Omnissa Elara is a beta “authority layer” announced on September 29, 2026, intended to give IT and security teams more cross-system context before they approve high-impact actions. It connects information about people, identities, devices, apps, AI models and agents with policy and permission data; Omnissa says that context can help teams govern AI use and assess proposed changes. Elara does not eliminate silos or guarantee that risky actions will be blocked: its usefulness depends on what systems and business information an organization makes available to it.

What is Omnissa Elara?

Elara is Omnissa’s beta software for evaluating whether an action should proceed in light of information held across enterprise systems. Rather than treating each system’s records as a complete picture, it is designed to connect related signals—for example, who is requesting an action, which device or application is involved, what AI model or agent may be affected, and which policies or permissions apply.

Omnissa’s Brian Link, Product CTO (Americas) and Head of Platform, summarized the problem this way: “The most important questions rarely live in any one system. They live between them.” Elara’s intended role is to make some of those relationships visible at decision time, not to replace every underlying IT, security or business system.

How does Elara connect information across silos?

Omnissa describes an architecture in which connectors bring information from Omnissa and third-party tools into an entity graph. The graph relates entities such as people, identities, devices, apps, AI models and agents; policy and permission information then contributes context for decisions. In practical terms, the proposed flow is:

  1. Connect systems: Connectors bring selected signals from existing tools into Elara.
  2. Relate entities: An entity graph links relevant people, identities, devices, applications and AI entities across those signals.
  3. Evaluate context: Policies, permissions and other available information can inform a proposed action or approval.
  4. Support a decision: Elara is intended to help teams assess or route decisions and retain a record of the decision chain.

This is a cross-system context layer above existing tools, not evidence that all enterprise data is consolidated or that every system is connected. The available product descriptions do not establish the breadth of connectors, the depth of each integration or which actions Elara can enforce automatically.

What silo-breaking benefits does Omnissa claim?

Omnissa says Elara can help teams find unsanctioned AI use, apply guardrails to AI usage, evaluate changes for freezes, conflicts and dependencies, route approvals, and preserve an audit-ready decision chain. Those functions address different points in governance: discovering activity, applying policy, considering operational context, involving approvers and retaining decision records.

  • Shadow AI visibility: Linking device, app and AI-related signals could help surface use of tools that is not reflected in an approved AI inventory.
  • AI guardrails: Connecting AI entities to identity, permission and policy information is intended to help assess whether a use is allowed.
  • Change context: A proposed change can be considered alongside relevant freezes, conflicts or dependencies visible to the connected systems.
  • Approval and audit: Omnissa says Elara can route approvals and preserve a decision chain, helping teams understand how a decision was reached.

These are vendor-described capabilities, not independently verified outcomes. They should not be read as a promise that Elara will detect every unsanctioned AI tool, prevent every policy violation or block every risky change.

Can Elara detect shadow AI?

It is designed to help reveal shadow AI by connecting signals from systems that may otherwise be reviewed separately. For example, if relevant device or application data is available through a connector, that signal may help teams identify use that warrants review. The product description does not specify a detection rate, a complete list of supported AI services or the telemetry required for a particular detection.

Omnissa reported in 2026 that unsanctioned AI tools were present on 75% of enterprise-managed devices. That is a vendor-reported figure; Omnissa’s cited material does not provide the methodology or an independently audited denominator. It indicates the scale of the concern Omnissa is addressing, not a measured detection result for Elara.

How could Elara help assess a risky change?

Consider an illustrative case: a security patch is proposed while an inventory freeze is in effect. A patching system may show the security need, while a separate business system may hold the freeze. If Elara can access both relevant signals and relate them to the affected devices and approvers, it could bring the competing considerations into the same decision process.

That does not make the decision automatically correct. Frank Dickson, principal analyst at Dickson Research, described the issue as a business trade-off: “A security patch colliding with an inventory freeze is not a technology problem. It is a business trade-off. The person approving the change should see both sides before deciding.” The value of the system is therefore potentially better-informed review—not removal of the need for an accountable person to weigh operational risks.

Does Elara work with third-party systems?

Omnissa describes Elara as sitting above existing Omnissa and third-party tools, with connectors feeding its entity graph. That indicates an intended ability to use information beyond Omnissa’s own products. The available descriptions do not name specific third-party integrations or establish connector coverage, so organizations should not assume a particular tool or data source is supported.

What are the limits of cross-system AI governance?

Elara can only make decisions better informed by the signals it can access. If a business unit’s inventory freeze, dependency map, permission record or other relevant context is unavailable, incomplete or out of date, a connected view may still miss a crucial part of the decision. Access is also an organizational matter: teams must be willing and able to expose relevant information across system and business boundaries.

Dickson cautioned that Elara may not break down silos so much as see “tiny cracks of visibility between some of them” when it cannot access all relevant information. That is a material limitation for any cross-system governance approach. Connector availability alone does not establish that the data is complete, current or sufficient to determine whether an action is acceptable.

Nor do the product descriptions establish whether Elara primarily advises, routes decisions or enforces controls for particular actions. Organizations evaluating it should confirm which information sources and policies are connected, what the system does when it identifies a conflict, who retains approval authority, and what decision history is recorded.

Is Omnissa Elara generally available?

No. Omnissa announced Elara as beta software at Omnissa ONE 2026 on September 29, 2026, with a waitlist. The announcement does not state a general-availability date, pricing or service levels. It also does not publish independent customer outcomes or independently measured return on investment. Adam Holtby, principal analyst at Omdia, said technologies such as Elara can help organizations with “visibility, policy and control across digital business ecosystems”; that is an analyst’s view of the category’s role, not a report of measured Elara results.
