Yes—Windows 11 remains broadly usable without activation. The main visible drawback is an “Activate Windows” watermark, while the practical restrictions are concentrated in Personalization: changing the background, colors, theme, and mouse pointer. Microsoft does not publish an official four-item list; these are a useful grouping of controls reported as restricted.
What gets restricted without activation?
The four restrictions below concern visual customization, not four separately licensed Windows subsystems. Microsoft documents these controls under Personalization and defines themes as combinations of visual and sound settings; current reporting identifies them as unavailable or restricted on unactivated installations.
Desktop background
Changing the desktop background through Windows Settings is part of the restricted Personalization area. Backgrounds are among the controls reported unavailable before activation. Microsoft’s Personalization overview describes background controls, and Tom’s Hardware reports the activation restriction.
Colors and accent styling
Windows color mode and accent-color settings are also part of Personalization. Current reporting groups color customization among the controls blocked until Windows is activated. Tom’s Hardware discusses these restrictions.

A Windows theme combines desktop background pictures, window colors, sounds, and mouse cursor settings, according to Microsoft’s theme documentation. Current reporting says desktop-theme customization is restricted on unactivated Windows.
Mouse-pointer customization
Mouse-pointer customization is another reported restriction. The cursor is one component Microsoft identifies as part of a theme, so this limitation fits the broader Personalization pattern rather than indicating that the pointer itself is a separately licensed feature. What still works?
Everyday Windows use and automatic updates generally continue on an unactivated installation, according to Tom’s Hardware. That is practical reporting, not a Microsoft guarantee that behavior will never change. The persistent on-screen reminder is the “Activate Windows” watermark. Microsoft describes an unactivated copy as an activation error, but its activation guidance does not specify a fixed shutdown deadline. See Microsoft’s Windows activation guidance.
How Windows activation works
Microsoft says activation pairs a product key or digital entitlement with the device’s hardware configuration. To activate, you need either a digital license or a 25-character product key, and the installed Windows edition must match the license. If you decide to buy a license, check that it is for the correct edition and that the seller provides legitimate proof of license. A low price alone does not establish that a key is genuine, transferable, or eligible for support.
Why activation can fail
Common causes include a missing key or digital license, a key used on too many PCs, counterfeit software, an edition mismatch, or a major hardware change. Microsoft lists these causes in its Windows activation-error guidance.

How to troubleshoot an unactivated copy
- Open Settings: go to Settings > System > Activation and review the activation status and any error message.
- Run the troubleshooter if it is offered: select Troubleshoot on the Activation page. Microsoft says this option is available only when Windows 11 is not activated; it requires administrator access and an internet connection. Microsoft’s Activation troubleshooter instructions explain the process.
- Check the license and edition: confirm that you have a digital license or product key for the edition installed on the device.
- Account for hardware changes: if activation stopped after a major hardware change, follow Microsoft’s activation guidance to reconnect the device with its entitlement.
Is it reasonable to keep using Windows unactivated?
If you can live with the watermark and do not need the restricted Personalization controls, the system remains broadly usable. Activation is the path to a clean desktop, the full set of reported customization controls, and a valid entitlement associated with the device. Support and licensing terms depend on obtaining a legitimate license; an unactivated installation should not be treated as proof that the software is licensed.
