On Ubuntu 20.04 LTS, the Shutter Team’s Launchpad PPA is the installation route it specifically documents for Focal. If you trust that third-party repository, add it and install Shutter with APT.
Install Shutter from the Shutter Team PPA

Open Terminal.

Add the Shutter Team’s PPA:
sudo add-apt-repository ppa:shutter/ppaThe project identifies this PPA as its official repository and says it includes a GTK3 version updated for Ubuntu 20.04. The PPA is maintained on Launchpad by the Shutter Team, but it is outside Ubuntu’s official archive. Ubuntu cautions that third-party software repositories are not checked by Ubuntu members for security or reliability and may contain harmful software. Add it only if you trust its publisher. Refresh APT’s package indexes:
sudo apt updateUbuntu may update package lists automatically when you add a PPA, but running this command explicitly makes the installation sequence clear.

Install Shutter:
sudo apt install shutterConfirm the installation if APT prompts you.
Open Shutter and take a screenshot
After APT finishes, find Shutter in the applications menu or launch it from Terminal:

Should you use Ubuntu’s repositories or the PPA?
APT can install packages from repositories enabled for your Ubuntu release. If you want to check whether Shutter is available from your currently configured sources, run:

apt policy shutterFor Ubuntu 20.04 specifically, the Shutter Team’s PPA instructions are the documented Focal route. Current Ubuntu package-search results do not establish whether Shutter is available in every Focal archive or mirror, so do not assume that an absent package in one search proves it cannot be installed from any Ubuntu repository.
