OpenAI and PayPal announced a partnership on October 28, 2025, to bring PayPal payments and merchant product catalogs into ChatGPT commerce. The announcement described a planned catalog integration during 2026, not an immediate promise that every PayPal merchant—or every ChatGPT user—could buy inside chat. OpenAI’s later description puts more emphasis on product discovery and lets merchants use their own checkout, while PayPal says its ChatGPT checkout integration is beginning a staged rollout.
What OpenAI and PayPal announced
PayPal said it would adopt OpenAI’s Agentic Commerce Protocol (ACP), support payments for merchants using Instant Checkout, and connect its merchant network and product catalogs to ChatGPT commerce. PayPal described wallet funding options including bank accounts, PayPal balance, and cards, as well as buyer and seller protections and post-purchase services such as tracking and dispute resolution. It also said it would support card payments through a delegated payments API. The release said catalog integration was planned during 2026 and named apparel, fashion, beauty, home improvement, and electronics as example categories. That plan indicated the intended reach of the partnership; it did not establish that all merchants in those categories are connected or that checkout is universally enabled.
PayPal CEO Alex Chriss described the goal as helping people move “from chat to checkout in just a few taps.” PayPal’s release also quoted company-reported figures of “hundreds of millions” of people using ChatGPT weekly for everyday tasks, including product finding, and “over 400 million” people using PayPal to shop. Those are figures attributed to PayPal in that October 2025 announcement, not independent measurements of commerce activity.

How the later ChatGPT shopping experience is described
OpenAI’s later product-discovery update says it is expanding ACP to improve product feeds and discovery, while allowing merchants to use their own checkout experiences. OpenAI said the initial Instant Checkout version did not provide the flexibility it wanted, so its direction emphasizes finding products and preserves deeper app integrations for merchants that want them. OpenAI named Target, Sephora, Nordstrom, Lowe’s, Best Buy, The Home Depot, and Wayfair as retailers integrated for product discovery, and said Shopify product data is integrated through Shopify Catalog. A retailer or catalog appearing in discovery is not, by itself, proof that a shopper can complete payment in ChatGPT for every item.

Discovery and checkout are different parts of the flow
OpenAI says ChatGPT can show relevant products in response to a shopping question. Its published examples include asking for the “best running shoes under $100” or “Help me find costumes for my dog”; these are examples of shopping prompts, not data on how people commonly shop. OpenAI says results are organic and unsponsored. Its ranking considers availability, price, quality, whether a seller is the primary seller, and whether Instant Checkout is enabled. When an item is eligible for Instant Checkout, the intended flow lets a shopper confirm order, shipping, and payment details in chat. But the merchant remains responsible for accepting the order, processing payment, fulfilling it, handling customer support, and managing returns. ChatGPT is the shopping interface; it does not replace the merchant as the party selling and delivering the product.

ACP is not a switch that any merchant can turn on without integration work. OpenAI’s developer documentation says merchants provide refreshed product feeds and implement checkout-session and order flows. They determine fulfillment options and sales tax, assess risk, and process payment through their own provider or a designated payment service provider. This division of responsibility matters to shoppers as well as merchants: product information may be surfaced in ChatGPT, but the seller’s systems and policies still govern whether an order is accepted, how it ships, and how problems or returns are handled.

For shoppers, the practical test is whether a product listing actually offers an in-chat checkout option for their account and location. If it instead leads to the seller’s site or app, the purchase follows that merchant’s checkout flow. The partnership’s broader catalog and payment plans should not be read as a guarantee that every listing can be purchased in ChatGPT.
