On April 21, 2003, Agere Systems announced Sceptre TC, a GSM handset platform pairing integrated baseband, mixed-signal and power-management silicon with Agere’s GPRS protocol software. It was designed to help phone makers build quad-band, data- and multimedia-capable handsets, with Class 10 GPRS rates specified at up to 53.6 kbit/s down and 26.8 kbit/s up.

What the Sceptre TC package included

Agere described Sceptre TC as a hardware-and-software foundation for GSM handset manufacturers, rather than a finished phone or a single-purpose modem. The chipset combined digital baseband, mixed-signal functions and CMOS power management in one package. Agere supplied the GPRS protocol software and an open radio interface, allowing handset developers to select radio-frequency (RF) chips for their own cost and performance goals. These were the features and design aims in Agere’s April 21, 2003 announcement.

  • Integrated handset silicon: digital baseband, mixed-signal functions and CMOS power management.
  • Protocol software: Agere’s GPRS software, which the company said was qualified to Global Certification Forum (GCF) 3.9.2.
  • Open RF interface: handset makers could choose compatible RF components rather than being tied to one RF chip choice.
  • Reuse and design goals: Agere said the platform supported code reuse from its earlier chipsets and aimed to reduce handset size, power use and development risk.

The release states the goals, but does not provide measured handset power consumption, board dimensions or a quantified reduction in development time. Those should not be read as demonstrated performance results.

Which phone features it targeted

Sceptre TC was aimed at data- and multimedia-enhanced phones, not merely voice handsets. Agere listed support for digital photo imaging, multimedia messaging service (MMS), high-speed web browsing, high-resolution color displays and Java-based games. The announcement also named Adaptive Multi-Rate (AMR) speech, WAP 2.0 and MMS among the platform’s supported capabilities.

These are platform capabilities and target applications; the release does not identify a particular Sceptre TC handset or establish that every feature would appear together in every manufacturer’s design.

Agere specified quad-band GSM support. In the announcement, the band pairs were associated with broad regions as follows:

The regional descriptions reflect the 2003 release and are not a current carrier-compatibility guide. A handset still needed an appropriate RF design and network support for its intended market.

Agere said Sceptre TC supported full Class 10 GPRS. Its announcement gave maximum rates of up to 53.6 kilobits per second download and 26.8 kilobits per second upload. These are the Class 10 rates stated by Agere in 2003, not measurements of real-world performance; actual transfer speeds depended on network and operating conditions. Class 12 was listed as support for future designs, not as an available Sceptre TC capability at announcement.

When samples and production were expected

Agere said engineering samples were available when it announced the platform on April 21, 2003. Production quantities were expected in the third calendar quarter of 2003. Board-level reference designs were planned for that summer to give handset developers an evaluation and design starting point.

Those dates describe the company’s announced schedule. The announcement alone does not confirm that production began on schedule or establish which phones ultimately used the chipset.

Agere’s broader handset business context

The Sceptre TC announcement followed an earlier Agere-Samsung GPRS chipset and software agreement reported by RCR Wireless in January 2003. That report described a deal worth more than $150 million over 12 months. In a separate April 27, 2004 release filed with the SEC, Agere described its broader Vision architecture for 2.5G/GPRS, EDGE and 3G/WCDMA multimedia devices and cited a $200 million Samsung supply agreement for GPRS/EDGE chipsets and software for calendar year 2004.

These figures concern separate agreements and the wider Agere business; neither announcement, as summarized here, identifies a Sceptre TC handset design win. The broader Vision architecture should not be treated as another name for Sceptre TC.

Is original Sceptre TC hardware available today?

The 2003 announcement establishes the historical sample and production plans, but it does not establish that original Sceptre TC chips, firmware, documentation or technical support can still be obtained commercially. A generic GPRS GSM development board may help someone study a similar development workflow, but it is not evidence of original Agere hardware or compatibility with Sceptre TC software.
