Your scraper connects to one proxy endpoint; the gateway chooses an IP from its pool, forwards the request to the website and returns the response. Rotation can spread requests across addresses, but it does not guarantee access, make collection lawful, or hide other signals a site may use to assess traffic.
How does IP rotation work?
A rotating proxy usually gives the client a gateway address rather than requiring it to select a different proxy server for every request. The client authenticates to that gateway, sends a request for a target page, and the gateway selects an exit IP from the provider’s pool. It then forwards the request and passes the response back to the client.
The rotation policy determines when the gateway changes the exit address. A per-request policy selects an address for each request; a sticky-session policy keeps an address for a configured period. BuyProxy describes these as rotating and sticky sessions, respectively, and Proxy Rotator describes a gateway selecting a fresh address for each request.
“Rotating IP” therefore describes the address visible to the destination, not necessarily a change to the address or connection your scraper uses to reach its proxy gateway. The provider controls the pool, selection policy and session behavior; available controls differ by provider.
When does rotation help, and what does it not solve?
Rotation distributes requests so that one exit address does not carry an entire crawl. Where a site limits or blocks traffic based partly on request concentration from an address, spreading requests may reduce that concentration. It is not a guarantee that the site will accept a request.
A destination can consider more than IP reputation: request patterns, cookies, authentication state, browser or device fingerprints, and challenge systems can also matter. Changing an IP does not change the purpose of a request or override a site’s terms, access controls, or legal obligations. If a site blocks access or presents a challenge, rotation is not permission to evade that control.
- Rotation may help with: distributing independent requests across a pool when the target permits collection and address concentration is a concern.
- Rotation does not guarantee: access, anonymity, successful page rendering, or immunity from rate limits and bot checks.
- Rotation may hurt: a workflow that expects the same client identity across multiple steps, such as a permitted login or pagination flow.
Rotating versus sticky proxies

Choose based on the task’s state, not on a desire to rotate as often as possible. For independent pages, per-request rotation may be suitable. For a multi-step session, changing identity mid-flow can invalidate state or make the workflow unreliable. Residential, datacenter, mobile, and ISP proxies
The network source affects speed, cost, geographic selection, and how a destination may classify the connection. The categories are not interchangeable, and provider implementation and quality vary.

Compare providers on source reputation, speed, cost, geographic targeting, rotation interval, session persistence and protocol support. Also ask how the provider obtains and verifies consent for addresses in its pool. A label such as “residential” alone does not establish that an address was obtained with the device owner’s informed consent.

How to choose a rotation setup for a permitted scrape
- Define the task and permission. Identify the pages and data needed, confirm a lawful business purpose, and review the site’s terms, applicable robots directives, privacy rules, copyright obligations and rate limits. A proxy provider’s ability to route traffic does not grant permission to collect data.
- Classify the workflow as stateless or stateful. Independent catalog pages or public availability checks may be stateless. Login, account, checkout or other multi-step navigation is stateful and may need one sticky session, if the site permits the activity.
- Start with the least expensive network type the target accepts. Datacenter rotation is often appropriate for permissive, low-risk work. Move to residential or mobile only where documented target requirements and a lawful purpose justify the extra expense and provenance review.
- Set rotation to match the workflow. Use per-request rotation for independent requests. Use a sticky session for a permitted flow that relies on continuity. Check how long a sticky session lasts and what ends it in the provider’s documentation.
- Keep the collection rate within the site’s rules. Rotation does not replace sensible request pacing. Stop or reduce activity when the site signals that access is restricted rather than trying to defeat its controls.
- Record outcomes and costs. Track successful responses, errors, timeouts and provider charges separately. This helps distinguish a network issue from a target-side failure and prevents retries from silently multiplying traffic.
A basic Python request through a proxy gateway
The example below sends one ordinary HTTP request through a gateway URL supplied by your proxy provider. It does not automate login, defeat a challenge, or select residential, mobile, or datacenter addresses; those behaviors are provider-controlled. Install the Python requests package, set PROXY_URL to the endpoint and authentication format documented by your provider, and set TARGET_URL to a page you are authorized to request.

The code uses the proxy URL for both HTTP and HTTPS destinations; a provider may document a different scheme or configuration. Do not put credentials directly in source code or logs. A single request demonstrates routing, not rotation: the gateway’s session policy determines whether a later request uses a different address. For repeated collection, add only the pacing, retry limits and data handling your permission allows, and verify behavior against your provider’s documentation.

Legal, privacy, and residential proxy safety
Whether scraping is lawful depends on the facts, jurisdiction, data, access method and applicable agreements; an IP rotation feature does not settle that question. Respect site terms and access controls, applicable robots directives, copyright and privacy rules, and any rate limits or explicit restrictions. When uncertain about a collection’s legal basis, seek qualified advice before proceeding.
Residential proxy provenance deserves particular care. In a March 12, 2026 public service announcement, the FBI said, “A residential proxy is an intermediary server between individuals and websites they visit to make their connections appear to originate elsewhere.” The advisory warns that malware or deceptive bandwidth-sharing apps can enroll a person’s device into a residential proxy network. It also identifies criminal uses including phishing, identity theft, spam, fake-account creation, data exfiltration, brute-force attacks and illicit-marketplace activity. Avoid unknown proxy software and bandwidth-sharing apps, and favor providers that explain consent and address provenance.

- The request times out. A slow proxy hop, provider outage, or slow target can cause a timeout. Check the provider’s endpoint and status information, use a bounded timeout, and avoid an unlimited retry loop.
- The target returns a block or challenge. Rotation does not guarantee acceptance; the site may consider signals beyond the IP. Respect the restriction rather than using rotation to evade it.
- A login or multi-step flow loses state. The exit address may have changed, or the session may have expired. Where the activity is permitted, use a sticky session for the flow and follow the provider’s session-duration guidance.
- Authentication to the gateway fails. Check the access credentials, endpoint and required authentication format in the provider’s instructions. Avoid sharing credential-bearing URLs in logs or support posts.
- Costs or traffic rise unexpectedly. Retries and per-request rotation can multiply requests. Set explicit retry limits, log response outcomes and verify provider billing terms before increasing concurrency.
- A residential proxy’s provenance is unclear. Ask the provider how addresses enter the pool and how consent is obtained. If it cannot give a clear answer, do not assume the traffic is ethically sourced.
Cost, performance, and reliability tradeoffs
Datacenter networks are generally the lower-cost, faster starting point, but may be easier for a target to classify as data center traffic. Residential and mobile addresses can offer stronger consumer-network signals, at higher cost and with additional consent and provenance concerns. These are broad category-level tradeoffs, not guarantees about a particular provider or target.
Rotation can improve distribution but adds a gateway and provider pool to the request path. A request can still fail because of the proxy, target, network, timeout, authentication or page behavior. A larger pool or faster rotation is not automatically better: for a multi-step flow it can undermine continuity, and for independent requests it cannot make blocked or unauthorized collection acceptable. Provider pool sizes, prices and performance vary; no universal figures establish the cost or success rate for a given scrape.
