Use the built-in Free Shipping method for a zero-cost offer, require a minimum order or valid coupon when needed, or reduce a zone’s Flat Rate cost for a partial discount. If an offer is missing at checkout, check the customer’s matched zone, method requirements, and shipping-class rules first.
Choose the right shipping discount

How shipping zones determine the offer
A shipping zone defines the geographic regions where its methods are available. A customer matches only one zone: WooCommerce uses the first matching zone in the ordered list. Put a specific region above a broader region when their discounts differ. For example, place a city or country-specific zone above a general “Rest of the world” zone.
WooCommerce explains zone creation, ordering, and methods in Setting Up Shipping Zones. Before configuring the discount, confirm that the store’s shipping location and customer destination settings reflect where you actually ship.

Set up free shipping for all qualifying orders
- In the WordPress dashboard, open WooCommerce > Settings > Shipping > Shipping zones.
- Create a zone or select the existing zone for the target geography.
- Choose Add shipping method, select Free Shipping, and save.
- Edit the Free Shipping method and choose the requirement that matches the promotion: no requirement, a minimum order amount, a valid coupon, a destination condition, or a supported combination.
- Save the method, then test checkout with an address inside the zone and an order that meets the selected requirement.
WooCommerce documents the Free Shipping eligibility choices in Consider Shipping Before You Start. A coupon-triggered offer works by selecting the valid-coupon requirement on this core method; create and distribute the coupon through your normal WooCommerce coupon workflow.
Offer a reduced, nonzero shipping charge
- Open WooCommerce > Settings > Shipping > Shipping zones and edit the zone where the discount should apply.
- Add or edit the zone’s Flat Rate method.
- Set the shipping cost to the discounted amount and save.
- If the reduced charge should apply only to certain destinations, use a separate zone rather than changing a rate shared by other regions.
Flat Rate is a fixed shipping cost configured on the method. Its overview and setup are covered in WooCommerce’s shipping guidance and shipping-zone guide.

Use shipping classes when products need different costs
Shipping classes group products so a method such as Flat Rate can apply different costs or calculations to those groups. A class is not a shipping rate by itself: you must assign products to the class and configure the class costs in the relevant method. Review Product Shipping Classes for the class setup and limitations.
- Assign each product to the intended class in its product shipping settings.
- Open the applicable Flat Rate method and verify the costs for those classes.
- Check the method’s calculation behavior when a cart contains products from multiple classes.
Control what customers see at checkout
When Free Shipping is available, WooCommerce can either show it alongside paid methods or hide the other rates. To make the checkout display only the free option when it qualifies, use the setting described in Hide Other Shipping Methods When Free Shipping Is Available. Leave other methods visible when customers should be able to choose a paid service instead.

Troubleshoot a missing or incorrect discount
Free Shipping is not listed
- Enter an address that belongs to the intended zone and confirm that the zone is enabled.
- Check that the Free Shipping method is active in that zone.
- Verify the minimum amount, coupon validity, destination, and any combined requirements.
- Review product shipping classes and their method costs for rules that may exclude or alter the cart.
The wrong geographic offer appears
Reorder the zones so the most specific matching zone comes before the broader one. WooCommerce stops at the first matching zone, so a broad zone listed first can mask the intended local discount.
The shipping-class amount is unexpected
Confirm that every product has the intended class and that the selected Flat Rate method has the correct class costs and calculation setting. Classes organize products; they do not independently calculate shipping.

Free and paid rates both appear
Review whether the hide-other-methods setting is enabled. If it is disabled, showing both options is expected when Free Shipping qualifies.
You expected live carrier rates or labels
Core methods do not provide carrier-specific live rates or label printing. WooCommerce directs stores needing those functions to additional shipping extensions; compare categories in Premium Shipping Method Comparison.
For a conditional free-shipping discount supplied by an extension, consult the extension’s own documentation, such as WooCommerce’s Smart Discounts and Coupons guide. Do not assume its controls are part of WooCommerce core.

- Test an address in every zone affected by the promotion.
- For a threshold, test carts just below and above the minimum.
- For a coupon, test an invalid, expired, and valid code.
- Test carts combining products from each shipping class you use.
- Confirm the checkout display matches your choice about hiding paid rates.
- Repeat the test after changing zone order or shipping-method settings.
