To make a PDF navigation bookmark open a website, select the bookmark in Acrobat’s Bookmarks panel, open Properties, choose Actions, add the web-page action, enter the URL, and save. Then save the PDF and test the bookmark.
This is different from putting a clickable link on the visible page. A bookmark is an item in the navigation pane; a page hyperlink is a rectangle drawn over text, a button, or an image. Adobe defines a bookmark as “a link with representative text in the Bookmarks panel in the navigation pane.” Adobe’s bookmark documentation describes both bookmark destinations and actions.
Choose the right kind of link first

If your requirement is “select this entry in the navigation panel to open a site,” follow the bookmark workflow below. If the URL must be visible and clickable in the document itself, use the page-link workflow instead.
Before you begin
- Use the desktop Acrobat editing interface documented by Adobe. Menu labels can differ by release, operating system, or language; the current Adobe action guide was updated June 10, 2026.
- Have the final URL ready, including
https://. Check spelling, capitalization where relevant, and any required path. - Make sure the PDF is allowed to be edited. Adobe notes that document security can prevent adding bookmarks.
- Keep an original copy of the PDF so you can recover if you need to undo an action or change the destination later.
How to add a URL action to a PDF bookmark

Open the PDF and show Bookmarks
Open the file in Acrobat. Display the Bookmarks panel from the navigation pane. If the panel is hidden, use Acrobat’s navigation-pane controls to show it.

Select or create the bookmark
Click the bookmark that should open the website. If it does not exist, navigate to the desired location or select the text/area you want represented, then use the Bookmarks panel’s Options menu to create a new bookmark and name it. Adobe’s bookmark guide documents this creation flow.
A bookmark can have an internal destination and an action. For an external URL, the action is what matters. Do not confuse changing a bookmark’s destination with adding a web action.

Open bookmark Properties
With the bookmark selected, open its context menu and choose Properties. In the dialog, select the Actions tab. Adobe’s action instructions use the path bookmark Properties > Actions.

Add the web-page action
In Select Action, choose the action that opens a web page, then select Add. Acrobat opens the configuration dialog for that action. The exact action label and URL-field wording may vary between releases and locales, so follow the label shown in your installation rather than looking for a specific field name.

Enter and confirm the URL
Enter the complete destination URL, confirm the action’s settings, and confirm the bookmark Properties dialog. The action should now appear in the bookmark’s action list.

Save and test
Save the PDF under the intended filename. Select the bookmark in the Bookmarks panel and verify that it opens the correct page in the expected browser or Acrobat handoff. Test a copy first when the PDF is distributed to many people.
Adding a clickable URL to the page instead
Use this method when the reader should click visible content in the PDF, not a navigation-panel entry. Adobe’s separate link guide documents the current workflow:
- Open the PDF in Acrobat and choose the Link tool’s option to Add or edit a link.
- Drag a rectangle over the text, button, image, or other page region that should be clickable.
- In the link settings, choose Open a web page.
- Enter the URL, confirm the settings, save the PDF, and click the region to test it.
This page hyperlink and a bookmark action can coexist. For example, a document can have a “Project website” bookmark in the navigation pane and a logo on page one that opens the same site.

Bookmark actions, destinations, and ordering
External URL versus an internal page destination
An internal destination moves to a location in the same PDF. Adobe describes changing one by navigating to the desired location and choosing Set Bookmark Destination. A URL action instead sends the user to a web page. Decide which behavior you want before editing; setting an internal destination does not create an external link.
One action or several
Acrobat permits more than one action on a bookmark. Adobe’s action guide says you can add additional actions and change their order with Up and Down controls. For a simple website link, use one web action. Multiple actions can make behavior harder to predict, especially if one action changes the document before another runs.
Nested bookmarks
A parent bookmark may contain child bookmarks. Apply the URL action to the exact item the reader is expected to select. If only a child should open the site, do not attach the action to the parent merely because it is easier to find.
URL and distribution checks
- Use a stable address: Prefer the canonical HTTPS URL rather than a temporary session link.
- Check redirects: Open the URL in a normal browser and confirm it reaches the intended page without an expired token or login requirement.
- Preserve required parameters: If the destination depends on query parameters, copy the entire URL and test it after saving.
- Consider the audience: A private or intranet URL may work for you but fail for recipients outside your network.
- Retest after editing: Replacing pages or applying security settings can change what Acrobat permits or how the document behaves.
Troubleshooting
The bookmark cannot be created or edited
Check the PDF’s security settings and permission flags. Adobe explicitly notes that bookmarks can be added only when document security permits it. If the file is certified, signed, rights-managed, or otherwise locked, obtain an editable source or ask the document owner for an allowed copy.

There is no Actions tab
Confirm that you selected a bookmark in the Bookmarks panel and opened that bookmark’s Properties, rather than viewing document properties or a page-link dialog. Adobe’s documented flow is the bookmark Properties dialog followed by Actions. Interface availability is not established for every Acrobat plan, platform, or localized release, so check the installed desktop version’s help if the tab remains absent.
The web-page option is missing
Reopen the action selector while the bookmark is selected. If the file is in a restricted viewing mode, switch to Acrobat’s editing interface. A protected document or a different selected object can expose a different set of actions.
The bookmark still jumps inside the PDF
Open the bookmark’s Properties and inspect the Actions list. Remove or reorder an internal destination action if it is taking precedence, then leave the web action as the intended behavior. Use the Up and Down controls to set the order when multiple actions are present.
The URL opens the wrong page
Copy the URL from a browser address bar again, including its path and required parameters. Save the PDF, close it, reopen it, and test the bookmark from the reopened file. This distinguishes a typing error from an unsaved edit.

The link works for the author but not recipients
Verify that recipients can access the destination without your corporate network, VPN, cookies, or account session. If the URL is intentionally private, provide an access procedure rather than treating the bookmark as universally reachable.

- Save the edited PDF and retain the original.
- Close and reopen the saved copy.
- Expand the Bookmarks panel and activate the bookmark.
- Confirm the browser opens the intended HTTPS address.
- Test the same file on the distribution environment when practical, especially if recipients use a different Acrobat release or operating system.

Can a PDF bookmark open a URL and still have a PDF destination?
Yes. Acrobat allows multiple actions, but ordering controls which behavior occurs first. For predictable navigation, use one clearly defined action unless you specifically need a sequence.
Will the bookmark URL work in every PDF viewer?
Viewer support and security policies vary. Test the saved PDF in the viewer and environment your recipients actually use; the Acrobat workflow does not guarantee identical behavior in every third-party reader.
Can I change the website later?
Yes. Reopen the bookmark’s Properties, edit or replace the web-page action, confirm the dialogs, save the PDF, and test the reopened file.
