A robots meta tag on a WordPress attachment page affects that HTML page, not the PDF file.
Choose the right control for the PDF
The key distinction is between a PDF file and its WordPress attachment page. The file is a non-HTML resource, so its indexing directive belongs in its HTTP response. Google documents the X-Robots-Tag header for this purpose: Google’s noindex guidance and robots meta and X-Robots-Tag specifications.

WordPress core’s wp_robots filter controls directives in the HTML robots meta tag, according to the WordPress Developer Resources documentation and the wp_robots() reference. Changing that output can affect a WordPress-rendered page; it is not proof that a request for an uploaded PDF receives a noindex header.

Use your host or web server configuration
Google’s X-Robots-Tag documentation includes Apache and NGINX examples that match PDF requests and return X-Robots-Tag: noindex, nofollow. Treat these as configuration patterns, not drop-in settings for every WordPress installation: server modules, hosting controls, deployment layouts, and caches differ.

Scope the rule to the intended file or files. A site-wide PDF rule could exclude PDFs that you want searchable. If the goal is only to remove a PDF from results, noindex is the relevant directive; Google’s examples also include nofollow, which changes how links in the resource are treated.
Use a plugin only after confirming its behavior
A plugin may be convenient if it adds the header to non-HTML responses. The WordPress.org listing for noindex SEO describes an HTTP-header method that supports non-HTML content, including PDFs. That listing is a possible lead, not a guarantee for every setup or current plugin version. Verify both that the plugin is maintained and that the specific PDF URL returns the header. A setting that only noindexes an attachment page is not sufficient.

Keep the PDF crawlable
Do not block the PDF in robots.txt as your sole indexing control. A robots.txt Disallow prevents crawling; it does not reliably prevent indexing. If Google cannot fetch the file, it cannot see its X-Robots-Tag, and a URL discovered elsewhere may still appear in Search without a descriptive snippet. Google explains this distinction in its robots.txt guide and noindex guidance.
As Google puts it: “To properly prevent your URL from appearing in Google Search results, password-protect the files on your server, use the noindex meta tag or response header, or remove the page entirely.” See the robots.txt introduction and guide.

- Open the direct file URL. Check the URL ending in
.pdf, not just its attachment page. - Inspect the HTTP response. Confirm that the response for that file includes
X-Robots-Tag: noindex(it may also includenofollow). - Check crawl access. Make sure a robots.txt rule does not prevent Googlebot from fetching the PDF.
- Check Google’s reports when needed. Use URL Inspection and the Page Indexing report in Search Console to diagnose the URL.
If Google already lists the PDF, it must revisit the URL to process the noindex instruction. Google provides no fixed removal deadline; a result may remain until recrawling occurs. See its guidance on noindex and recrawling.
Noindex does not make a PDF private
A noindexed PDF can still be opened by anyone who has its public URL or follows a link to it. Google’s guidance on controlling the content you share on Search distinguishes search exclusion from access restriction. If a file contains confidential material, password-protect it or remove it; do not rely on noindex to secure it.

WordPress SEO settings and attachment pages
WordPress and SEO plugins may offer controls for attachment pages, but those pages and the files they link to are separate URLs with separate responses. A robots directive in the attachment page’s HTML does not put a header on the PDF. For this task, judge the setup by the response returned for the direct PDF URL.
