Leaked documents described an Intellexa Alliance package called NOVA, offered in 2022 for €8 million—reported at the time as roughly $8 million—to target Android and iOS devices. The proposal advertised one-click attacks and specified capacity limits, but the available reporting does not establish that a customer bought it, that attacks were carried out, or that every claimed capability worked.
What did the leaked Intellexa documents actually offer?
SecurityWeek reported on August 25, 2022, that leaked commercial documents described an €8 million offer for Android and iOS exploits and related services. Later technical analysis by Amnesty International Security Lab identified the proposal as an Intellexa Alliance NOVA offer. Amnesty described the following advertised terms:
- Price: €8 million, also reported as roughly $8 million.
- Attack method: one-click attacks.
- Simultaneous capacity: ten concurrent live agents, meaning ten simultaneously infected devices.
- Total allowance: 100 successful infections.
- Targeting: domestic targeting in the described offer, with international targeting listed as an additional option.
- Persistence: persistent infection was described as an additional option.
These figures and features describe what the proposal advertised, not independently verified performance. The sources do not establish a completed sale, a confirmed victim count, or that the advertised exploits were validated in use. Google Threat Analysis Group’s 2024 report also reproduces proposal claims, including support for Android 12 and iOS 15.4.1.
How should the package’s capacity and options be understood?
The proposal distinguished between how many devices could be infected at once and how many successful infections were included overall. Its ten concurrent infections were a simultaneous capacity; the 100 figure was the stated total allowance. They are not a public count of people targeted or evidence of actual deployments.

Domestic targeting was the stated scope, while international targeting and persistent infection were described as additional options. The cited material does not establish whether any option was purchased or used. This is a description of a commercial proposal, not a consumer service comparison.
Could it hack any iPhone or Android phone today?
No current capability can be inferred from the 2022 proposal. Its stated compatibility included Android 12 and iOS 15.4.1, specific versions that make the offer a historical snapshot. It does not establish effectiveness against later operating systems or today’s devices, nor does it show that every advertised capability worked even on the versions named.

Was this a zero-click exploit?
The proposal was reported as describing one-click attacks, not zero-click attacks. One-click implies user interaction, such as taking an action prompted by an attack; zero-click attacks do not require the target to interact. The proposal’s wording should not be upgraded into a claim of zero-click capability.

Apple says most people are never targeted by attacks of this nature. Its practical guidance is to keep device software current, secure accounts, use a device passcode or biometrics, and avoid unknown links and attachments. If Apple sends a threat notification, follow the instructions in its official guidance rather than relying on an unsolicited message or link.

- Use a strong account password and two-factor authentication.
- Protect the device with a passcode or biometrics, and be cautious with unexpected links and attachments.
- If you have a good reason to believe you are individually targeted, review Apple’s threat-notification guidance and assess whether Lockdown Mode fits your risk.
Apple describes Lockdown Mode as optional, extreme protection for a very small number of people who may face sophisticated targeted threats. It restricts some apps, websites, and features, so it involves usability trade-offs and is not a guarantee against compromise. Apple Security Engineering and Architecture head Ivan Krstić said in the company’s July 6, 2022 announcement: “While the vast majority of users will never be the victims of highly targeted cyberattacks, we will work tirelessly to protect the small number of users who are.” That is Apple’s statement, not an independent prevalence statistic.
