If one website will not scroll, first find out whether the fault follows the website or stays with your browser. Open the same URL in another browser or a private window. If it scrolls there, clear that site’s data and disable extensions in the original browser. If it fails everywhere, the page likely has a layout, JavaScript, overlay, or mobile-viewport problem. Site owners can confirm the cause by inspecting the real scroll container and comparing its scrollHeight with clientHeight.
Start with a two-minute diagnosis
- Reload normally. Use the browser’s reload command, then try the wheel, scrollbar, keyboard arrows, Page Down, and (on a phone) a touch swipe.
- Open a private or incognito window. Visit the same URL without changing anything else. Extensions and some stored site settings are usually disabled or isolated there.
- Try another browser. Test the URL in current Chrome, Firefox, and Safari when available. Mozilla recommends this comparison because it shows whether the problem is specific to Firefox or follows the site.
- Record what moves. Is the whole document stuck, or does an inner panel such as a chat, table, menu, or modal scroll? Note whether the failure occurs with a mouse, keyboard, touch, or scrollbar.
A page that works in another browser points to extensions, cached site data, blocked scripts, privacy settings, zoom, or a browser preference. A page that fails at the same URL in several browsers points toward the site’s CSS, JavaScript, an overlay, or a browser-compatibility defect.
Fixes for visitors: work from least disruptive to most specific
Reload and retry without extensions
A normal reload can recover a script that did not finish loading. If the private-window test works, return to the regular window and turn off extensions one at a time. Begin with ad blockers, privacy and script blockers, reader modes, custom themes, and tools that modify page appearance. Reload after each change so you can identify the extension rather than disabling everything permanently.
Clear cookies and site data for only the affected site
Corrupt or stale site data can leave a web app in a broken state. Use the browser’s site-information or privacy controls to remove cookies, cached files, and local storage for that domain, then reload. This is narrower and more reversible than clearing all browsing data, but it may sign you out and discard saved preferences for that site. Keep your password or recovery method available before doing it.

Check JavaScript, content blocking, and page appearance
Many modern interfaces need JavaScript to create or release a scroll container. Confirm that JavaScript is allowed for the domain. Temporarily relax strict tracking or content-blocking protection for the site if you trust it, then reload. Also reset unusual zoom, a minimum-font-size setting, forced page styles, high-contrast overrides, or a reader mode. A style override can make a wrapper taller than the viewport while hiding the only scrollbar.
Test a clean browser profile or another device
If the page still fails, use a fresh browser profile or a different computer or phone. Compare the browser name and version, operating system, viewport size, URL, and the control you used to scroll. A failure limited to one device usually indicates local settings or an extension; a failure that follows the URL indicates the site or its compatibility with that browser.
What website owners should inspect in developer tools
Find the element that owns scrolling
Open developer tools, choose the element that should move, and inspect it and every ancestor up to html. Look for constrained height, max-height, width, block-size, or inline-size combined with overflow. A rule on a wrapper can make the body appear frozen while a nested panel owns the scroll—or can clip content entirely.

});scrollHeight > clientHeight means content extends beyond the visible box. If the values are equal, that element has no vertical overflow; inspect its children or another ancestor. If the content is taller but the wheel does nothing, investigate an overlay, pointer interception, or the possibility that a different ancestor owns scrolling.
Remove accidental clipping
Temporarily uncheck overflow:hidden and overflow:clip on html, body, app shells, modal wrappers, and panels. A fixed viewport-height wrapper such as height:100vh can trap a long page when it also hides overflow. Test with a normal height or with scrolling deliberately assigned to the wrapper.
Give an intentional nested panel a usable height
For a dashboard or modal that is supposed to scroll internally, the scroll container needs a constrained but usable height and vertical overflow:

}Do not add overflow-y:auto to every ancestor. Multiple nested scrollbars make keyboard and touch navigation confusing. Choose one owner for each region and let other ancestors remain visible.
Check fixed, sticky, and overlay elements
A full-screen modal backdrop, transparent loading layer, cookie notice, chat widget, or element with a high z-index can intercept wheel and touch events. Hide suspicious overlays in the Elements panel and retry. Inspect position:fixed, position:sticky, and their stacking contexts; a fixed header may cover the scrollbar or the first part of the content even though scrolling itself works.
Sticky positioning interacts with overflow on its ancestors. Test the same layout in current Chrome, Firefox, and Safari, especially when one browser appears to scroll and another does not. Fixed-position support is broad in current major browsers, but older versions and mobile implementations can differ.
Verify scripts and event handlers
Look for console errors, failed JavaScript bundles, and handlers that call preventDefault() on wheel or touch events. A carousel, drag surface, or map can intentionally consume gestures. Disable the component temporarily. If keyboard scrolling fails but dragging the scrollbar works, an event handler or focus trap is a stronger suspect than CSS overflow.
Mobile-specific checks
Repeat the test at more than one viewport width and in another mobile browser. A layout that works on a wide desktop can trap content when a mobile browser’s address bar changes the visual viewport. Compare portrait and landscape, then rotate back and reload. Check whether the body or an inner panel should scroll, and whether a software keyboard is open; keyboard resizing can expose a fixed-height wrapper that was not visible before.
On touch devices, test a swipe in the page margin as well as directly over the suspected panel. If only the panel swipes, it is the scroll owner. If neither moves, inspect overlays and touch-action or JavaScript gesture handlers. Capture the browser name and version, operating system, URL, viewport, and reproduction steps before filing a bug.

Performance, reliability, and accessibility considerations
Every additional scroll container increases layout and interaction complexity. Prefer document scrolling for ordinary articles. Use an inner scroller only when the design requires a fixed header, modal, or independently moving panel. Keep the focus order inside a modal, provide a visible focus style, and ensure keyboard users can reach content that touch users can swipe to. Avoid trapping focus in an element that cannot scroll.
When changing CSS, test a long page with images and dynamic content, not just a short placeholder. Lazy-loaded content can increase scrollHeight after the first render. Recheck after images, fonts, and asynchronous data arrive. Test current Chrome, Firefox, and Safari at desktop and mobile widths, because single-axis overflow and sticky positioning can interact differently across engines.

When to report the problem
Contact the site owner when the failure follows the URL across browsers and devices, or when a visible overlay blocks all input. Include the URL, browser and version, operating system, viewport size, whether the body or an inner panel should scroll, the input method, console errors, and a short screen recording. Those details distinguish a CSS overflow defect from a browser-specific setting and shorten the path to a fix.
