What China’s reported Intel and AMD restriction covered
In March 2024, Reuters relayed a Financial Times report that China had introduced procurement guidance to phase Intel and AMD processors out of government PCs and servers. EE Times described the reported measure as a ban on government use. The original procurement notice was not included in either report, so the precise scope and enforcement of the guidance cannot be independently established from those accounts. That distinction matters: the reports concerned government procurement, not a prohibition on ordinary consumers, private companies, or all uses of U.S. processors in China. Nor do they establish that China barred every U.S. semiconductor. Bernstein analyst Stacy Rasgon, quoted by EE Times in response to whether China might eventually ban all U.S. chips, said: “No, I don’t think so. They can’t. They need them.”
Why domestic chipmakers could benefit
Government purchasing can steer a meaningful pool of demand toward local suppliers. Dan Hutcheson, a senior research fellow at TechInsights, told EE Times: “China’s government is very serious about de-Americanization of its tech infrastructure.” If government buyers were required to choose domestic processors for covered systems, that preference could give Chinese chipmakers opportunities to win deployments and build experience.

The size and speed of any gains would depend on implementation: which purchases were covered, how quickly systems had to change, and whether suitable domestic chips and software were available for the intended workloads. Paul Triolo, technology lead at Albright Stonebridge Group, told EE Times: “The impact could be higher for server sales using CPUs from [Intel and AMD], as opposed to PCs and laptops, depending on how the guidance is implemented.” The reports do not establish actual replacement volumes.
Which Chinese processors were identified as potential alternatives?
EE Times named several domestic suppliers and designs, but did not provide a current, like-for-like benchmark suite for comparing them. Its account pointed to different potential roles rather than proving that each processor could replace an Intel or AMD product in every system.

“Alternative” should not be read as “drop-in equivalent.” A processor choice affects compatible software, system design, support, and the performance a workload requires. Paul Triolo cautioned that removing foreign hardware and software from supply chains had been difficult without viable domestic alternatives, especially for mission-critical systems. The reports do not show that the named chips could substitute across every government application.
What the 2024 estimates said about market opportunity
The figures below are estimates and forecasts reported in 2024, not verified outcomes of the procurement guidance. Their attribution and measurement matter, particularly where sources describe China’s share of company sales differently.

Rasgon separately told Reuters: “A total cessation of China governmental purchases of Intel and AMD CPUs might impact revenue by low-single digits.” The conditional wording is important: it describes a modeled effect if government purchases stopped, not a reported financial result.

Reuters said Intel declined to comment and AMD and Microsoft did not respond to its requests for comment. EE Times also reported that Intel declined comment and AMD did not respond. Neither account supplied the underlying procurement text, so the exact covered agencies, products, transition schedule, exceptions, and enforcement are not established in these reports.

That leaves a difference between policy direction and commercial outcome. A preference for domestic suppliers could create demand, but companies would benefit only to the extent covered buyers actually shifted purchases and local systems met technical, software, and operational requirements. The 2024 analyst estimates and projections should not be treated as proof that Intel or AMD later lost the forecast revenue or that domestic suppliers achieved the forecast market-share gains.
