No. VPNs are still widely used for two practical jobs: giving employees secure access to workplace systems and reducing the exposure of consumer internet traffic on untrusted networks. What has changed is the expectation. A VPN is a privacy and connectivity tool, not a complete anonymity system, antivirus replacement, or scam blocker.
VPN use is still substantial
Different surveys measure different things, so their figures should not be combined into a single global adoption rate.
| Measure | Result | What it shows |
|---|---|---|
| UK businesses using a VPN for staff connecting remotely, 2025/2026 | 36% | Up from 31% in the UK survey for 2024/2025 |
| UK charities using a VPN for staff connecting remotely, 2025/2026 | 17% | Workplace-control adoption among surveyed UK charities |
| U.S. adults reporting VPN use for personal or work purposes, Security.org survey, 2026 | 42% | Self-reported use among 1,008 Americans, not a global census |
| U.S. respondents citing general privacy, Security.org survey, 2026 | 56% | One of the leading reported motivations |
| U.S. respondents citing general security, Security.org survey, 2026 | 51% | Another leading reported motivation |
The UK business result comes from the Department for Science, Innovation and Technology’s 2025/2026 survey. The U.S. figures come from Security.org’s 2026 survey and are self-reported. A workplace VPN and a paid consumer VPN subscription are separate products serving different purposes.
What a VPN actually does
It encrypts the connection to the VPN server
When a device connects to a VPN, traffic between that device and the VPN server is encrypted. This is useful on networks you do not control, such as hotel, airport or café Wi-Fi, because it makes local interception more difficult.

It changes the route traffic takes
Web traffic first travels to the VPN provider’s server and then to the destination. Websites normally see the VPN server’s public IP address instead of the user’s home or mobile IP address. That can reduce direct IP-based profiling and can make a connection appear to originate from another location.
It does not make you anonymous
The VPN provider can generally observe connection and account information, subject to its architecture and policies. Websites can still identify users through logged-in accounts, cookies, browser fingerprinting and other signals. A VPN therefore shifts trust from the local network and internet provider toward the VPN service; it does not remove trust from the system.

Three VPN use cases that should not be confused
| Use case | Primary purpose | Who controls it | What to verify |
|---|---|---|---|
| Employer-managed remote-access VPN | Reach internal applications, files or networks securely | The employer or its security provider | Company instructions, multifactor authentication, device compliance and support requirements |
| Consumer VPN service | Encrypt traffic to the provider and mask the public IP address | The subscriber chooses a provider | Ownership, privacy practices, audit scope and date, protocols, device limits and renewal terms |
| VPN client in a Wi-Fi router | Route selected home-network devices through a third-party VPN without installing software on each one | The household administrator and router vendor | Exact model and hardware revision, firmware, protocol compatibility and expected throughput |
What a VPN cannot protect you from
- Most scams: A VPN does not determine whether a message, website or payment request is fraudulent. Phishing protection, password managers, multifactor authentication and careful verification address those risks.
- Malware: A VPN is not antivirus or endpoint detection. Keep operating systems, browsers and security software updated.
- Compromised accounts: If an attacker has your password or steals an authenticated session, changing the network route will not fix the account.
- Unsafe destinations: A VPN cannot make a malicious download or deceptive website safe.
- All tracking: Account logins, cookies and browser characteristics can continue to identify you even when your IP address is hidden.
Provider trust is the central trade-off
Choosing a VPN means choosing which organization handles the connection metadata and can potentially observe traffic patterns. Examine the provider’s ownership, jurisdiction, privacy policy, logging explanations, independent audit scope and date, technical protocols, breach history and cancellation terms. Treat marketing claims such as “complete anonymity” as a warning sign rather than a guarantee.
The FBI’s Internet Crime Complaint Center has specifically warned: “Free VPN services may enroll users’ devices in a residential proxy network, without obtaining their consent.” That warning applies to some free services, not automatically to every free VPN. Read the terms in plain language, check what software is installed, and avoid services that cannot clearly explain how they are funded and what permissions they require.

Why UK VPN usage rose in 2025
UK VPN usage increased after mandatory age-assurance requirements took effect in July 2025. A UK Government consultation reported roughly 650,000 daily VPN users before 25 July and more than 1.4 million at the mid-August peak. The consultation says the number of child users cannot be determined from the available data, and early evidence did not indicate that children drove the peak.
The same consultation stresses that online-safety measures should not unnecessarily restrict adults’ lawful use of VPNs. The rise is therefore evidence of changing usage around a policy event, not proof that VPNs are inherently suspicious or that children caused the increase.

When a VPN is worth using
Use one for work when your employer requires it
Follow the organization’s approved client, server and authentication process. Do not substitute a personal consumer VPN for an employer-managed remote-access system; the two may provide entirely different access controls and monitoring.
Use one on untrusted networks
A reputable consumer VPN can add protection against local network observation when you must use public Wi-Fi. HTTPS remains important because the VPN does not replace application-level encryption.

Use one when reducing IP exposure is useful
Masking a home IP address can be helpful for privacy, but it may also trigger extra login checks, captchas or regional service restrictions. A VPN does not grant permission to bypass laws, age checks or a service’s terms.
Skip it when it adds little value
On a trusted network, with well-configured HTTPS services and strong account security, a VPN may offer limited additional benefit. It can also reduce speed, increase latency and create another service to troubleshoot.
Using a VPN through a home router
Some Wi-Fi routers include a VPN-client mode that sends selected devices through a third-party VPN server. This can cover devices that cannot run VPN software themselves, but the feature is model-dependent. Before buying or configuring one, verify the exact model and hardware revision, firmware version, supported VPN protocols, device-selection controls and realistic throughput.
A router-wide configuration also changes the behavior of every selected device, including smart-home products. Keep a direct connection available for services that need local access, low latency or a known source IP, and document how to disable the tunnel if troubleshooting requires it.
A practical decision checklist
- Define the job: remote access to company systems, public-Wi-Fi protection, IP masking or router-wide coverage.
- Identify who should control the VPN. Use the employer’s system for work resources; choose independently only for personal traffic.
- Check provider transparency, ownership, privacy documentation, audits and account-security options.
- Confirm technical compatibility, including operating systems, protocols, router firmware and device limits.
- Test important services after connection: banking, work applications, video calls, printers, smart-home devices and local file sharing.
- Keep multifactor authentication, updates, HTTPS, endpoint protection and scam awareness in place. The VPN is one layer, not the whole security plan.
So, is the VPN dead?
No. UK organizations continue to deploy VPNs for remote staff, and Security.org’s 2026 U.S. survey found that 42% of respondents used one for personal or work purposes. The durable answer is narrower than the marketing: a VPN is useful when you need a protected path to a VPN server or want to reduce direct IP exposure. It is not a universal shield, and its value depends on the provider, configuration and threat you are trying to address.
