What “modernizing workloads in Oracle Cloud” can involve
Modernization is not simply moving an application into a public cloud. It can involve changing how an application is deployed, integrated, secured, monitored, operated, or scaled. Oracle’s current overview describes OCI across public, multicloud, hybrid, and dedicated cloud models, alongside service areas such as compute, storage, networking, containers, databases, integration, security, observability, management, and cost governance.
Those are categories to evaluate, not a prescribed design. The right model depends on the workload’s technical and business constraints, including where its data must reside, how it connects to existing systems, what availability it needs, and who will operate it. Oracle’s OCI overview provides a starting point for reviewing its current cloud models and service areas.
How to assess a workload before choosing an architecture
Use the webinar’s broad themes as prompts for a workload assessment rather than treating the listing as a recommendation. Document the requirements first, then compare candidate designs against the same criteria.
- Define the workload and its dependencies. Record the application components, databases, integrations, users, data flows, and operational owners. Identify which components must remain connected to on-premises systems or other clouds.
- Set security and data-location requirements. Specify applicable controls, access boundaries, data-residency needs, and how sensitive information is protected. Confirm that the proposed deployment model can meet those requirements.
- Set reliability and recovery objectives. Establish the required availability, recovery time, and recovery point for the application and its data. Identify dependencies that could prevent recovery even if the primary service is available.
- Check performance and integration. Evaluate expected workload behavior, network paths, latency sensitivity, and compatibility with existing services. A deployment model that looks suitable in isolation may not fit the full application chain.
- Assign operational responsibility. Decide which teams own deployment, monitoring, incident response, reliability practices, automation, and ongoing changes. Identify skill gaps that engineering support or a Cloud Center of Excellence would need to address.
- Estimate total cost using your actual assumptions. Include expected resource usage, data movement, operational effort, and relevant licensing assumptions. Compare like-for-like designs; the webinar listing and Oracle overview do not provide a workload-specific cost comparison.
This process makes the central trade-offs explicit: workload fit, data location and security, availability and recovery, integration, operational skills, performance, and cost. Neither the listing nor Oracle’s general overview establishes a universally best choice among OCI deployment models.

These practices address different parts of operating and changing a cloud workload. The webinar listing names them as elements of HARC’s approach, but does not detail a particular implementation or quantify their impact.
- DevOps: Consider how development and operations teams coordinate releases, deployment processes, and feedback.
- SRE: Consider how service reliability is defined, monitored, and managed in day-to-day operations.
- DRE: Consider the reliability expectations for data systems and the practices needed to support them.
- Automation: Identify repeatable provisioning and operational tasks that can be made consistent and less manual.
- AIOps: Treat it as a capability named in the listing, not a guaranteed substitute for observability, operational ownership, or sound incident processes.
A Cloud Center of Excellence can provide a place to coordinate standards, expertise, and repeatable practices across teams. The listing presents HARC as helping organizations build one; it does not specify its staffing model, governance, or operating procedures. Those details need to be defined for the organization and its workloads.

Oracle’s live overview, accessed September 27, 2026, advertises a Free Tier with more than 20 Always Free services and a 30-day trial with US$300 in credits. It lists two Autonomous AI Database instances at 20 GB each, compute virtual machines, 200 GB of block storage, 10 GB of object storage, and 10 TB of monthly outbound transfer among the included items. These are Oracle offer descriptions, not performance measures, and terms or availability can change; check Oracle’s page for the current terms before relying on them.
