Reports from 2021 describe a proposal, site-selection discussions and projected economic benefits—not completed construction or verified jobs.
What Afiniti and the KP government actually agreed to
Contemporaneous reporting described a signing between Afiniti and the Khyber Pakhtunkhwa Information Technology Board (KPITB). The agreement was reported to include assistance for establishing an Afiniti sub-office in Peshawar. The expected effect was to attract investment and create local employment; those were anticipated benefits, not measured results.
The agreement should therefore be read as a follow-up to Afiniti’s stated interest in Khyber Pakhtunkhwa, rather than proof that a technology city had already been approved, constructed or opened.
How the technology-city proposal developed
March 2021: proposal and site still undecided
A March 5, 2021 report said Afiniti founder Zia Chishti was interested in investing in Khyber Pakhtunkhwa and proposed establishing a technology city. At that point, the site had not been selected. A joint government–Afiniti team was expected to identify a suitable location.

Reported scale of the proposed city
The proposal was reported as having an initial capacity for 10,000–15,000 IT-associated people and the potential to generate more than 50,000 jobs. These numbers were projections attributed to the contemporary report, not employment or occupancy figures later verified by KPITB or Afiniti.
What KPITB’s own record confirms
KPITB records that Afiniti Pakistan head Usman Khan visited its Work Around facility on March 9, 2021, and expressed interest in setting up a Peshawar sub-office. This supports the existence of discussions and stated interest. It does not document an office opening, a construction start or the launch of the proposed city.
No reviewed source confirms a completed Afiniti facility in Peshawar, a selected and developed site for the proposed city, or delivery of the projected capacity and jobs.

Afiniti’s proposal versus Pakistan Digital City in Haripur
Later references to “Pakistan Digital City” concern a different initiative. KPITB and the Special Technology Zones Authority (STZA) subsequently announced a development agreement for a project in Haripur. Those official accounts identify KPITB and STZA as the parties; they do not name Afiniti as a participant.

STZA’s 2024 description of Pakistan Digital City gives the Haripur project an 11-acre site and approximately 480,000 square feet of planned infrastructure. It also reports projections of more than 4,000 high-tech jobs and USD 25–50 million in annual export potential. Radio Pakistan separately reported expectations of around 4,000 IT startups and full operation by 2026. These are targets for the Haripur project, not evidence that Afiniti’s proposal was delivered.
So, did Afiniti follow up?
There is evidence of follow-up at the agreement and discussion stage. Afiniti representatives expressed interest, a Peshawar sub-office was included in reporting about the KPITB agreement, and the technology-city concept was publicly described.

There is not enough evidence to say the promise was fulfilled. The reviewed material does not establish that the Peshawar office opened, that a site was selected and developed for an Afiniti city, or that the projected workforce and jobs materialized. The later Haripur project cannot be used to fill that evidentiary gap because it is a separate KPITB–STZA initiative.

A definitive update would need a dated announcement or official record showing at least one of the following:
- the opening or operation of an Afiniti Peshawar office;
- a finalized site, construction milestone or completed facilities for an Afiniti technology city;
- an Afiniti–KPITB implementation report documenting investment, tenants, employees or delivered infrastructure.
Until such evidence is available, the most accurate description is that Afiniti made a technology-city proposal and entered discussions culminating in an agreement linked to a planned Peshawar sub-office.
