Direct answer: build the dataset as a documented experiment, not a folder of images. Define exactly what one example represents, fix browser and device conditions, save provenance beside every capture, filter rendering failures, and split related pages by domain to prevent train/test leakage. You can render pages yourself with browser automation, reuse an archive such as Common Crawl when its semantics fit, or use a managed screenshot service when operating browsers is not practical.

1. Define what your dataset represents

Write a one-page collection specification before opening a browser. It should answer what you will sample, when and where you will capture it, and what you will exclude.

Choose the unit of an example

  • URL: one address, usually with one canonical rendering.
  • Page: a resolved document after redirects, with the final URL retained.
  • Device render: the same page captured at a specified viewport and user-agent profile. This creates multiple examples per URL.
  • Interaction state: a page after a defined click, scroll, form entry, or modal transition. Record the exact action sequence.

Do not mix these units silently. A model evaluated on phone renders should not be trained mostly on desktop images, and an interaction-state dataset needs state identifiers rather than only the starting URL.

Specify the sample and time window

List target domains, URL discovery method, collection dates (including time zone), geography, language assumptions, and exclusions such as login-only pages, adult content, or pages containing personal data. Decide whether query strings, redirects, duplicate URLs, and error pages are retained. Keep a stable sample ID that does not change when a file is moved.

Decide between an archive and a fresh crawl

Common Crawl can be preferable when historical coverage matters and its capture semantics match your question. Its data is freely accessible in AWS us-east-1 and can be processed there or downloaded over HTTP(S). The access guide currently lists snapshots including CC-MAIN-2026-39; consult Get Started for the current index and downloader instructions. Its FAQ describes the corpus as a sample of the web, not a complete archive of individual sites, and documents adaptive backoff, robots.txt crawl-delay and blocking, and index rate limits (Common Crawl FAQ).

Use fresh browser rendering when you need a known viewport, current JavaScript state, lazy-loaded content, or controlled interactions. An archive record may be absent, stale, or captured with different rendering behavior.

2. Freeze rendering conditions

Record these fields in a machine-readable manifest and keep them constant unless variation is the subject of the study:

  • Browser name, exact version, automation library version, and operating-system image.
  • Device profile, viewport width and height, device pixel ratio, user agent, color scheme, timezone, locale, and geolocation.
  • Viewport versus full-page capture, image format (PNG, JPEG, or WebP), quality setting, and any resizing.
  • Navigation timeout, post-load delay, network-idle rule, scroll behavior, and lazy-image strategy.
  • Clicks, keyboard input, consent handling, hidden selectors, blocked resources, custom headers, cookies, and authorization settings.

A viewport image has fixed dimensions; a full-page image has variable height. The WebUI study used both forms across six simulated devices—four desktop resolutions, one tablet, and one phone—and paired images with accessibility-tree and layout/computed-style data. Its methods explicitly distinguish “a viewport screenshot, with fixed image dimensions” from “a full-page screenshot, with variable height” (WebUI paper).

Capture useful companion labels

Alongside each image, save the final URL, redirect chain, capture timestamp, all rendering settings, HTTP and browser outcome, file checksum, and a screenshot status such as success, timeout, blank, blocked, or filtered. If the task needs semantics or geometry, also store HTML, an accessibility tree, element boxes, or computed styles where collection is permitted. Minimize sensitive fields that are not needed for the research.

3. Implement a repeatable browser collector

Self-hosted automation gives you the strongest control over browser versions and data retention. The following Playwright-style pseudocode shows the control flow; adapt it to your chosen language and pinned library version.

  1. Read a URL list and assign each URL a stable sample ID.
  2. Launch a pinned browser build with a fixed context: viewport, device scale factor, locale, timezone, and user agent.
  3. Navigate with a bounded timeout, record redirects and response status, and classify authentication or bot challenges without attempting to bypass them.
  4. Apply only documented interactions: accept a consent dialog where appropriate, click a specified control, scroll to load lazy content, then wait for a selector, network idle, or a fixed delay.
  5. Capture viewport and/or full page using the same format and dimensions for every sample.
  6. Write the image, manifest row, checksum, and outcome atomically so a crashed worker cannot create an apparently valid orphan.

Use a queue with bounded concurrency. Retry transient network failures with exponential backoff, but cap attempts and preserve each attempt’s error. Separate navigation, rendering, and storage metrics so a slow object store is not misdiagnosed as a page failure.

4. Filter failures without hiding them

Keep rejected records and their reasons in a quarantine manifest. Typical checks include:

  • Blank or nearly uniform images caused by failed navigation or a blocked script.
  • Bot checks, CAPTCHAs, login walls, and interstitials that are not the intended page.
  • Timeouts, broken redirects, HTTP errors, and browser crashes.
  • Lazy-loaded regions that remain empty because the page was not scrolled or waited for.
  • Consent banners, newsletter popups, chat widgets, or other overlays that obscure the target content.
  • Duplicate captures caused by canonicalization errors or repeated jobs.
  • Tiny, occluded, or invisible elements when your labels depend on visible components.

Define thresholds before inspecting results (for example, a blankness rule based on pixel variance), then sample borderline cases manually. Never delete the provenance of an exclusion: the ability to audit filtering is part of dataset quality.

5. Split data to prevent leakage

Randomly splitting URLs lets pages from one site appear in both training and test sets; shared templates, logos, and CSS can then inflate scores. Group by registrable domain, organization, or another meaningful cluster before assigning splits. The WebUI paper used domain grouping and a 70% training, 10% validation, and 20% test allocation. That ratio is an example, not a universal standard: choose proportions appropriate to your task and report them.

For a site-generalization benchmark, place every page from a domain in one split. For a within-site task, document that deliberate choice and use a second, domain-held-out evaluation if you need a realistic estimate of cross-site performance. Freeze split files by sample ID and publish the grouping rule.

6. Crawl politely and review rights

Use conservative request rates, identify your collector, back off on errors, and honor robots.txt and other access controls. Do not bypass authentication, CAPTCHAs, paywalls, or technical restrictions. Google’s crawler guidance says standard crawlers honor robots.txt, slow down when sites return errors, and do not enter login-required pages by default; those are Google’s practices, not a complete legal rule for independent research (Google crawling guidance).

Before collecting or publishing images, review site terms, copyright, privacy, and the law in every relevant jurisdiction. Common Crawl’s terms include intellectual-property protections and a notice process, but do not grant a blanket license to redistribute every screenshot. A permission statement on one site is not a general rule: for example, the W3C explains when screenshots of its own site may be used and warns against implying sponsorship (W3C intellectual rights). Obtain legal review for public redistribution or sensitive collections, and redact personal information where feasible.

7. Plan scale, storage, and reproducibility

Estimate storage from image bytes multiplied by examples, device variants, and retained retries, then add manifests, accessibility data, and backups. Store immutable run manifests and checksums; version URL lists and split files. A deterministic browser container or virtual machine reduces drift, but websites themselves change, so a capture date is never optional.

The WebUI authors reported 400K web UIs collected over three months at an approximate $500 crawl cost in their 2023 study. Those figures describe that study’s infrastructure and period, not a current budget forecast. There is no cross-project benchmark that can predict your present capture cost. Measure a pilot using your pages, wait policy, geography, and storage design before committing to a full run.

8. Choose capture infrastructure

Compare self-hosted browsers and managed services on browser/version reproducibility, throughput, failure handling, device and geographic coverage, data retention, cost, and contractual terms. A managed API is an implementation option, not a requirement; it can remove browser maintenance while reducing control over the underlying runtime. An archive such as Common Crawl changes the trade-off again by offering historical records rather than fresh, controlled renders.

Troubleshooting checklist

Images are blank or half rendered

Check the final URL and response status, increase a bounded wait, wait for a meaningful selector, and scroll to trigger lazy loading. Keep the failed attempt marked rather than silently replacing it.

Every request receives a bot challenge

Stop retries, reduce concurrency, identify the collector, and review site controls. Do not attempt to defeat the challenge; exclude the page or obtain permission.

Train and test scores look implausibly high

Inspect domain overlap, canonical redirects, shared subdomains, and near-duplicate images. Rebuild splits by domain or organization and publish the grouping rule.

Reruns do not match earlier images

Compare browser and OS versions, device scale, fonts, timezone, locale, network responses, and capture date. Pin the runtime and retain the original manifest; a changed website can legitimately produce a different image.

Storage costs or jobs grow unexpectedly

Measure bytes per successful image and retry rate in a pilot, deduplicate by checksum, use a chosen image format and quality, and separate cache hits from billable captures. Never discard manifests merely to reduce storage.
