Short answer: Microsoft did use compatibility safeguards around Windows 11 version 24H2, but the documented problem was specific to Google Workspace Sync for Microsoft Outlook (GWSMO) and related migration tools—not a blanket block affecting every Outlook or Google Workspace user. Google fixed the known GWSMO installation incompatibility in version 4.3.68.0 on November 22, 2024, and later recommended version 4.3.73.0.

What was actually blocked

The issue centered on GWSMO, Google’s software for synchronizing Google Workspace mail, calendars and contacts with a Microsoft Outlook profile. A Google notice dated October 1, 2024 also mentioned Google Workspace Migration for Microsoft Outlook (GWMMO) and Google Workspace Migration for Microsoft Exchange (GWMME).

Reports from individual users described installers that appeared to finish but left no GWSMO entry in Start or Program Files, along with Outlook-related failures. Those are anecdotal reports, not evidence of a particular failure rate or proof that Microsoft blocked every affected computer.

The wording “Microsoft blocks Windows 11 24H2 upgrades” therefore needs qualification: Microsoft can place a safeguard hold on devices with a known compatibility risk, but the evidence supports a historical compatibility problem involving GWSMO rather than a universal ban on 24H2 for Outlook users.

Timeline of the 24H2 and GWSMO problem

Date What happened
October 1, 2024 A Google notice reproduced on Microsoft Q&A warned that upgrading to Windows 11 24H2 could cause installation or uninstallation failures for GWSMO, GWMMO and GWMME. It said users with Outlook problems could roll back to the prior Windows version at that time.
November 22, 2024 Google’s GWSMO release notes for version 4.3.68.0 stated: “Fixed a compatibility issue that was preventing GWSMO from being installed on Windows 11 version 24H2.”
May 28, 2025 Google’s release notes for version 4.3.73.0 documented additional changes, including use of the People API for contact synchronization instead of the deprecated Contacts API, and recommended upgrading to that version.

The version numbers are historical release facts. For a new installation, use Google’s current official GWSMO download and release-notes pages rather than stopping at 4.3.68.0 or 4.3.73.0.

How Microsoft safeguard holds work

Microsoft uses quality and compatibility data to identify problems that could make a feature update fail, roll back or create serious application issues. It can then apply a safeguard hold so affected devices are not offered that Windows feature update through the normal updating service. Microsoft says the offer is restored after a fix is found and verified.

A safeguard hold is an update-delivery decision, not an indication that Windows 11 24H2 is permanently unavailable. It also does not establish that every computer showing a GWSMO symptom is under a Microsoft hold; an outdated installer, damaged Outlook profile or unrelated Windows issue can produce similar behavior.

Checking a managed device

For administrators, Microsoft documents version-specific registry indicators under TargetVersionUpgradeExperienceIndicators. For a 24H2 target, the documented version key is GE24H2; the article describes the GStatus and GatedBlockId values used to inspect safeguard information.

Registry inspection is primarily an IT-administration task. Do not delete those values or bypass a safeguard hold as a first-line consumer fix: doing so can expose a device to the compatibility problem the hold was designed to prevent.

What the current status means

Microsoft’s current Windows 11 24H2 release-health page does not list the historical GWSMO installation issue as an active known issue or listed safeguard hold. That means an old report should not automatically be used to explain a present-day Windows Update symptom.

It does not guarantee that every individual Outlook and GWSMO setup is healthy. A current device still needs its Windows Update status, Outlook edition and GWSMO version checked separately.

What to do if GWSMO will not install or sync

  1. Confirm the symptom. Determine whether Windows 11 24H2 is unavailable in Windows Update, GWSMO will not install, or an already-installed GWSMO profile has stopped synchronizing. These are different failure paths.
  2. Record the environment. Note the Windows version and edition, Outlook version, account type and installed GWSMO version. Also check whether the computer is managed by an organization.
  3. Update GWSMO from Google. Check Google Workspace Admin Help’s GWSMO release notes and official installer. Google’s documented 24H2 installation fix was 4.3.68.0; its later release notes recommend 4.3.73.0, so use the newest supported build available now.
  4. Retry the installation or synchronization. After updating, restart Windows and Outlook, then test the affected Google Workspace account. If the installer still completes without creating GWSMO, treat that as a separate installation failure requiring logs or administrator support.
  5. Check Windows Update and release health. If 24H2 is not offered, review Windows Update’s messages and Microsoft’s live 24H2 release-health information. On a work-managed computer, ask the administrator whether a safeguard hold or policy is active.
  6. Investigate other Outlook causes. If Windows offers 24H2 but mail, calendar or contacts fail, examine the Outlook profile, add-ins, account configuration and GWSMO diagnostics rather than assuming Microsoft is blocking the upgrade.

Choosing the right recovery route

What not to conclude

  • Not every Outlook user was blocked from Windows 11 24H2.
  • Being a Google Workspace customer alone did not establish that a safeguard hold applied.
  • An installer that appears successful but creates no GWSMO entry is a user report, not a Microsoft prevalence statistic.
  • The absence of GWSMO on today’s 24H2 known-issues page does not rule out unrelated problems on a particular PC.
