The government described the operation as connected to the People’s Republic of China (PRC), but public reporting does not establish a proven chain of command for individual actors.
What is Spamouflage?
Spamouflage is a label used for coordinated social-media account networks that post or amplify content. In the Canadian case, official accounts describe bot-like activity and waves of comments on public pages. The label does not mean every operation called Spamouflage uses identical accounts or tactics.
Canada’s Rapid Response Mechanism (RRM) monitors and reports on foreign information manipulation. Global Affairs Canada’s overview of RRM Canada describes its monitoring role.
What happened to Canadian MPs in 2023?
Global Affairs Canada said the campaign started in early August 2023 and accelerated over the September long weekend. A bot network posted thousands of comments in English and French on MPs’ Facebook and X/Twitter accounts. The department said dozens of MPs across party lines and multiple regions were targeted, including the prime minister, the official opposition leader and cabinet members. RRM Canada’s report on the episode described comments containing allegations intended to discredit political figures, as well as doctored video or deepfake material. Which MPs were targeted, and what was posted?
The public government account describes the targets collectively rather than providing, in the cited announcement, a complete list of individual MPs. It says they included senior federal politicians and spanned political parties and geographic regions. The reported content included waves of comments and posts making allegations about MPs, alongside doctored video or deepfake material. “Thousands of comments” is a count description of activity—not a count of unique users, viewers or people persuaded.
Was the campaign linked to China?
Canadian government reporting characterized the operation as connected to the PRC. A Public Inquiry into Foreign Interference exhibit uses the qualified label “probable PRC ‘Spamouflage’ Campaign.” These are government assessments; the public material cited here does not demonstrate that a particular Chinese agency or official directly ordered each post, or establish an individual command chain. The inquiry report and its released exhibits provide broader context, but documentary exhibits should be distinguished from the original operational reporting. How does the 2023 MP campaign differ from later activity?
RRM Canada later reported a related campaign targeting Canada-based Chinese-language commentators and political figures. It described doctored material, doxing and harassment—forms of intimidation involving the release of personal information. That later target group is distinct from the MPs targeted in 2023.

The later assessment of minimal general-public engagement applies to the 2024–2025 campaign only. It does not measure the reach or impact of the 2023 operation, or the experience of MPs targeted by it. RRM Canada’s 2025 reporting discusses the later campaign and its engagement assessment.
Did the 2023 campaign influence Canadians?
The public sources cited here do not establish how many Canadians saw, believed or acted on the 2023 content, nor do they quantify harm to targeted MPs. The reported thousands of comments indicate posting activity, not audience size or persuasion. The low-engagement assessment for 2024–2025 cannot be used to fill that gap because it concerns a different campaign and target group.
