options, and encourages reuse and preparation-for-reuse targets. These are recommendations to Member States, not a guarantee that every location offers a postal service for every device.
How can progress be measured?
Tracking only the amount collected leaves important questions unanswered: how much was repaired or reused, how much received proper treatment, and how much material returned to productive use? Measurement should follow equipment through those stages and identify where it leaves the system. EU producer reporting illustrates one accountability mechanism: businesses report equipment quantities, while collection and treatment obligations help connect products placed on the market to end-of-life management.
- Design: Track durability, repairability, disassembly, parts access and software-support commitments.
- Use extension: Measure repair, refurbishment and preparation for reuse, not just new-device sales.
- Collection: Record quantities returned and whether collection is convenient and accessible.
- Treatment and recovery: Distinguish collected equipment from equipment properly treated and materials recovered.
These measures help show whether the system is preventing waste, retaining product value and closing material loops rather than simply moving discarded devices from one place to another.
