The often-cited claim that Alibaba doubled Hong Kong data-center capacity describes a separate announcement from February 2017—not a recent capacity increase.
What Alibaba Cloud announced for Hong Kong
In a September 23, 2026 announcement, Alibaba Cloud said it would expand its data-center footprint in Hong Kong over the next 12 months. That is a planned expansion, not a quantified capacity commitment: the company did not provide a Hong Kong-specific figure in megawatts or gigawatts, a facility count, named sites or a project budget. The 12-month period is relative to the announcement; it is not evidence that the work has since been completed. Alibaba Cloud’s announcement describes the plan.
Where the other announced expansions fit
Alibaba Cloud grouped its September 2026 plans into two different types of commitment: opening a first cloud region in a market, or expanding its existing data-center footprint there. The company did not disclose location-level capacity, facility counts, project costs or a basis for ranking these markets.

A cloud region and a data-center footprint expansion are not interchangeable descriptions. Alibaba Cloud announced new regions for the first group and expansion of existing footprints for the second; it did not say every market would receive the same scale of investment or follow an identical build schedule.

What “doubles Hong Kong capacity” actually refers to
The doubling refers to Alibaba Cloud’s February 13, 2017 announcement that it had expanded its Hong Kong data center by more than doubling capacity. The company said the facility was intended to meet demand for secure, scalable computing in Asia Pacific, with uses including high availability, disaster recovery, storage, analytics, middleware and cloud security. It also cited digital transformation in local sectors such as hospitality and financial services. The 2017 release is historical context; it does not give a current Hong Kong capacity figure or quantify the 2026 plan.
Alibaba Cloud’s reported network and 2032 target
At the time of its September 2026 announcement, Alibaba Cloud reported operating 107 availability zones across 31 regions. These are the company’s reported network counts, not a tally of data-center campuses or a measure of electrical or computing capacity. The announcement provides that snapshot.

Alibaba Group CEO Eddie Wu said Alibaba Cloud’s target was to exceed 20 GW of global data-center capacity operated by the company by 2032. This is a corporate target, not current capacity or an independently verified forecast, and it is global rather than specific to Hong Kong. Alibaba Group’s September 25, 2026 Apsara Conference recap gives the target and repeats the regional expansion plans.
How the share-placement funding relates
Alibaba Group said on August 26, 2026 that it had completed a HK$80 billion share placement. It stated that HK$47,871 million, about 60% of the proceeds, was intended for global computing infrastructure, while HK$31,914 million, about 40%, was intended for hyperscale AI data centers and upgrades to traditional cloud infrastructure. These are company-wide intended uses, not an announced budget for the Hong Kong expansion. Alibaba Group’s placement announcement sets out the allocations.

What the announcements establish—and what they do not
Alibaba Cloud has described an upcoming Hong Kong footprint expansion as part of a broader regional plan, while separately reporting its existing network and a long-term global capacity target. The public details cited here do not establish the Hong Kong project’s size, precise location, cost or completion status, nor do they provide enough information to compare its scale with the other named markets. IT Pro also reported on the September 2026 expansion announcement and target, but the company statements are the primary sources for those commitments.
