Short answer: Cloudflare does not rely on a single “Selenium detected” switch. Its bot defenses combine request and header heuristics, JavaScript Detections (JSD), session behavior, and (on eligible plans) machine-learning models that use browser signals. Headless Selenium can therefore produce different evidence from an interactive Chrome session, but a challenge is not proof that headless mode alone caused it.
The reliable way to investigate is a controlled comparison on a zone you own: keep the page, Chrome version, network, account, and timing as similar as possible; compare an interactive browser with Selenium-controlled Chrome; and record the challenge, JSD result, bot score, and applicable WAF configuration. Cloudflare does not publish a deterministic Selenium-only rule or threshold.
What Cloudflare is actually evaluating
Cloudflare describes several detection engines rather than one automation test. Broad heuristics inspect request characteristics. JavaScript Detections inject a lightweight, invisible script that identifies headless browsers and other malicious fingerprints. Business and Enterprise Bot Management can additionally apply machine learning to request, header, session, and browser features. Which engines and fields are available depends on the zone’s plan and configuration. See Cloudflare’s Bot detection engines documentation.
Cloudflare’s own wording is deliberately broader than “Selenium equals bot”: “The JavaScript Detections (JSD) engine identifies headless browsers and other malicious fingerprints.” Browser rendering characteristics, extensions, proxy behavior, IP reputation, cookies, and request timing can all affect the result. Cloudflare’s engineering discussion also describes client-side signals whose output can vary with hardware and software (engineering blog).

Headless is one variable, not a verdict
A Selenium session may differ from a visible session in navigator properties, rendering output, timing, input patterns, available APIs, or the way a profile is created. Those differences are signals among many. Cloudflare’s official bot-protection material also recognizes that legitimate tools such as Selenium have potential automation and testing uses (Evasion best practices PDF). This supports testing on your own property, not bypassing protection on someone else’s site.
Scores and JSD results are separate observations
When Bot Management evaluates a request, Cloudflare documents bot scores from 1 through 99. A score of 0 means the request was not evaluated; it does not mean “safe” or “human.” A missing or empty User-Agent can itself produce a score of 1, so inspect basic request and proxy configuration before blaming Selenium. Details are in Cloudflare’s bot-score documentation.
JSD pass/fail and the final bot score can diverge. A JSD pass does not prevent another heuristic from assigning a low score. Conversely, a JSD failure does not automatically block a request: enforcement requires a WAF custom rule that uses the JSD field. Cloudflare cautions that legitimate clients may have no JSD result, so a rule must account for missing values (JavaScript Detections documentation).
Design a fair Selenium-versus-Chrome test
Use a staging hostname or other zone that you administer. Do not probe a third-party site to discover its thresholds. The following procedure is a controlled diagnostic design based on Cloudflare’s documented observables; it is not a claim that a particular Selenium build will always be detected.

- Confirm the boundary and plan. Identify the zone, the Bot Management or Super Bot Fight Mode features enabled, whether JSD is enabled, and which security-event fields your plan exposes. Feature availability varies by plan.
- Prepare one stable target. Use a simple HTML page on the same hostname for every run. Keep its content, URL, account state, Chrome major version, operating system, network path, and test time consistent. Avoid changing several variables at once.
- Capture an interactive baseline. Open the page in ordinary, visible Chrome. Record the HTTP result, whether an interstitial challenge appears, cookies set, and the bot/JSD fields visible in Cloudflare Security Events or logs. A first navigation is not a settled JSD result: the browser generally must first receive HTML and execute the injected script.
- Run Selenium against the same page. Use the same Chrome version and network where practical. Make the same later browser-facing request, then collect the same fields. Record headless mode, command-line options, profile state, and timestamps with the run.
- Repeat sessions. Run multiple fresh and repeated sessions. Cloudflare’s
__cf_bmcookie helps smooth bot scores using request patterns, so one first request can be a poor representative of a session. - Compare like with like. Separate first HTML navigation from subsequent requests, same-network from changed-IP runs, JSD outcome from final score, and observed challenge behavior from WAF policy. A challenge is an outcome, not proof of a Selenium-only cause.
Minimal Selenium test harness
The example below tests a zone you control and records browser-visible outcomes. It does not attempt to defeat a challenge. Install Selenium with pip install selenium; Selenium Manager can obtain a compatible driver for current Chrome installations.

Do not infer a JSD pass from the page source alone; use the field Cloudflare exposes in your account.
What to record in each run

How to interpret common outcomes
Interactive succeeds, headless is challenged
This indicates a difference worth investigating, not a universal Selenium signature. Compare Chrome versions, profile state, extensions, rendering environment, User-Agent, network path, and request timing. Check whether a WAF rule acts on JSD or another bot field.
Both sessions are challenged
The cause may be a zone-wide rule, IP or reputation signal, authentication state, missing headers, or an origin/page problem. Verify the same URL in visible Chrome, inspect the event fields, and test a simple page before changing browser settings.

Neither session is challenged
That is a valid result. It may mean the relevant engine did not evaluate the request, the page does not trigger the configured policy, or the plan does not expose the feature you expected. Do not turn it into a claim that Cloudflare cannot detect automation.
JSD fails but traffic continues
That is expected when no WAF custom rule enforces the result. Cloudflare recommends a managed challenge for enforcement and warns that rules should account for legitimate clients without a JSD result. Avoid applying a blanket rule to first-page requests, native mobile/API traffic, or WebSocket endpoints, where a JSD result may not exist.
Confounders and troubleshooting
“The score is 1, so Selenium was detected.”
First check whether the User-Agent is missing or empty, whether a proxy or extension rewrote it, and whether the request was evaluated. Cloudflare documents missing User-Agent as a possible reason for score 1.
“The first request has no JSD field.”
Navigate to a normal HTML page, allow its script to run, then inspect a subsequent browser request. Cloudflare says the first request generally has no JSD data because the browser must receive and execute the injected script first.

“Results change between identical runs.”
Compare cookies, session age, IP, account login, timing, and Chrome profile. Repeat fresh and warm sessions separately; do not average unlike requests.
“A challenge never completes in automation.”
Record it as an observed challenge outcome. Do not automate attempts to evade it. Verify that your test zone’s policy permits your test traffic, and use Cloudflare’s event details to identify the rule and engine involved.
“I am testing Cloudflare Browser Run.”
Browser Run is a separate Cloudflare service, not Selenium. Cloudflare says it sends identifying headers and method-specific bot-detection IDs, and recommends a WAF skip rule when scanning a zone you own so your own protection does not interfere (Automatic request headers). Do not generalize that configuration into a Selenium bypass.

Limits of what this test can prove
You can establish that two controlled sessions produced different Cloudflare outcomes under recorded conditions. You cannot infer a proprietary threshold, prove that every headless Chrome session is detected, or attribute a result to Selenium while network, profile, headers, plan, and WAF settings differ. Cloudflare changes product behavior and plan features over time, so record the documentation and account configuration used for each investigation.

Does Cloudflare always detect headless Chrome?
No. Cloudflare documents multiple signals and does not publish a deterministic Selenium-only rule. Headless Chrome can be one contributing signal among request, session, browser, and policy factors.
