The “nothing to hide” argument treats privacy as valuable only to people concealing wrongdoing. That is a faulty way to judge privacy: people may care about how they are represented, what parts of their identity they can keep private, and the conditions under which information is shared. “Social Complacency Model” is best read here as an analytical framing, not the name of an established or validated theory.

What the “nothing to hide” argument gets wrong

Saying “I have nothing to hide” can present the speaker as decent and shift the burden onto others to prove they are in the clear. An OECD report from 2003 describes this rhetorical function, including its potential to deflect blame; it does not establish that every person who uses the phrase intends to do so. The deeper flaw is the assumption that privacy matters only when someone is hiding misconduct. Daniel J. Solove’s 2007 paper challenges that assumption by explaining privacy’s broader social significance. This does not mean that every disclosure is harmful; it means that the absence of wrongdoing does not settle whether a person has a legitimate interest in privacy. Privacy can be about identity, not just secrecy

Surveillance may matter to people because of how it affects their ability to present themselves and control what others infer about them. In a 2017 study, Avelie Stuart and Mark Levine used discursive analysis of focus groups with 42 participants. They reported that participants often spoke of surveillance as increasingly inescapable, and that objections were especially apparent when people felt misrepresented or unable to withhold aspects of their identity. The study offers insight into how participants made sense of surveillance; its 42-person qualitative sample is not a representative estimate of public opinion. This distinction helps explain why generalized warnings about privacy can fail to resonate. Concrete concerns—being mischaracterized, having a personal aspect of identity exposed, or losing control over how information is interpreted—may make the stakes clearer. Stuart and Levine argue that public engagement may be more effective when it addresses those identity consequences rather than presenting surveillance only as a generalized privacy threat.

Why saying “privacy does not matter” may not match behavior

The privacy paradox describes an apparent gap between what people say about privacy and how they behave online. It is tempting to treat that gap as proof that people do not care. A qualitative study of Canadian teenagers complicates that conclusion: some older participants said they had “nothing to hide” and therefore saw privacy as irrelevant, while the researchers also identified privacy-management strategies among participants. The authors describe this as a different form of the paradox, shaped by platform features and wider social acquiescence to privacy erosion. Adorjan and Ricciardelli, “A New Privacy Paradox? Those findings concern Canadian teenagers in focus groups, not all teenagers, adults, or platform users. They nevertheless show why a person’s stated indifference is not enough to conclude that privacy practices are absent: people may manage what they share even while repeating a familiar argument that privacy is unimportant.

Privacy is shaped by social norms as well as tools

Privacy is not only a technical problem solved by settings, encryption, or other protective features. The Royal Society position paper “Is privacy privacy?” argues that technical and normative understandings of privacy have developed in parallel and should be considered together. It calls for privacy technologies to align with relevant social norms and expectations. In practical terms, a tool’s existence does not alone determine whether its protections fit what people consider an acceptable use or disclosure of information. Why public attitudes vary by context

There is no single public response that supports the claim that people are simply indifferent to privacy. Pew Research Center’s 2016 reporting on online focus groups describes reactions that varied with setting, information type, and disclosure terms. Examples included concern about cameras in personal workspaces and conditional willingness to share data depending on the discount offered and the privacy policy. These are reported focus-group responses, not measurements of how common each view is—and they should not be mistaken for current prevalence estimates. The context matters: people may accept one disclosure and reject another depending on what information is collected, where collection occurs, who receives the information, and what conditions apply. A broad claim such as “people do not care about privacy” erases those distinctions.

How to use “Social Complacency Model” responsibly

The exact label “Social Complacency Model of Personal Privacy” is not defined as an established framework in the cited sources. It should therefore be treated as a writer’s framing for examining how familiar rhetoric and social expectations can normalize reduced privacy—not as a validated model with an agreed definition or measurement method.

  • Abstract threat and identity consequences: ask whether concern is about a general loss of privacy or a specific risk of exposure, misrepresentation, or loss of control.
  • Stated attitudes and practices: do not assume that “privacy does not matter” means a person never manages information.
  • Technical protection and social fit: assess whether privacy tools align with relevant expectations, not merely whether a setting or feature exists.
  • General claims and context: consider the information, setting, and terms of disclosure before describing people as indifferent.

These are ways to organize the evidence, not a validated assessment instrument. The studies cited here vary in date, method, and population, so together they support a careful argument about privacy discourse—not a universal account of what every person thinks or does.
