ChipStart UK is a UK government-backed incubator for early-stage semiconductor-design companies. The Department for Science, Innovation and Technology (DSIT) announced a £1.3 million, two-year pilot in October 2023, with delivery by SiliconCatalyst.UK. The programme has since continued through successive cohorts; SiliconCatalyst.UK reported that its fourth cohort began on 19 March 2026.
What is ChipStart UK?
ChipStart UK was created to help young semiconductor companies move from design concepts toward prototypes, customers and investment. DSIT’s original announcement positioned the programme as a pilot for firms working on semiconductor design, including applications in healthcare, artificial intelligence and data-centre energy efficiency.
The £1.3 million figure applies to the two-year pilot announced in 2023. It should not be read as a current annual budget or as the amount distributed to every participating company.
At the launch, then technology minister Paul Scully said: “Semiconductors are the bedrock of our modern economy and an increasingly integral part of our lives.”

Who runs the incubator?
DSIT provided the government backing, while SiliconCatalyst.UK delivered the programme. SiliconCatalyst.UK is responsible for cohort operations, mentoring and the specialist network made available to participating companies.
The launch announcement said participants could access more than 270 Silicon Catalyst advisers and strategic partners. That network was described as part of the support available to startups, rather than as a guarantee of investment or commercial contracts.

The sources describe the support categories, but do not establish that every company receives identical tools, IP, prototype access or investor introductions. Those details can depend on a company’s technical needs and the cohort’s operating arrangements.
How was the first cohort selected?
DSIT said the first cohort was chosen from 27 applications after two rounds of panel interviews. Twelve companies were selected.
The selected startups covered several semiconductor-related use cases, including health-related chips, AI and technologies intended to improve data-centre energy efficiency. The selection figures describe that 2023 intake and are not a permanent annual quota.

How have the cohorts changed?
ChipStart UK’s format has changed over time. The second-cohort announcement in February 2024 described a nine-month programme beginning on 1 June 2024. SiliconCatalyst.UK later said cohort three would run for 12 months, and its March 2026 update described cohort four as a fully funded 12-month programme.

What investment has the programme been associated with?
SiliconCatalyst.UK reported in March 2025 that the first two cohorts had collectively raised more than £45 million in private venture-capital and angel funding. DSIT’s 2024–25 annual report described private investment raised by those cohorts as over £40 million.

These figures differ because they come from different sources and formulations. They are reported outcomes for groups of companies, not evidence that ChipStart UK alone caused the investment or that each startup raised money.
In its March 2026 news update, SiliconCatalyst.UK said alumni from cohorts one through three had raised close to $100 million in equity funding. This is also an operator-reported aggregate and uses a different currency, time point and alumni group from the earlier pound-denominated figures.
Sean Redmond, SiliconCatalyst.UK’s managing partner, described the programme in the March 2025 announcement as having “been an outstanding success.” That statement is the operator’s assessment, rather than an independent evaluation.

What happened with the fourth cohort?
SiliconCatalyst.UK reported that cohort four launched on 19 March 2026. It selected 11 companies from 42 applications for a fully funded 12-month programme. The same update reported close to $100 million in equity funding among alumni from the first three cohorts.
Those details are the latest status reported by the operator in the supplied material. They do not establish that the fourth cohort has already produced investment or graduation results.
What should applicants check before applying?
- Confirm the current cohort’s duration and funding terms; the programme moved from nine-month to 12-month cohorts.
- Check the latest application deadline and eligibility rules rather than relying on the 2024 requirement of less than £1 million in private funding.
- Assess whether the company needs semiconductor design tools, IP, prototyping, commercial advice or investor access, since the support package is designed around those needs.
- Prepare evidence of the technical problem, design progress, intended market and development milestones for the relevant cohort.
- Read the current SiliconCatalyst.UK application page for geographic, company-stage and funding conditions before submitting.
Why the incubator matters to UK chip startups
Semiconductor startups often need expensive design infrastructure, specialist knowledge and manufacturing or prototyping connections before they can demonstrate a product. ChipStart UK’s model combines those technical resources with commercial mentoring and investor access in an early-stage setting.
The programme is therefore best understood as an incubator and support network, not as a grant that automatically funds a company’s entire development plan. The original government commitment was a time-limited pilot, while later cohorts show that the delivery model continued and evolved beyond the launch announcement.
