Where real-user measurements are available and configured, those can inform routing too. The goal is to improve the odds that a user reaches a responsive, available region or service—not to guarantee uptime or replace load balancing inside a server cluster.
What IBM NS1 Connect GSLB does
DNS translates a domain name into a network destination. With DNS-based GSLB, the DNS provider can return different destinations for the same application name, using policies and measurements to choose among distributed endpoints. Those endpoints might represent different regions, clouds or content delivery networks (CDNs).
IBM introduced NS1 Connect in 2023 after acquiring DNS provider NS1. In February 2024, Network World reported the launch of NS1 Connect GSLB, describing a service that combined NS1 DNS technology with real-time user data to select routes. IBM’s current product page continues to list global server load balancing as a use case. Network World’s 2024 launch coverage and IBM’s NS1 Connect page describe the service from different points in time; IBM’s product descriptions are vendor claims, not independent performance tests.
As IBM general manager Andrew Coward put it in the company’s September 26, 2023 announcement, “Today’s advanced DNS services make dynamic decisions about where to send an internet request based on availability, performance, time-of-day and many other calculations.” The important distinction is that DNS makes a destination decision for a name lookup; it does not itself move compute work among processes already running inside a server.

How DNS steering selects an endpoint
Policy inputs
IBM describes health checks and traffic-steering policies. The service can use endpoint availability, performance and geography as inputs; the 2024 launch coverage also reported that real-user latency and other real-time information could inform routing. The usefulness of those inputs depends on where and how measurements are collected, which policies an administrator configures, DNS resolver and caching behavior, and how the application is built.
What happens when an endpoint degrades
If a region or endpoint fails a health check or performs poorly under the configured policy, DNS can direct subsequent lookups toward another eligible destination. This can support multi-region or multi-cloud failover and multi-CDN steering. It cannot ensure an application remains available: an outage may involve shared databases, identity services, network paths, application logic or other dependencies that changing a DNS answer will not repair. Existing DNS answers may also remain in use according to caching and TTL behavior, so a policy change is not necessarily instantaneous for every user.

How this differs from an internal load balancer
DNS-based GSLB operates at the level of choosing among network destinations for users or clients. An inline load balancer typically distributes connections or requests among servers behind a service endpoint; an application scheduler may assign work among compute resources. These layers can complement one another, but DNS steering is not a substitute for either of them.
What IBM currently advertises
IBM’s current product page lists multi-CDN steering, network uptime monitoring, global server load balancing and DNS observability among NS1 Connect use cases. IBM also describes API automation, Terraform and Ansible integrations, health checks, DNSSEC, DNS DDoS resilience and global anycast DNS infrastructure.

- Anycast footprint: IBM says the service has 26 global points of presence. That is a vendor-stated infrastructure figure, not an independent measure of user latency or availability.
- Automation and operations: The listed Terraform and Ansible integrations and API capabilities can help teams manage configuration through existing workflows; confirm that the required functions are included in the chosen plan.
- Security and visibility: DNSSEC, DDoS-related resilience and observability are among IBM’s listed capabilities. Their precise scope, limits and plan availability should be checked against current terms.
IBM’s Dropbox case study, presented on the product page, reports 10–15% lower DNS latency for global users and approximately 200 milliseconds of latency reduction for long-tail users. These are vendor-published customer results, not independent benchmarks or a forecast for another customer’s workload. IBM’s product page and Dropbox case study provide the stated results.

Before adopting any DNS-based GSLB service, map its routing behavior to the failure cases and user populations that matter to your application. Compare providers using these questions:

- Measurement quality and coverage: Where are health checks run? Are latency decisions based on end-user telemetry, probes, or both, and do they represent your actual users?
- Failover behavior: What conditions trigger a route change, how are unhealthy endpoints excluded and restored, and how do DNS TTLs and caching affect the switchover users experience?
- Cloud and CDN flexibility: Can you steer among the regions, clouds and CDNs you use without introducing dependencies that make a future change difficult?
- Automation and monitoring: Check API access, Terraform or Ansible support, alerting and integration with your operational workflows.
- Security and commitments: Review DNS security features, resilience details, service-level commitments and what remedies or exclusions apply.
- Limits and total cost: Compare query, record, monitoring and other usage limits alongside subscription charges and any additional fees.
Network World named CloudFloorDNS, NGINX and StackPath as other DNS-based load-balancing providers in its February 2024 coverage. Treat that as a dated list, not a current or verified shortlist; check each provider’s present product status and capabilities before comparing options. Network World’s article also quoted Enterprise Management Associates research director Shamus McGillicuddy describing the role of user telemetry: “It ties global server load-balancing to end-user experience telemetry.” That is an analyst’s characterization, not a measured comparative result.
