The company said it took some systems offline as a precaution; billing and customer-facing services were disrupted, then restored. American Water reported no indication that its water or wastewater operations were affected and said water quality was not affected. The public disclosures do not identify the attacker or explain how the intruders gained access.
What happened at American Water
In its October 7, 2024 Form 8-K, American Water said it had learned on October 3 of unauthorized activity in its computer networks and systems and determined that it was a cybersecurity incident. The company activated incident-response procedures, brought in outside cybersecurity experts, notified law enforcement, and disconnected or deactivated certain systems.
At the time of the filing, American Water said it believed none of its water or wastewater facilities or operations had been negatively affected. It also cautioned that it could not yet predict the incident’s full impact. The investigation into its scope, including possible unauthorized access to or use of sensitive information, was ongoing.
Customer services were interrupted, not water service
The Associated Press reported on October 9 that American Water had paused billing and that customer-facing services were affected, while water service remained unaffected according to company statements. AP reported at the time that the company served more than 14 million people in 14 states and 18 military installations; those are figures in its October 2024 report, not independently verified current totals.

On October 10, American Water said its MyWater customer portal was operational and that it was reconnecting systems methodically after internal and external security teams confirmed them secure. The company said it had no indication that water or wastewater facilities were impacted and stated, “The incident did not affect water quality.” It also said standard billing processes were resuming and customers would not be charged late fees for the short period the platform was unavailable. Its security incident FAQ likewise said services were not impacted.
A 2025 WaterISAC/EPA bulletin later summarized the incident as disrupting billing and customer service for about a week while water operations remained unaffected. That is a retrospective summary; the company’s dated disclosures provide the contemporaneous timeline and statements.

What is—and is not—known about the cyberattack
The cited public materials establish that American Water identified unauthorized network activity, took protective steps, and experienced disruption to customer systems. They do not establish the attack technique, initial access method, identity of the attacker, or whether data was exfiltrated. The company’s October 7 filing specifically described the scope of activity and possible access to sensitive information as unresolved while its investigation continued.
That distinction matters: federal guidance for water utilities describes ways to reduce cyber risk, but it is not a forensic explanation of this incident. The available disclosures do not show that any particular weakness caused the event or that any single recommended control would have prevented it.

Federal cybersecurity guidance for water and wastewater utilities
A February 21, 2024 joint fact sheet from CISA, EPA, and the FBI recommends a layered cybersecurity program for water and wastewater systems. The recommendations address both operational technology (OT)—the systems that monitor or control physical processes—and information technology (IT), such as business networks and customer systems. They are sector-wide practices, not findings about American Water.

What the incident means for customers and utility operators
For customers, American Water’s public updates described an interruption to billing and online customer services, not a reported interruption to water delivery or a change in water quality. The October 10 update said the portal was back online and billing was resuming, with no late charges for the brief period the platform was unavailable.
For utility operators, the broader lesson is operational separation and readiness: a cyber incident can affect customer or business systems even when a utility reports no impact to its water operations. The federal recommendations offer practical areas to review across IT and OT, but they should be applied as a program of layered risk reduction rather than treated as a diagnosis of American Water’s incident.
