No—Microsoft has not blocked all default-browser changes in Windows 10 or Windows 11. Microsoft’s current support instructions still let you choose a browser and assign it to supported file and link types in Settings > Apps > Default apps. If a link nevertheless opens in Edge, the cause is usually the link’s URI scheme, an app-specific setting, or Windows S mode—not a universal reset of your browser preference.
What Windows actually allows
On ordinary Windows 10 and Windows 11 installations, Microsoft documents a Settings workflow for changing defaults. You can select a browser and change the file and link types it handles, or search for an individual extension, protocol or link type and assign an app to it. The exact options shown depend on the browser and Windows version installed.
Microsoft’s URI documentation states: “Use the http: URI scheme to launch the default web browser.” In the documented model, normal http: and https: links therefore use the browser assigned as the Windows default.
Change the default browser in Windows 11 or Windows 10
- Open Settings.
- Go to Apps > Default apps.
- Under Set defaults for applications, search for and select the browser you want to use.
- Review the browser’s listed file and link types. Select each relevant type—especially
HTTPandHTTPS—and choose the browser. - Alternatively, search for
HTTP,HTTPSor another protocol directly in Default apps and assign an app.
Afterward, test with a normal web address beginning with https://. If that test still opens Edge, identify which application launched the link before assuming Windows changed the system default.

Why a link can open Edge even when another browser is default
The link uses the Edge-specific microsoft-edge: scheme
microsoft-edge: is an explicit Edge URI scheme. Microsoft documents that it launches Edge regardless of the general default-browser setting. A link using that scheme is not evidence that Windows has silently replaced your default; it is asking Windows to invoke Edge directly.
Outlook or Teams has its own browser preference
Outlook for Windows and the Teams desktop app can choose which browser opens links from those apps. Microsoft says this app-level choice affects links opened from the respective app and does not replace the Windows default.

In new Outlook, open Settings > General > Files and links, then select the browser for hyperlinks. Teams and other Outlook builds expose equivalent link-handling controls in their app settings; the label and location can vary by release.
You are testing an app-controlled link, not a normal web link
Windows Search, widgets, lock-screen content and other Microsoft experiences may use particular routing rules. Test with a plain http: or https: address from a general Windows context, then compare the result with the behavior inside Outlook or Teams. This separates a system default from an app or URI exception.

The important exceptions, compared
| Situation | Expected behavior | What it means |
|---|---|---|
Normal Windows 10/11, http: or https: |
Windows launches the assigned default browser | The documented default-app workflow applies |
microsoft-edge: URI |
Edge launches regardless of the general browser default | The URI explicitly targets Edge |
| Outlook or Teams link | The app may use its selected browser | App settings can override behavior for links opened there without changing Windows’ default |
| Windows 10/11 in S mode | Edge remains the default browser | S mode is a restricted configuration; selecting another browser requires leaving S mode |
Does Windows S mode force Edge?
Yes. Microsoft’s S mode FAQ says Edge is always the default browser in Windows 10 and Windows 11 S mode. You can switch out of S mode to select another default browser, but Microsoft says that switch is permanent—you cannot return to S mode afterward.
To check whether S mode is involved, open Settings > System > Activation and look for the Windows edition information. Do not leave S mode solely to fix an Outlook or Teams preference until you have checked that app’s own settings.

What changed in Microsoft’s 2025 DMA updates?
Microsoft’s Windows Insider Blog announced DMA-related changes on June 2, 2025, and updated the post on July 25, 2025. The announcement described retail Windows 10 and 11 changes that began rolling out, including specific European Economic Area (EEA) routing behavior: links from the Bing app in Windows Search were to open in the default browser, and certain Windows 11 Start Experiences content in the Widgets Board and Lock Screen was also to use the default browser. It also said Edge would stop prompting users to make it the default unless Edge was opened directly.
Those announcements do not establish that every Windows link in every region follows the same route. The EEA-specific scope matters, and app- or protocol-level exceptions still exist.

Microsoft’s non-confidential DMA compliance report describes removal of dialogs promoting Edge when users changed the default browser, along with Windows Settings and “Open With” choices. That is Microsoft’s description of its compliance work; removing a promotional dialog is not the same as preventing users from selecting another browser.

- Check the Windows default: In Settings > Apps > Default apps, verify the browser assignment for both
HTTPandHTTPS. - Inspect the link: A
microsoft-edge:link is designed to open Edge. - Identify the launching app: Repeat the test from a normal web link outside Outlook, Teams or another app with browser controls.
- Check Outlook or Teams: If only those apps use Edge, change their link setting rather than the Windows default.
- Check S mode: If the PC is in S mode, Edge is the enforced default unless you permanently switch out.
What Microsoft’s deployment guidance means
Microsoft Learn says a default-browser preference cannot be blocked programmatically for security reasons, while deployment policies can manage an initial or organizational preference. That distinction matters: an administrator or setup policy may establish a browser choice, but it is not evidence that ordinary Windows users are universally prevented from changing it.
