Use data science to match each subscriber with relevant content, offers, and timing—then test whether those choices produce incremental value without increasing complaints, unsubscribes, or privacy risk. Start with consented first-party data and simple, interpretable segments; move to predictive scores or recommendations only when they solve a specific problem and can be measured and governed.

Start with an outcome you can measure

Before choosing a model, define the business result the campaign should change: for example, conversions, retained revenue, or repeat purchases. Choose one primary outcome and specify how it will be calculated, over what period, and for which eligible audience.

Also set guardrails. Track unsubscribes, spam complaints, bounces, deliverability, and suppression errors alongside the primary metric. A campaign that generates more purchases but also drives complaints or sends to people who opted out may be a worse result overall.

Keep a randomized holdout that receives the comparable baseline experience. Compare outcomes for the personalized group with that control; a higher conversion rate among people who received a tailored message does not by itself show that personalization caused the difference. Record the audience, dates, baseline, and metric definition whenever reporting a result. There is no universal uplift figure to assume: performance claims should come from controlled experiments on the publisher’s own audience.

What data should you use?

Build the audience from first-party information you have a valid basis to use for the stated purpose. Useful inputs may include:

  • Declared preferences: topics, product categories, or communication choices a subscriber explicitly selects.
  • Relationship and lifecycle: whether someone is a prospect, a recent customer, or an existing customer, and relevant account or subscription status.
  • Purchase history: order recency, frequency, monetary value, and product or category affinity, where use is appropriate to the relationship and purpose.
  • Engagement events: actions such as clicks or purchases linked to a message, subject to the applicable rules and the consent status of the underlying tracking.

For each data category, document where it came from, why it is needed, the purpose and legal basis for using it, how long it will be retained, and whether profiling has consequences for the person. Exclude sensitive or unnecessary data, and do not treat data as usable merely because it is technically available. Avoid blindly harvesting or buying email lists: Canada’s Office of the Privacy Commissioner warns that this can create legal and brand risk under Canada’s e-marketing framework.

Choose a method that fits the campaign

More individualized modeling is not automatically better. Match the method to the decision you need to make, the amount of usable data available, and your ability to explain and operate the result.

Rule-based segmentation Groups subscribers using explicit conditions, such as lifecycle stage, purchase recency, or stated category interest. Usually easiest to explain, audit, and connect to an approved message. Audience rules and suppressions can be inspected directly. Rules may become difficult to maintain as they multiply; they do not automatically capture patterns beyond the conditions people define. First personalization projects, small or moderate audiences, and cases where transparency and simple operations matter most.
Predictive scoring Estimates a defined outcome, such as the likelihood of a purchase or churn, from selected features; marketers assign score bands to campaign actions. Can prioritize audiences using several signals and apply consistent thresholds. Needs enough relevant examples to train and validate; scores can be poorly calibrated or drift as behavior changes. Explanations and oversight take additional work. When a clear prediction is useful, the outcome can be measured, and there is sufficient appropriate data to test the model.
Individualized recommendation Selects a product, topic, or content item for a particular subscriber using their eligible history and, where appropriate, broader patterns. Can tailor the content itself rather than only choosing a segment or score band. Requires more data and integration, may increase privacy exposure and operational complexity, and can recommend unavailable or unsuitable items if inventory and rules are not handled. Catalogs or content libraries where recommendations have a clear purpose and can be checked against availability, eligibility, and suppression rules.

These approaches do not come with guaranteed incremental lift. Sample-size needs, latency, implementation cost, and operational effort depend on the data, audience, infrastructure, and decision being made. Start with the least complex method that can answer the campaign question; compare it with a more complex approach only in a controlled test.

Build a campaign workflow

  1. Write the measurement plan. Define the business outcome, primary metric, eligible audience, test period, baseline, holdout, and guardrails before sending.
  2. Inventory permitted data. List the fields and events you intend to use. For each one, record source, purpose, legal basis, retention, and whether it entails profiling or tracking.
  3. Create an explainable audience or score. Begin with features such as recency, frequency, monetary value, category affinity, lifecycle stage, stated interests, and permitted message engagement. Exclude data that is unnecessary, sensitive, or not valid for the intended purpose.
  4. Map audience decisions to the message. Specify which content, offer, cadence, and send-time variants each segment or score band can receive. Define fallback content for people who do not qualify for a variant.
  5. Apply suppression before selection and sending. Check opt-outs, complaints, invalid addresses, eligibility, and any relevant contact limits in the sending process. Suppression must take precedence over a score, recommendation, or campaign rule.
  6. Randomize the experiment. Assign comparable eligible people to the personalized experience and control. Where practical, test subject line, content, offer, and timing as distinct factors rather than changing everything at once; that makes results easier to interpret.
  7. Evaluate outcomes and guardrails. Compare incremental conversions or revenue against the control and examine unsubscribe, complaint, bounce, and deliverability rates. Do not treat opens alone as proof of relevance or success.
  8. Keep an audit record and monitor performance. Retain the data sources, audience definition, model version, message variant, experiment assignment, and results. Monitor calibration, drift, fairness, inventory changes, and suppression behavior; revise rules or retrain when conditions change.

How do you test whether personalization works?

Random assignment helps separate the effect of a personalized message from differences that already existed between subscribers. Keep the control comparable: if one group receives a discount and another does not, the experiment measures the combined effect of the offer and personalization, not personalization alone.

Use a primary metric that corresponds to the stated business outcome. For example, if the objective is retained revenue, define the attribution window and what counts as retained revenue before analyzing results. Report the population, test period, baseline, and metric definition with any claimed lift. Also review guardrails; a positive primary result does not erase a material rise in complaints or delivery problems.

Open tracking deserves special caution. Email privacy protections can affect open measurements, so opens are not a dependable standalone signal of human interest. In Italy, the Garante’s guidance dated 17 April 2026 says measuring individual reads or opens with tracking pixels to change subject lines, improve relevance, adapt frequency, stop sending, or infer interests for commercial profiles can require prior consent for that pixel processing.

United States: CAN-SPAM

The Federal Trade Commission says CAN-SPAM applies to commercial email, including business-to-business messages. Its guidance requires accurate header information, non-deceptive subject lines, a valid physical postal address, a clear opt-out mechanism, and prompt honoring of opt-outs. The FTC says requests must be honored within 10 business days. Its page states that each separate violation can carry a penalty of up to $53,088; that figure is from the FTC guidance identified as 2022, not a guarantee of the current penalty amount.

The FTC also says both the promoted company and the company sending the messages may be responsible when a vendor handles email. As the FTC puts it: “The law makes clear that even if you hire another company to handle your email marketing, you can’t contract away your legal responsibility to comply with the law.”

European Union and United Kingdom: profiling and electronic marketing

The European Commission describes profiling as evaluating personal aspects to make predictions about a person, even if no decision is taken. It explains that people have rights concerning decisions based solely on automated means when those decisions have legal or similarly significant effects. Do not assume every email recommendation meets that threshold; consider what the profiling does and its consequences, and provide appropriate transparency and human review where decisions are consequential.

In the United Kingdom, the ICO’s electronic-mail guidance covers direct-marketing obligations under PECR. The guidance was updated on 28 April 2026; its update notes a new charitable soft opt-in under the Data (Use and Access) Act 2025. Check the current ICO guidance for the circumstances that apply rather than treating this update as a general permission to email.

Canada: list provenance

Canada’s Office of the Privacy Commissioner warns that blindly harvesting or buying email lists creates legal and brand risk under Canada’s e-marketing framework. Confirm that your list and intended use satisfy the applicable requirements before importing addresses into a campaign platform.

Common failure modes to prevent

  • Optimizing for a proxy: A model may learn to predict opens or clicks rather than the business outcome. Define the outcome first and test incremental value against a holdout.
  • Sending because a score is high: A score does not override consent status, eligibility, opt-outs, or suppression rules. Enforce those checks in the sending workflow.
  • Overfitting a small audience: Complex segments or models can react to noise when data is limited. Prefer a simple rule or score bands until an experiment can distinguish real changes from random variation.
  • Using stale assumptions: Customer behavior and product inventory change. Monitor drift and recommendation availability, and update rules or models when their assumptions no longer hold.
  • Reporting an unqualified lift: A result without its audience, period, baseline, and metric definition cannot be responsibly generalized to another campaign or list.
  • Missing consequential effects: If profiling moves beyond choosing ordinary content and affects a person in a legally or similarly significant way, assess the relevant rights and include appropriate human review.
