JLL’s year-end 2025 outlook, as summarized by Data Center Knowledge in February 2026, said Texas could overtake Northern Virginia as the world’s largest data-center market by 2030. The latest directly comparable market data reviewed here, CBRE’s first-half 2026 report, still places Northern Virginia first in operating inventory. Whether Texas catches up depends on energized power, transmission, permitting, financing and occupancy—not on announced projects or interconnection requests alone.
What “data center capital” means
The answer changes with the metric. Operating inventory is capacity already in service. Under-construction capacity is being built but may not yet have power or tenants. Planned projects and grid-connection requests are earlier-stage possibilities. These categories should not be combined, and megawatts (MW) and gigawatts (GW) must be kept comparable (1 GW equals 1,000 MW).

The reviewed material does not provide a fully comparable current Texas operating-inventory series, so it cannot establish a present-day Texas-versus-Northern Virginia inventory gap.
What the current market data says
Northern Virginia remains the installed leader
CBRE’s H1 2026 figures keep Northern Virginia at 4,496.5 MW of inventory. Its 2,420.2 MW under construction, 467.6 MW of net absorption and 0.2% vacancy indicate a market that is both deep and heavily occupied. CBRE executive Stu Dyer described power as “the deciding factor in Northern Virginia right now,” noting that available capacity had fallen to 10.8 MW while absorption reached 467.6 MW.

Texas has scale in the pipeline, but not a confirmed lead
JLL’s year-end 2025 analysis reportedly counted 6.5 GW under construction in Texas and a 35 GW North American construction pipeline, with 64% outside mature markets. Those numbers support a strong Texas growth case, but they are reported through Data Center Knowledge rather than a directly reviewed JLL table. The market boundary, capacity definition and forecast method therefore remain unclear, and the figures should not be treated as a like-for-like CBRE ranking.
Atlanta shows why one headline is insufficient
Atlanta—not Texas—had the largest construction total in CBRE’s H1 2026 comparison, at 2,882 MW. Across the primary North American markets, 7,481.1 MW was under construction, a record and a 24.8% increase in the half-year; 80.4% was already preleased. The leader can therefore differ depending on whether the question concerns operating stock, construction or future availability.
Why Texas could catch up by 2030
A large expansion pipeline
Texas is benefiting from a concentration of proposed and developing capacity outside traditional mature hubs. A pipeline can translate into a larger operating market if projects secure financing, permits, equipment, tenants and grid service on schedule. It can also be delayed or canceled at any of those stages.

Rapid expected electricity-demand growth
The U.S. Energy Information Administration’s July 2025 STEO-based forecast expected ERCOT electricity demand to grow 7% in 2025 and 14% in 2026, partly as large data centers and cryptocurrency-mining facilities came online. Those are forecast rates from an earlier outlook, not measured results for all of 2026, but they illustrate the scale of the expected load increase.

Texas can offer sites and new generation opportunities, yet a site is not a data center until power is delivered and the facility is commissioned. Transmission additions, interconnection studies, local approvals, water availability, cooling design and construction schedules determine how much of the headline pipeline becomes usable capacity.
Why Northern Virginia may remain ahead
Established connectivity and customer access
Virginia’s Joint Legislative Audit and Review Commission (JLARC) attributes Northern Virginia’s prominence to strong fiber networks, reliable and comparatively inexpensive energy, available land, proximity to major national customers and the state’s data-center tax incentive. Those advantages support rapid leasing and high utilization even as new sites become harder to add.

Proven demand and limited vacancy
CBRE’s 0.2% vacancy and record-leading absorption show that Northern Virginia has customers taking capacity now. Its under-construction total remains substantial, although CBRE says land and permitting constraints have slowed construction growth relative to the prior year.
Its own power constraint
JLARC forecasts that unconstrained Virginia power demand could double within ten years, with data centers the main driver. The report says even meeting half of that unconstrained demand would be difficult and would require major generation and transmission additions. Northern Virginia’s lead is therefore substantial but not unconstrained.
Power policy is the swing factor in Texas
On Aug. 3, 2026, Governor Greg Abbott directed the Public Utility Commission of Texas and ERCOT to audit data-center projects moving through interconnection. The governor’s release said the audit must address who pays for infrastructure, self-supply versus ERCOT reliance, projected electricity and water use, cooling, local impacts and ownership; projects that fail the requirements are to be denied grid connection.

The same release described approximately over 474 GW of ERCOT connection requests and said about 90% of new power requests were data centers. That is a queue figure using the state’s wording—not a forecast of delivered demand. Many requests will not become committed projects, and the audit could change which projects proceed.
Abbott said, “Any project that fails to comply with the requirements set forth by the PUCT and ERCOT, and by state law, must be denied connection to the Texas grid.” The policy makes grid burden, water, cooling and community effects central to the Texas growth story rather than secondary considerations.

- Use the same market boundary. Confirm whether a figure covers a specific metro area, a state or a broader regional market.
- Compare operating MW first. Count energized, commissioned capacity before construction, planned projects or requests.
- Track delivery dates. Check when generation, transmission and interconnection approvals will provide usable power.
- Separate committed from speculative capacity. A signed lease or financed build is stronger evidence than a land option or queue position.
- Check occupancy and demand. Capacity that is built but unleased does not demonstrate the same market strength as operating, occupied facilities.
- Account for permitting and local limits. Land, water, noise, tax policy and community approvals can move schedules in either state.
Economic and community trade-offs
Virginia JLARC estimated that data centers contribute about 74,000 jobs, $5.5 billion in labor income and $9.1 billion in annual GDP statewide, with most benefits arising from construction. Those figures describe Virginia’s statewide impact, not a Texas-versus-Virginia contest. They also underscore why construction can produce large short-term benefits even before a market’s full operating capacity is online.

For both states, the central trade-off is between economic growth and infrastructure cost. New facilities can bring investment and jobs while increasing demands on generation, transmission, water systems, roads and local budgets. A market that wins on announced gigawatts but cannot deliver reliable power on an acceptable schedule has not won the operating-capacity race.
Verdict
Texas could overtake Northern Virginia by 2030 under JLL’s reported forecast, but the evidence does not show that it has done so. Northern Virginia remained North America’s largest market by operating inventory in CBRE’s H1 2026 data, while Atlanta led construction. Texas’s reported 6.5 GW pipeline and enormous ERCOT request queue demonstrate potential, not delivered supply. The deciding comparison will be energized, occupied capacity that survives permitting, financing and grid review.
