Its October 1, 2026 announcement says the system will prioritize original Shorts and reduce distribution for channels that aggregate or re-upload videos without significant changes. This is a recommendation shift—not a blanket ban on every Short that uses a clip, and not a new copyright rule.
What YouTube announced—and what it did not
YouTube says Shorts recommendations will “further prioritize original content” and reduce distribution for channels identified as primarily aggregating or re-uploading other creators’ videos without significant changes. The announcement does not quantify the expected effect on reach or give a channel-specific enforcement schedule. YouTube’s October 1, 2026 announcement frames this as a change to recommendations.
That distinction matters: the announcement does not say that every Short containing someone else’s footage is prohibited. It targets a pattern—channels whose output is primarily reused material with little meaningful contribution. It also does not promise that a particular edit will preserve or restore distribution.
How to add meaningful value to a clip
YouTube recommends adding real value through original commentary, unique edits, storytelling, or a distinct point of view. The practical question is whether your contribution changes what viewers get from the source, rather than merely changing how the source looks.

- Explain or critique: Add analysis, context, or a clear argument that helps viewers understand the clip differently.
- Build a story: Select and arrange material around a narrative you create, rather than presenting a sequence of clips without an original through-line.
- Make a distinctive edit: Use editing choices that shape meaning or provide context, not just minor technical or template-based changes intended to alter the video.
- Make your perspective clear: Give viewers a recognizable reason to watch your version instead of the source alone.
TeamYouTube’s advice is direct: “If you use clips from another creator, make sure you’re adding real value through your own original commentary, unique edits, or storytelling.” The announcement does not define a minimum amount of commentary or editing that guarantees a particular outcome.
Keep recommendations, monetization, and copyright separate
A clip-based Short can raise three different questions. A favorable answer on one does not settle the others.

| Question | What it concerns | What YouTube says |
|---|---|---|
| Will it be recommended? | Distribution in Shorts recommendations | The October 2026 announcement says channels primarily aggregating or re-uploading other creators’ videos without significant changes will receive reduced distribution. No reach estimate or individual timetable is stated. Source |
| Can it qualify for monetization? | YouTube Partner Program and Shorts revenue rules | YouTube’s reused-content review considers whether there is meaningful original contribution. Its examples include critical review, commentary, reaction, and edited footage with a storyline or substantive editing that makes the result meaningfully different. Channel monetization policies |
| Do you have permission to use the material? | Copyright and other applicable rights | Monetization eligibility under reused-content rules does not establish copyright permission. YouTube says other rules, including copyright, still apply. Channel monetization policies |
What the monetization policies already say
On July 15, 2025, YouTube clarified that repetitive or mass-produced material falls under its “inauthentic content” label. It said that this was a naming clarification, not a change to the reused-content policy for commentary, clips, compilations, and reaction videos. The reused-content assessment is separate from the new recommendation announcement and depends on the channel and its content. YouTube’s channel monetization policies describe the distinction.
Shorts revenue calculations also already exclude certain non-original views. YouTube lists unedited clips from other creators’ films or television, reuploads of other creators’ content, and compilations with no original content added as examples of ineligible views. This is an existing Shorts monetization rule, not a newly announced recommendation penalty. See YouTube’s Shorts monetization policies.

A practical check before publishing
- Identify your contribution. State what you add: commentary, analysis, narrative, or a distinctive edit.
- Check the viewer experience. Ask whether your contribution gives viewers context, meaning, or a perspective they would not get from the source clip alone.
- Look at the channel as a whole. Consider whether most of your output is original work or aggregation and re-uploads with minimal changes.
- Check your rights. Assess whether you have the rights or other legal basis needed to use the source material; a monetization-policy fit does not answer this question.
This checklist reflects YouTube’s stated guidance, but it cannot guarantee recommendation reach, monetization eligibility, or a copyright outcome.
