Install Windows 98 first and Windows XP second, with each system in its own partition on a legacy BIOS computer using an MBR disk. Use FAT16 or FAT32 for Windows 98. Choose FAT32 for XP if Windows 98 needs direct access to the XP partition; otherwise, XP can use NTFS. Copying setup files to the hard drive may help with CD read errors, but it does not by itself make either system bootable.

Check compatibility before partitioning

Windows 98 is a DOS-based operating system that expects a legacy BIOS boot path and an MBR-partitioned disk. It cannot read, write, or boot from GPT, according to Microsoft’s GPT FAQ. If the computer has GPT-only firmware or cannot boot in legacy BIOS/CSM mode, this dual boot is not a suitable setup for it; use compatible legacy hardware or choose a different approach.

Also check whether the computer’s storage controller and disk size are supported by these period operating systems. The available documentation does not establish compatibility for every controller or disk, so confirm those details for the specific hardware before changing partitions. Back up all data first: repartitioning and operating-system installation can destroy existing data.

Choose the partition layout and filesystems

Create separate partitions for the two operating systems. Keep the Windows 98 partition primary and active so the BIOS can start its DOS-based boot path. Windows XP can be installed on a separate partition; its startup files may still reside on the active system partition, so the partition containing XP itself is not necessarily the partition that starts the boot process.

Choice Filesystem or placement When it fits

GPT disk Not compatible with Windows 98 Do not use for this dual boot; Windows 98 cannot read, write, or boot from GPT.

Do not install Windows 98 and XP into the same partition. Microsoft’s multiboot guidance warns against sharing a partition between Windows 95/98 and Windows NT-family systems and documents boot-sector and FAT32/NTFS constraints. A shared FAT32 partition for data is a separate matter from installing both operating systems together; keep system installations separate.

Install Windows 98 first, then XP

  1. Back up and verify the boot mode. Confirm the machine can boot in legacy BIOS/CSM mode from an MBR disk. Keep Windows 98 startup media and licensed XP installation or recovery media available.
  2. Create the Windows 98 partition and leave room for XP. Boot Windows 98 startup-disk or DOS FDISK media, create a primary FAT partition for Windows 98, and leave unallocated space or another partition for XP. Microsoft’s partitioning guidance identifies MS-DOS, Windows 95, and Windows 98 startup disks containing FDISK for this purpose. Ensure the intended Windows 98 primary partition is active.
  3. Install Windows 98 to its partition. Complete setup there and preserve its boot files. Do not format this partition as NTFS.
  4. Install XP to the other partition. Start Windows XP Setup from legitimate XP media, select the separate partition intended for XP, and choose a filesystem based on whether Windows 98 needs direct access. Verify the selected partition carefully before formatting.
  5. Test both entries. XP Setup normally installs the NT-family boot loader and offers a Windows 98 entry when the DOS boot sector has been preserved. Restart and confirm that both systems start before making further boot changes.

Copying setup files is not the same as making a bootable system

Copying Windows setup files to a local directory can reduce errors caused by a scratched or unreliable CD, but the copied files alone do not install or start an operating system. Starting a machine also depends on the MBR and active-partition boot path, the relevant boot-sector code, and the startup files. For XP, Microsoft identifies Ntldr, Boot.ini, and Ntdetect.com as files needed to start Windows.

Keep the distinction clear: setup files are installation input; boot code and startup files are what the computer uses after installation to reach an operating system. Copying files cannot substitute for the correct partition layout, active flag, boot loader, or Windows 98 boot sector.

Diagnose an XP or Windows 98 boot failure

XP Setup normally configures an NT-family loader that can offer a Windows 98 entry when the Windows 98 boot sector remains available. If that entry is missing or either system no longer starts, determine which layer is failing before changing anything: the active partition, the MBR or partition boot sector, the XP loader files, or the Windows 98 boot-sector copy.

  • Check the active partition. Microsoft’s troubleshooting documentation says that on Intel x86 systems the system partition containing startup files must be a primary partition marked active. If the wrong partition was marked active, boot from XP setup/recovery media or a Windows 98 boot disk and restore the intended active setting.
  • Check the XP startup files and loader configuration. Ntldr, Boot.ini, and Ntdetect.com are distinct from the Windows 98 DOS boot sector. Restoring one does not automatically repair the others.
  • Protect the Windows 98 boot-sector copy. Preserve a backup before experimenting. Microsoft’s multiboot article gives copy c:bootsect.dos c:bootsect.sav as an example backup command. Do not overwrite or delete boot files unless you have recovery media and know which startup layer is damaged.
  • Use recovery media for repair. If XP startup files are missing, XP recovery tools can restore the correct active setting and copy NTLDR from the XP CD-ROM. The correct repair depends on the failure; copying NTLDR alone will not fix an incorrect active partition or a damaged Windows 98 boot sector.

Practical checklist

  • Legacy BIOS/CSM boot and MBR disk, not GPT.
  • Separate partitions; Windows 98 installed first, XP second.
  • Windows 98 on a primary active FAT16/FAT32 partition.
  • XP on FAT32 if Windows 98 needs direct access, or NTFS if it does not.
  • Backups made and startup/recovery media available before partition or boot changes.
  • Setup files, boot-sector code, active-partition status, and loader files treated as separate parts of the process.
