In December 2014, EMC applied to build a data center and office block beside its existing Ovens facility in County Cork, Ireland. The reports document a planning application, not a confirmed construction project; the sources available here do not establish whether the proposal received permission or was built.
What EMC proposed in Cork
EMC lodged its planning application with Cork County Council on 18 December 2014, according to Data Center Dynamics’ December 22, 2014 report. The proposed development combined a data center with an office block on land beside EMC’s existing Ovens operation. Data Center Knowledge’s contemporaneous report also described the planned campus and its location.
Data Center Dynamics said the site would give EMC the option to develop facilities over a ten-year period if permission were granted. That was a development opportunity described in the report, not evidence that permission was granted or that construction followed.
Was the proposed data center built?
The cited contemporary coverage establishes that EMC applied for planning permission. It does not establish the application’s outcome, a later construction decision, or completion of the proposed data center. On the evidence available, the proposal’s ultimate status remains unresolved; it should not be described as a completed EMC campus.

How the proposal differs from EMC’s Ovens cooling retrofit
EMC already operated a facility in Ovens. Separately, engineering firm Arup describes a free-fresh-air-cooling retrofit at EMC’s Ireland Centre of Excellence in Ovens, Ballincollig. That work concerned the existing facility, not the new data center and office block in the 2014 planning application.
Arup reports projected annual electricity savings of 13 million kWh and projected annual carbon-emissions reductions of 7,000 tonnes for the retrofit, with a project cost of €2.5 million. Arup’s page does not display a publication date, and it presents the savings figures as project achievements or projections rather than independently verified outcomes. They are not estimates of the proposed new data center’s energy use or performance. See Arup’s data center engineering and consulting services page.

How Ireland’s later energy policy relates
Ireland’s 2026 Large Energy User Action Plan describes a plan-led approach to very large, energy-intensive investments, including data centers. It emphasizes locating new large energy demand near renewable energy sources. This is later policy context, not the stated basis for EMC’s 2014 application. The Department of Enterprise, Tourism and Employment announced the plan on January 13, 2026, and updated the release on March 20, 2026: Large Energy User Action Plan press release.
