tlu.dl.delivery.mp.microsoft.com is normally part of Microsoft’s Delivery Optimization and Windows content-delivery infrastructure. Windows Update, Microsoft Store, language packs, drivers and other Microsoft content can contact it. The hostname is not automatically malware, and blocking it can break updates. The right fix depends on whether you are seeing failed downloads, excessive bandwidth use, a security alert or a managed-network block.

What tlu.dl.delivery.mp.microsoft.com means

Microsoft documents *.dl.delivery.mp.microsoft.com as a Windows Update endpoint family. Exact hostnames vary by Windows release and deployment, so the tlu subdomain is not a separate consumer application or Windows service. A DNS, firewall or bandwidth log showing the hostname does not identify the particular update being transferred.

Delivery Optimization can obtain content from Microsoft, devices on your local network or internet peers, depending on Windows settings, organization policy and network conditions. Microsoft says downloaded content is authenticated and checked before installation and that Delivery Optimization cannot transfer personal files. That makes ordinary traffic to this endpoint generally legitimate, but a hostname alone cannot authenticate every connection.

Identify the symptom before changing anything

What you observe Likely area First action

Reduce download and upload bandwidth

Check Delivery Optimization activity

  1. Open Settings.
  2. Choose Windows Update, then Advanced options.
  3. Select Delivery Optimization, then Activity monitor.

The monitor shows download sources, speeds and upload statistics for the current period. This distinguishes an update download from peer uploads that may otherwise look like unexplained Microsoft traffic.

Stop internet peer sharing

  1. Go to Settings → Windows Update → Advanced options → Delivery Optimization.
  2. Under Allow downloads from other devices, choose Devices on my local network.

This retains local-network optimization while preventing internet peers from receiving or supplying update pieces.

Disable all peer sharing

  1. Open Settings → Windows Update → Advanced options → Delivery Optimization.
  2. Turn Allow downloads from other devices off.

According to Microsoft, this does not disable Windows Update. Windows downloads directly from Microsoft instead. On Windows 10, the setting may appear under Settings → Update & Security → Delivery Optimization; menu names vary by release. A work-managed device may hide or lock the setting.

Use a metered connection when appropriate

Go to Settings → Network & internet → Wi‑Fi or Ethernet, select the connected network and enable Metered connection. Microsoft states that Delivery Optimization will not automatically download or send update portions to internet peers over a metered connection. Metering does not necessarily prevent every user-initiated download.

Clear the Delivery Optimization cache

  1. Search for and open Disk Cleanup.
  2. Select the system drive.
  3. Check Delivery Optimization Files.
  4. Select OK → Delete Files.

Microsoft says the cache normally clears automatically; Disk Cleanup is useful when cached pieces are stuck or corrupted. See Microsoft’s Delivery Optimization settings and cache guidance.

Repair a stuck or failed Windows Update download

1. Restart and run the troubleshooter

Restart Windows, open Settings → Windows Update, choose Check for updates and record any exact error code. On Windows 11, Microsoft recommends the automated Windows Update troubleshooter in the Get Help app. The traditional path is Settings → System → Troubleshoot → Other troubleshooters → Windows Update → Run. Windows 10 uses Settings → Update & Security → Troubleshoot, depending on release. Microsoft’s general instructions are in its Windows Update troubleshooting guide.

2. Check the required services

  1. Press Win + R, enter services.msc and press Enter.
  2. Locate Delivery Optimization. It must not be disabled; start or restart it when appropriate.
  3. Also check Windows Update, Background Intelligent Transfer Service and Cryptographic Services.

Do not force every service to start automatically on a managed computer. Startup types can be deliberately controlled by Group Policy or another management system.

3. Reset Windows Update’s local cache

Use an elevated Command Prompt. Close Windows Update and installers first, then run:

Restart Windows and check for updates. Renaming these folders makes Windows rebuild update data; it does not uninstall Windows or erase personal files, but cached downloads may have to start again. Microsoft documents this procedure in its Windows Update component-reset guidance.

4. Repair component corruption

From an elevated Command Prompt, run:

DISM /Online /Cleanup-Image /RestoreHealth
sfc /scannow

DISM repairs the component store and SFC checks protected system files. DISM commonly uses Windows Update as its repair source, so it can also fail when update connectivity or proxy access is broken. These commands do not replace network troubleshooting.

Fix firewall, DNS, proxy or corporate-network blocks

Allow the endpoint families required by your deployment

Microsoft’s documented Windows Update requirements include endpoint families such as:

  • *.dl.delivery.mp.microsoft.com
  • *.delivery.mp.microsoft.com
  • *.windowsupdate.com
  • *.update.microsoft.com
  • *.prod.do.dsp.mp.microsoft.com
  • tsfe.trafficshaping.dsp.mp.microsoft.com
  • emdl.ws.microsoft.com

Protocol requirements differ by endpoint; do not assume every entry uses HTTPS. Use Microsoft’s current endpoint table for the Windows version and architecture in question. A device using WSUS, Intune or Configuration Manager may be expected to use internal infrastructure rather than direct internet access; do not bypass that design.

Verify the WinHTTP proxy

Windows Update commonly uses WinHTTP, which can differ from the interactive user’s browser proxy. In an elevated Command Prompt, inspect it with:

netsh winhttp show proxy

If your administrator supplied a proxy host and port, they can configure it with:

netsh winhttp set proxy ProxyServerName:PortNumber
netsh winhttp import proxy source=ie

Do not enter a made-up proxy on a home computer. Proxies must support HTTP Range requests because Windows Update uses partial-range downloads. Microsoft associates failures handling those requests with 0x80d05001 DO_E_HTTP_BLOCKSIZE_MISMATCH.

Handle an antivirus or firewall alert safely

  1. Record the exact detection name, process and timestamp.
  2. Check the destination spelling exactly; a look-alike domain is not Microsoft’s domain.
  3. Review Windows Update and Delivery Optimization activity at the same time.
  4. Update antivirus definitions and run a full scan.
  5. Check the process path and certificate if the security product identifies a file.
  6. Do not disable antivirus or whitelist an entire domain solely because a search result calls it safe.

Legitimate Microsoft infrastructure can be contacted by a compromised process, and a security product can also misclassify update traffic. The domain alone cannot decide which explanation is correct.

Why blocking the hostname is usually the wrong fix

Blocking tlu.dl.delivery.mp.microsoft.com can cause failed Windows Updates, failed Microsoft Store downloads, repeated retries, slower transfers or intermittent errors because Windows uses multiple endpoint families. For bandwidth concerns, change Delivery Optimization sharing or metering. For enterprise filtering, implement Microsoft’s documented endpoint, proxy and policy requirements instead of blocking one observed hostname.

Advanced Delivery Optimization diagnostics

On supported Windows versions, PowerShell can show active transfers:

Get-DeliveryOptimizationStatus
Get-DeliveryOptimizationStatus -PeerInfo

-PeerInfo is supported starting with Windows 10 version 2004 and displays potential peers and transfer information. Microsoft’s Delivery Optimization troubleshooting documentation describes diagnostic scopes including -HealthCheck, -P2P, -MCC, -GenerateSupportBundle, -ReproduceIssue and -AsObjects. Use the invocation shown for the tool installed in your environment rather than copying a wrapper intended for another deployment.

When escalating, provide the Windows edition and version, exact update error, whether the device is managed, Activity monitor data, the PowerShell output, Windows Update logs, netsh winhttp show proxy output and firewall/DNS timestamps.

Windows 10 support date matters

Microsoft ended normal Windows 10 support on October 14, 2025. In September 2026, a missing update on Windows 10 may reflect edition, eligibility or a paid/enterprise support arrangement rather than a Delivery Optimization defect. Confirm the device’s support status before repeatedly resetting update components. See Microsoft’s Delivery Optimization and Windows support information.

The Bottom Line

Treat tlu.dl.delivery.mp.microsoft.com as a normal Microsoft update-delivery endpoint unless evidence points to a specific security problem. Diagnose the symptom, control peer sharing instead of blocking the domain, and involve IT when proxy, WSUS or policy settings are managed centrally.
