For the normal 24 V DC supply check, set the multimeter to DC volts, put the black lead in COM and the red lead in the voltage jack, connect black to the documented 0 V, V−, or DC common terminal, and touch red to +24 V. A functioning supply should read close to its nominal output, commonly about 24 V DC. The exact value depends on supply tolerance, adjustment, load, wiring, and operating conditions.

“Ground” is ambiguous. In a control circuit it may mean DC common; in a cabinet it may mean protective earth (PE) or chassis. A measurement from +24 V to PE answers a different question from a measurement across +24 V and 0 V.

What the measurement actually means

A multimeter displays the potential at the red probe minus the potential at the black probe:

Vmeasured = Vred − Vblack

Therefore, +24 V measured against 0 V should be positive and near 24 V. Reversing the probes normally produces approximately −24 V; the minus sign usually indicates reversed probe placement, not a failed supply.

  • +24 V to 0 V/common: the primary test of voltage available to a DC load.
  • 0 V/common to PE or chassis: checks whether the DC reference is bonded to earth or has an offset.
  • +24 V to PE: shows how the positive rail relates to earth.
  • Two supply conductors: measures usable voltage between them, whether or not either conductor is earth-referenced.

A correct +24-to-0 V result does not prove that protective earth is intact, that the supply can deliver rated current, or that the load receives the same voltage.

Identify the correct reference point

Use the wiring diagram, power-supply markings, and site procedure rather than assuming that a nearby metal surface is “ground.” Common reference choices include:

Do not add a temporary 0 V-to-PE jumper to force a preferred reading. An isolated system may require that isolation, and an unauthorized bond can create ground loops or interfere with ground-fault monitoring.

Safety checks before probing

  • Inspect the meter, leads, insulation, and probe tips for damage.
  • Confirm the instrument’s voltage and measurement-category ratings suit the entire environment. A 24 V circuit inside a mains cabinet can still be exposed to hazardous transients.
  • Put the black lead in COM and the red lead in the voltage terminal. Never leave the red lead in the A, mA, or µA jack for a voltage test.
  • Identify possible mains conductors, backfeeds, stored energy, batteries, and machinery movement.
  • Use lockout/tagout and de-energized inspection whenever the task permits. Live work should be performed only by qualified, authorized personnel.
  • Use insulated probes, keep fingers behind guards, and avoid allowing probe tips to bridge adjacent terminals.

Fluke recommends assessing the environment, using an appropriately rated meter, and verifying the instrument on a known live source before and after a live measurement: Fluke live-measurement safety guidance. OSHA discusses high-impedance voltage measurement and the distinction between voltage mode and series-connected current mode at OSHA’s measurement interpretation.

Step-by-step multimeter procedure

  1. Read the schematic or terminal labels and identify +24 V, 0 V/V−, and PE.
  2. Set the selector to V DC. On a manual-range meter, choose a range above 24 V, such as 40 V, 60 V, or 100 V as appropriate for that instrument.
  3. Insert the black lead into COM and the red lead into the voltage input.
  4. Where appropriate, verify the meter on a known energized source, measure the 24 V circuit, then retest the known source. The proving source must be suitable for the meter and the worker’s qualifications.
  5. Connect black to 0 V/common and red to +24 V. Touch the probes firmly without sliding across neighboring terminals.
  6. Read and record the value. If it is negative, confirm probe locations and polarity.
  7. For grounding diagnosis, repeat with black on PE/chassis and red first on 0 V, then on +24 V.

Never use resistance, continuity, or current mode on an energized circuit. Current mode places a low-impedance path in series; putting a meter configured for current across a supply can short the circuit, blow the meter fuse, damage equipment, or cause an arc.

How to interpret the reading

Measurement or symptom Likely meaning
+24 V to 0 V: approximately +24 V Voltage is present across the DC conductors at those test points.
0 V to +24 V: approximately −24 V The same potential difference with reversed probe polarity.
0 V to PE near 0 V Common is bonded or referenced close to earth, if the system is designed that way.
+24 V to PE near +24 V Usually indicates a negative-grounded supply whose 0 V is referenced to PE.
Correct +24-to-0 V but unexpected value to PE The supply may be floating, isolated, partially referenced, or have a missing or unintended bond.
Substantially below nominal under load Possible overload, inrush, wiring loss, high-resistance connection, protection action, or failing supply.
Near 0 V across +24 V and 0 V Supply off, open fuse, disabled output, open conductor or return, short/protection trip, or wrong test points.
Alternating or unstable DC reading Ripple, switching noise, intermittent wiring, a floating reference, or meter limitations.
A few volts on a disconnected wire Possible ghost voltage from capacitive coupling or leakage through filters, indicators, PLC outputs, or adjacent conductors.

“24 V” is nominal, not a promise of exactly 24.000 V. Use the power-supply specification for its tolerance and adjustment range.

Floating and earth-referenced supplies

A 24 V output may be negative-grounded, positive-grounded, floating/isolated, partially referenced through internal components, or unintentionally grounded by a fault or connected device. On a floating output, either terminal can show 0 V, an intermediate value, or an unstable value to PE while +24 V to 0 V remains correct.

Grounding requirements depend on the supply, installation, isolation design, and applicable rules. OSHA distinguishes grounded conductors from equipment grounding conductors in 29 CFR 1910.304 and provides electrical-safety guidance in its Subpart S eTool. Those requirements do not mean every 24 V control circuit should be bonded by the person taking a measurement.

Troubleshoot by symptom

Voltage is correct at the supply but not at the device

Measure +24 V-to-0 V at the supply and again at the load while it operates. The difference is voltage lost in conductors, terminals, connectors, protection devices, or the return path. Inspect loose or incorrectly landed wires and measure successive points along the circuit.

The reading is zero

  1. Check AC input to the power supply.
  2. Check enable, remote-inhibit, emergency-stop, and safety-relay contacts.
  3. Inspect input and output fuses or electronic protection indicators.
  4. Measure directly at the supply output terminals.
  5. Look for an open 0 V return, short circuit, overload, or current-limiting condition.
  6. Confirm meter function, lead sockets, and test-point identity.

Voltage collapses when the load operates

Possible causes include an undersized supply, excessive inrush, a shorted or overloaded device, undersized or long wiring, a high-resistance terminal, or a failing supply. Compare supply-end and load-end voltage during operation; do not rely on an unloaded voltage reading.

A small voltage appears on a disconnected conductor

A high-impedance DMM can detect a weak capacitive or leakage path. OSHA describes typical voltage-measurement input impedances as about 1 MΩ or greater. A suitable low-impedance tester or approved burdened measurement method may make ghost voltage disappear, but identify the source before calling it harmless.

The display is negative

Red is on the lower-potential point, the supply polarity may be reversed, or the assumed test point may be wrong. Compare both probe orientations with the schematic. Do not reverse wiring merely because the display shows a minus sign.

Continuity is not a substitute for voltage testing

Voltage testing asks whether a potential difference exists while the circuit is operating. Resistance or continuity testing asks whether a low-resistance path exists with the circuit de-energized and isolated.

  1. Turn off and isolate every possible source.
  2. Discharge stored energy.
  3. Verify de-energization with an appropriate method.
  4. Disconnect sensitive components if the meter’s test voltage or current could damage them.
  5. Perform the resistance test only then.

A continuity beep does not prove that a conductor can carry operating current. A loaded voltage-drop test can reveal a loose terminal or corroded connection that passes a low-current beep test.

Special cases

Automotive and battery systems

Some 24 V vehicle or battery systems use chassis as negative; isolated battery systems do not. Measure positive-to-negative using the documented battery reference before testing either terminal to chassis.

PLC inputs and outputs

A signal can measure 24 V to one common and still fail to switch because the input common is isolated, the sourcing/sinking arrangement is wrong, the field return is open, a safety interlock is open, or software inhibits the point. Check both the field device and the PLC terminal.

4–20 mA loops

A 24 V loop-powered instrument is not a simple two-wire voltage test. Current must be measured in series with a suitable process meter or loop calibrator. Never place an ordinary multimeter in current mode across the loop supply. A process meter such as the Fluke 787B combines DMM functions with 0–20 mA/4–20 mA measurement, sourcing, and simulation; Fluke identifies the related 789 as the model with built-in 24 V loop power.

Ripple and intermittent faults

A DMM may average switching ripple or miss brief dropouts. An oscilloscope can show ripple and transients, but a mains-earthed scope ground clip can short a floating circuit. Use a differential probe or another method approved for the circuit and instrument.

What a normal 24 V reading does not prove

  • That the supply can deliver its rated current.
  • That the load-end return is correctly connected.
  • That PE or chassis bonding is intact.
  • That wiring drop is acceptable under load.
  • That a PLC input, sensor, relay, or safety circuit functions.
  • That the voltage is clean, stable, or free of intermittent faults.

Fluke’s probe and arc-safety guidance and OSHA’s electrical-work safeguards at 29 CFR 1910.269 provide additional context for work on energized equipment.

When to stop and get qualified help

Stop measuring and involve a qualified electrician or controls professional when the source is unknown, a cabinet contains exposed mains, a high-energy battery or capacitor bank is involved, a hazardous location or intrinsically safe system is present, protection trips repeatedly, backfeed is possible, or the grounding design is uncertain. Nominally low voltage does not remove short-circuit, burn, stored-energy, machinery-motion, or mixed-voltage hazards.

Choosing equipment for the job

  • Occasional bench or hobby checks: a properly rated basic DMM with sound leads.
  • Industrial maintenance: a CAT-rated field-service DMM suited to the panel environment.
  • Electrician workflow: a DMM paired with a proving unit for before-and-after verification.
  • Instrumentation: a process meter for 4–20 mA measurement and loop work.
  • Intermittent faults: a logging or wireless voltage instrument, or an appropriately isolated oscilloscope setup.

For example, the Fluke 115 is specified for AC/DC voltage to 600 V (product specifications), while the Fluke 177 is specified to 1,000 V and listed CAT III 1000 V/CAT IV 600 V (product specifications). These are product-specific ratings, not a claim that every meter with a similar appearance is suitable.
