Windows 11 Recall now requires an explicit opt-in before it saves screen snapshots. Microsoft’s documented design keeps snapshots and related information on the PC, encrypts them, and uses Windows Hello and a hardware-backed security architecture to control access. Users can pause or stop saving, filter apps and websites, and delete Recall data. These changes add meaningful controls, but they do not eliminate every privacy concern: Recall remains in preview, sensitive-information filtering is not a guarantee, and submitting feedback can send attached screenshots to Microsoft.
What does Windows Recall capture?
Recall is a feature for finding things you previously saw on an eligible Copilot+ PC. When enabled, it periodically saves screen snapshots and associated contextual information so you can search for past content. It is therefore more than a record of websites visited: a snapshot can include sensitive material visible on screen, such as information in an app or document.
Microsoft’s Recall user guide says the feature requires an eligible Copilot+ PC, at least 50 GB of free storage to enable, Device Encryption or BitLocker, and Windows Hello Enhanced Sign-in Security with at least one biometric sign-in method enrolled. Access to Recall and its snapshots requires identity confirmation. Automatic snapshot saving pauses if free storage falls below 25 GB.
Why did Microsoft delay Recall?
The original announcement drew objections about the privacy and security implications of routinely saving screen images. Microsoft delayed the initial release to Windows Insiders while it changed the product’s access and consent model. The Associated Press reported that Pavan Davuluri, Microsoft’s corporate vice president of Windows and devices, said the delay would let Insider users help “ensure the experience meets our high standards for quality and security.” That was the company’s stated reason for delaying the rollout, not an independent finding that the feature was secure.

The clearest change is the default: snapshots are not saved unless a user chooses to enable Recall. On a shared PC, each Windows account makes its own choice. Microsoft also says Recall can be removed through Windows optional features.
What safeguards protect Recall data?
Microsoft’s security and privacy documentation describes several layers of protection for snapshots and related vector-database information:

- Local storage and encryption: Microsoft says Recall data is stored on the device and encrypted.
- TPM-protected keys: Encryption keys are protected through the Trusted Platform Module (TPM) and tied to the user’s Windows Hello Enhanced Sign-in Security identity.
- Protected processing: Microsoft says operations that work on screenshots or decrypt data run within a Virtualization-based Security (VBS) Enclave.
- Identity confirmation: Windows Hello authorizes access to the Recall interface and changes to its settings.
Microsoft says ordinary Recall operation does not share snapshots or related data with Microsoft or third parties. That statement does not apply to every action a user might take: submitting feedback sends data from Recall to Microsoft, including screenshots the user attaches.

Microsoft also cautions that Recall uses general Windows screenshot APIs. Organizations using virtual desktop clients should check that their screenshot protections work as intended rather than assuming Recall has a separate control for every environment.
What privacy risks and limits remain?
- Sensitive content may still be captured: Sensitive-information filtering is enabled by default and is intended to prevent snapshots when potentially sensitive details—such as passwords or credit-card information—are detected. Microsoft describes a filter, not a guarantee that every sensitive item will be recognized.
- Screen images can reveal more than browsing history: Anything visible in a captured screen can potentially become part of the saved material, which is why app and website filters and the ability to stop saving matter.
- Feedback can transmit data: If you submit Recall feedback, Microsoft says the submission can include Recall data and screenshots attached by you.
- Preview status means the product is still subject to change: Microsoft’s current support pages identify Recall as a preview feature.
- Exported copies are outside Recall’s reset: Resetting Recall cannot erase copies already exported or saved by a third party.
How to control, filter, or delete Recall snapshots
Choose whether Recall saves snapshots
- Open Settings > Privacy & security > Recall & snapshots.
- Choose whether to enable snapshot saving. If you do not opt in, Recall does not save snapshots. Each account on a shared PC must make its own choice.
Pause saving or turn it off
Use the Recall control in the system tray to pause snapshots temporarily. To stop saving through Settings, open Settings > Privacy & security > Recall & snapshots and switch snapshot saving off.

Filter apps and websites
Add apps or websites to Recall’s filter list in its settings. Microsoft says some apps are filtered and private-browsing activity is filtered in supported cases. Check the system-tray icon’s filter badge to see when filtering is active. If an app or site was not excluded before its content was captured, Microsoft documents deleting all content from that app or site in saved snapshots.
Remove Recall or reset its data
To remove the feature, use Windows’ Turn Windows features on or off control. To delete saved snapshots and reset Recall settings, use the reset option in Recall’s settings. A reset does not reach copies you previously exported or handed to another service.

Export data in the EEA
Microsoft documents export controls for devices in the European Economic Area (EEA). Export must be initiated by the user and requires Windows Hello. An export code is shown once; sharing the data requires providing that code and the exported folder to a third-party app or website.
Stop Recall personalizing its homepage
If you do not want the Recall homepage customized from your snapshots and app usage, turn off the setting for homepage personalization in Recall’s settings.
