Symantec reported in June 2024 that attackers had spent years infiltrating telecom operators in an unnamed Asian country, using backdoors and other tools associated with Chinese espionage groups. The report did not identify the country, the victims, or the specific operator behind the campaign; it described links between malware and known groups, not definitive attribution of every intrusion.
What happened in the cyber assault on Asian telecoms?
Symantec’s Threat Hunter Team said attackers had breached multiple telecommunications operators in one unnamed Asian country, planted backdoors, and attempted to steal credentials. The activity was underway since at least 2021, with some activity possibly dating to 2020. Symantec did not publish a standalone victim count or quantify the campaign’s impact.
Telecom operators made up virtually all of the targeted organizations. Symantec also identified a company serving the telecom sector and a university in another Asian country. Neither country nor any victim organization was named. Symantec’s June 20, 2024 report describes the observed activity and tools.
Which Chinese-linked hacking groups were connected to the campaign?
Symantec associated the campaign’s three named backdoors with three espionage groups widely considered by security firms, including Symantec, to operate from China:

These associations are evidence about the tools, not proof that a particular group carried out every part of the campaign. Symantec said at least three deployed backdoors were believed to be used exclusively by Chinese espionage actors, but it did not resolve who operated them in this case. The report left open whether separate actors worked independently, one actor used tools or personnel obtained from other groups, or several actors collaborated.
What malware and techniques did attackers use?
Coolclient
Symantec associated Coolclient with Fireant. Reported capabilities included keylogging, reading or deleting files, and communicating with a command-and-control server. In this campaign, a loader was sideloaded through a VLC Media Player executable made to masquerade as a Google file.

Quickheal
The campaign’s Quickheal variant was associated with Needleminer. It could collect information about a victim, start a remote shell, and manipulate files in response to command-and-control instructions.
Rainyday
Symantec linked Rainyday to Firefly. Loaders were sideloaded with legitimate software, and reported variants could perform reconnaissance, move laterally through networks, steal credentials, deploy additional payloads, and exfiltrate data.

Additional activity
The report also described keylogging malware, at least three port-scanning tools, dumping Windows registry hives to obtain credentials, use of Responder for LLMNR, NBT-NS, and mDNS poisoning, and enabling Remote Desktop Protocol (RDP). These observations indicate several methods for exploring networks and seeking access, but do not by themselves establish what information was ultimately taken or how it was used.
Was the campaign aimed at espionage or disruption?
Symantec said the ultimate motive was unclear. It presented intelligence gathering about the telecom sector, eavesdropping, and building a disruptive capability against critical infrastructure as possibilities—not confirmed aims or outcomes. The report did not establish a confirmed strategic impact.

How is this different from the later US telecom campaign?
This Asian campaign is separate from the activity described in a November 13, 2024 joint statement by the FBI and CISA. That statement concerned PRC-affiliated actors compromising multiple US telecommunications companies. The agencies said that separate activity enabled theft of customer call-record data, access to private communications belonging to a limited number of people primarily involved in government or politics, and copying information covered by US law-enforcement requests under court orders. Those findings do not establish impacts or victims in the Asian campaign. Read the FBI and CISA statement.
