Visa announced the opening of a large data-processing center in the eastern United States on November 16, 2009. The company reported a 370,000-square-foot facility, more than 140,000 square feet of raised floor, and capacity for more than 10,000 transaction messages per second. Those are Visa’s figures from the announcement, not independently verified measures of the site’s current size or performance.

What Visa announced in 2009

The center was part of a multi-year upgrade to VisaNet, Visa’s payment-processing network. Visa said the upgrade was intended to add capacity, reliability and security as electronic payments became more complex. The announcement is historical infrastructure news, not a new 2026 construction announcement.

Visa’s release also said electronic payments represented 33 percent of global consumer spending. That was historical context supplied by Visa in 2009, not a measure of this data center’s share of transactions.

Where is Visa’s East Coast data center?

Visa’s 2009 announcement identifies the location only as the “Eastern United States”; it does not name a city or street address. In 2021, Visa described its largest data center as being in Virginia. A later secondary facility registry lists “Visa Eastern US Data Center / Operations Center East” in Ashburn, Virginia. The sources do not conclusively establish that the 2009 opening, the Virginia facility in the 2021 announcement, and the Ashburn registry entry are the same site.

Why did Visa build it?

The stated aim was to support more payment processing while preserving service if a major site became unavailable. Visa said the center supported multiple authorization engines and could expand quickly during peak periods. The company also said it had implemented IBM’s z/TPF operating system as part of the upgrade, describing it at the time as a 64-bit operating system. These are descriptions of the 2009 project, not confirmation of Visa’s current technology stack.

Redundancy and failover

Visa described two synchronized, secure North American data centers, each designed to carry the company’s entire global payments volume if the other were disabled by a natural disaster or systems outage. It also described instant failover and an expected “5-nine” service level. Those are Visa’s design and availability claims; the cited announcement does not provide independent uptime measurements or show that disruptions are impossible.

Visa’s later 2017 announcement about facilities in Singapore and the UK said they would complement its existing North American processing locations and strengthen redundancy. It described each facility as 10,000 square feet and said Visa planned to begin processing global transactions there in 2018. That announcement gives context for an expanding regional footprint, but does not establish the present-day topology or capacity of the East Coast site.

What Visa later said about the Virginia center’s energy

In 2021, Visa said its largest data center, located in Virginia, accounted for more than one-third of the company’s global electricity use. Visa also announced a renewable-power supply agreement for that center covering a five-year term. The announcement establishes what Visa said about the facility and commitment in 2021; it does not establish the center’s electricity sourcing after that agreement term.

Contemporaneous comments on the project

Mike Dreyer, then Visa Inc.’s chief information officer, said in the 2009 release: “Few people recognize the critical role VisaNet plays in supporting our extensive brand acceptance, securing our products and facilitating payment innovation.”

Mark Anzani, then IBM’s VP and chief technology officer for System Z, said: “Visa has raised the standard for future transactions processing by tapping the reliability and security of the new Z10 mainframe and the power of the new z/TPF software to connect an ever-increasing number of merchants, banks and consumers.” These are company-release comments from the time, not independent technical assessments.
