If Netflix is buffering or taking longer to load, a slowdown somewhere along the route from Netflix to your screen may be to blame—but the available evidence does not show that Netflix is getting slower everywhere or that it will stay that way. The problem can be in your Wi-Fi, home internet connection, ISP network, or another part of the delivery path. Start by checking which link is struggling before replacing equipment or assuming your ISP is throttling Netflix.

Is Netflix streaming actually getting slower?

Not as a universal trend, based on Netflix’s published figures. Its November 2025 update found that 20% of listed ISPs improved by 0.2 Mbps, 78% were unchanged, and 2% declined by 0.2 to 0.4 Mbps. Those month-to-month results show mixed performance, not a broad decline. Netflix said it would continue monthly data on its ISP Speed Index site while shifting blog updates to a quarterly schedule from 2026. [Netflix, December 2025]

The latest broad reporting available here covers January through June 2026. Netflix reported a top monthly average of 3.2 Mbps across 58 listed ISPs in 21 countries and regions. That figure is the Index’s measure of Netflix performance during prime time—not a measure of overall broadband speed or a global rating of every Netflix viewer’s experience. [Netflix, 2026]

It is therefore reasonable to say that an individual viewer may be experiencing worse streaming, but the published figures do not establish a worldwide Netflix slowdown. They also do not prove that conditions will fail to improve.

Why can Netflix buffer even with a fast internet plan?

A stream depends on the full connection from Netflix to the display. Netflix says congestion anywhere along that path can reduce video quality or interrupt playback. The route includes Netflix’s delivery infrastructure, the ISP network, the connection into your home, the router and Wi-Fi, and the device playing the video. Netflix describes sending video toward the ISP over a route designed for fast delivery; the ISP then carries it through its network to your home.   • Home Wi-Fi: Distance, obstructions, router placement, and interference can weaken the connection between the router and the TV or streaming device.
  • Other household use: Multiple devices using the connection at once can leave less capacity for Netflix.
  • ISP network or access connection: A local outage or congestion can affect the route even when your home Wi-Fi appears healthy.
  • Upstream delivery: How content moves into and through ISP networks can affect delivery, but that general mechanism alone cannot identify the cause of one household’s problem.

A fast advertised plan or one favorable speed test does not establish that every part of the route is uncongested at the time you watch.

What speed does Netflix recommend?

Netflix’s current Help Center recommendations, checked in 2026, are connection speeds of 3 Mbps for 720p, 5 Mbps for 1080p, and 15 Mbps for 4K. These are recommendations for a stable connection, not guarantees: congestion, Wi-Fi problems, or competing household use can still disrupt playback. Netflix’s ISP Speed Index is a different measure. Netflix says it tracks prime-time Netflix performance on a particular ISP, not that ISP’s overall performance for other services or data. Do not treat an Index result as your household’s broadband speed or as a general ranking of how well an ISP handles every online activity.

How to find where the slowdown is happening

  1. Check whether the issue is limited to Netflix or one device. Try Netflix on another device and see whether other internet services are also slow. Note whether the affected device uses Wi-Fi or a direct cable; Netflix asks users to share that distinction when troubleshooting with an ISP.   2. Check the connection speed. Use FAST.com or the network check in the Netflix app, then compare the result with the recommendation for the resolution you want. A single result is only a snapshot of the connection at that moment.
  3. Compare Wi-Fi with a wired connection if possible. Connect a compatible TV or streaming device directly to the router with Ethernet. If playback improves, Wi-Fi may be the weak link. If it does not, that does not by itself identify the cause; the issue may lie elsewhere in the home network or delivery route.
  4. Improve Wi-Fi reception. Move the router and playback device closer, place the router in an open, elevated location, and move it away from other wireless devices. These are useful tests before considering replacement hardware.
  5. Contact your ISP if the problem continues. Ask about local outages, modem or router issues, and network settings. Explain whether the problem affects one device or multiple devices and whether the affected device connects over Wi-Fi or Ethernet.

An Ethernet cable is a practical diagnostic option if both the router and playback device have Ethernet ports. It tests whether Wi-Fi is contributing to the problem; it cannot fix congestion elsewhere on the route.

Can Netflix or an ISP deliberately slow the stream?

The evidence here does not establish deliberate throttling by Netflix or an ISP as the cause of a particular viewer’s buffering. Congestion and route performance can cause similar symptoms without proving intentional traffic discrimination. Diagnose the connection first rather than assuming intent.

Netflix’s Open Connect materials describe local content delivery and engagement with ISPs. Its briefing paper cites Ofcom’s view that local delivery can improve delivery times and reduce the likelihood of congestion in transit or backhaul portions of networks. That explains why delivery arrangements can matter in general; it does not show that peering caused a specific slowdown or guarantee a fix for a household.
