Data centers cluster because some places already combine the essentials: reliable electricity, fiber connectivity, available land, trained workers, and workable policy. Once a large facility arrives, it can attract infrastructure and other projects, reinforcing the concentration. That can make development easier to coordinate, but it can also concentrate pressure on power grids, water, land, and nearby communities.

Why are data centers clustering in certain areas?

Operators weigh several location requirements together rather than choosing a site for one advantage alone. A region with strong fiber but insufficient power, for example, may not meet a project’s needs. Existing infrastructure can make a location viable

Fiber routes and internet-exchange infrastructure have helped shape places such as Northern Virginia’s Data Center Alley. Established infrastructure can give new facilities access to connectivity and other services without building every piece from scratch.

Anchor projects can reinforce a cluster

A large hyperscale or AI campus can signal that a location is viable and may prompt investment in supporting infrastructure. That can lower barriers or costs for later entrants, creating a feedback loop. It is a possible mechanism, not a guarantee: a project does not ensure that more facilities will follow or that supporting infrastructure will arrive on schedule.

A 2026 spatial study of Paris, Ashburn in Northern Virginia, Beijing, and Riyadh found statistically significant clustering in all four cities. It examined factors including substations, fiber and telecom hubs, rivers and other water sources, roads, and business districts. In that study, clustered facilities scored 0.7–1.7 points higher than isolated sites on an exploratory 1–5 suitability scale. The study also reported a relationship of R=0.71–0.90 between cluster membership and suitability, with model R²=0.50–0.81. These are findings from the study’s four-city framework, not universal causal effects or forecasts: “Spatial strategies for urban data centres” (2026).

What does data center clustering mean for the power grid?

Concentrating large electricity users in one area can add load to grids that may already serve energy-intensive industry and growing communities. A DOE-hosted report puts the concern plainly: “Clustering creates stress for the bulk power system because it takes already energy-dense loads and adds even more load nearby.” The report is an explanation of the mechanism, not a claim that every cluster experiences outages or inadequate service: DOE-hosted report on data center clustering.

Serving new loads may require more than local distribution upgrades. DOE’s transmission assessment identifies robust transmission as necessary to accommodate data-center load growth: DOE transmission assessment. A September 2026 UNECE report also discusses concentrated large loads as challenges for reliability, resilience, planning, and energy affordability, alongside possible flexibility and integration measures: UNECE report on data centers and energy systems.

For a proposed location, the useful question is not simply whether the grid is nearby, but whether it can supply the required capacity reliably and when the project needs it. Planning should also clarify what grid and transmission improvements are needed and how their costs are allocated; the effects on ratepayers depend on local decisions and circumstances, not on clustering alone.

How do water, cooling, and land shape siting?

Power is only one constraint. USGS identifies reliable energy, natural resources such as cooling water, and regulation among relevant siting considerations. Cooling approaches can involve trade-offs: water-based cooling can reduce electricity use while increasing water consumption. The balance depends on the facility design and local conditions: USGS data center siting analysis.

The USGS analysis identified 771 existing AI data centers in its study area, which covered 11 western U.S. states and Alaska using a particular dataset and definition. That count is not a comprehensive census of all data centers, nor does the analysis designate the best places to build. USGS cautions that its spatial work was not a comprehensive assessment of ecological conditions, regulation, permitting, or land suitability.

Land availability and permitting also affect whether a project can proceed, while roads and other local infrastructure can influence development. A site that appears attractive on a regional map may still face constraints that emerge during project-specific review.

What are the potential benefits and costs of clustering?

These are trade-offs to assess, not guaranteed outcomes. The evidence does not establish a universal effect of clustering on local jobs, consumer electricity bills, or water outcomes. A project’s effects depend on its design, local resource conditions, utility plans, and governance.

How can communities and planners compare locations?

A sound comparison looks at connected constraints and costs, rather than treating a cluster as inherently good or bad. The Bipartisan Policy Center’s 2026 planning report recommends understanding a project’s power and water behavior over its full life and obtaining local input on concrete community benefits: Bipartisan Policy Center data center planning report (2026). These are planning considerations, not proof that a particular project will deliver benefits or shift costs in a particular way.

  • Grid capacity and timing: Is reliable capacity available, what upgrades are required, and how long will connection take?
  • Fiber and latency: Does the site meet the project’s connectivity requirements?
  • Land and permitting: Is suitable land available, and what approvals or local constraints apply?
  • Water and cooling: What are the project’s water needs over its life, and how does its cooling approach fit local conditions?
  • Cost allocation: Which parties pay for utility and transmission upgrades, and what decisions govern those costs?
  • Local outcomes: What specific benefits, workforce plans, and opportunities for community input are proposed?

How governments may encourage clusters

Clustering can also be a deliberate policy choice. The UK’s Delivering AI Growth Zones publication presents designated zones as a way to coordinate infrastructure, develop workforce, encourage adoption, and attract investment. It describes intended measures involving grid connections, planning, and targeted pricing: UK Delivering AI Growth Zones publication.

These measures express policy intentions. Any savings, investment, or jobs figures in the publication are government projections, not observed results; they should be read within the program’s stated assumptions and scope. A policy zone can coordinate activity, but it does not by itself establish that power, water, permitting, or community concerns have been resolved.
