First check where the image is missing: Safari, the Photos app, or a Messages conversation. A website-loading problem usually calls for a network or Safari check; a missing Photos library item may involve iCloud sync or storage; and media missing from Messages after an update or transfer may still be indexing. Those symptoms have different fixes, so start with the section that matches what you see.
Why are pictures not loading on my iPhone? Start by identifying where they are missing
Try to view the same image in the place it should normally appear, then note whether the issue affects one item or many. If the image is on a website, follow the Safari steps below. If it should be in your library, check Photos and its sync status. If it was sent in a conversation, check Messages. A photo visible in Messages is not automatically saved in iCloud Photos; the two locations have different storage and sync behavior (Apple Support: access iCloud Photos).
- Only one website or a few sites: Check the site, network, VPN, and Safari settings.
- Many items missing or not updating in Photos: Check the Apple Account, library selection, sync status, and storage.
- Messages media missing after an iOS update or iPhone transfer: Allow for indexing before trying a targeted sync step.
Also compare Wi-Fi with cellular data, if available. If the problem changes when you switch networks, investigate the connection rather than treating it as a Photos-library problem.
Why are pictures not loading in Safari?
If a webpage is blank, incomplete, or missing its images, work through these checks in order. Apple recommends testing another network, reviewing VPN settings, restarting the iPhone, clearing Safari data, and checking JavaScript (Apple Support: Safari webpage won’t load).

1. Test another connection and check VPN
Open the same page using a different Wi-Fi network or cellular data. If it works on one connection but not another, the original network may be filtering or failing to load the site’s content. If you use a VPN, temporarily disconnect it and reload the page. Some apps or websites may block content when a VPN is active. Restore your usual VPN setting after the test if you need it for privacy or work.
2. Restart the iPhone
Restart the device, reconnect to the network, and reload the page. This is a useful basic check when a temporary connection or browser problem is affecting more than one site.
3. Clear Safari history and website data
Go to Settings > Apps > Safari > Clear History and Website Data, then confirm the action if prompted. Clearing this data can affect browsing data, so do not treat it as consequence-free. Reopen Safari and test the page again.

4. Confirm JavaScript is enabled
Go to Settings > Apps > Safari > Advanced and check that JavaScript is on. Some sites rely on JavaScript to display page content, including images.

If other sites work but one particular website does not, check whether iCloud Private Relay is on and test whether the page loads with it off. If the same site still fails after the network and Safari checks, Apple recommends contacting the website developer. A site-specific outage or configuration problem is not necessarily an iPhone fault.
Why are my iPhone photos not showing up in Photos?
Start with the library’s own status message rather than switching sync off and on. Open Photos and look for the library status or account indicator; follow any specific pause reason shown there. Check that the iPhone uses the Apple Account where the photos are expected, and if you use iCloud Shared Photo Library, confirm that you are viewing the intended Personal or Shared library. Apple advises against turning off iCloud Photos as a first troubleshooting step because doing so restarts syncing (Apple Support: if iCloud Photos aren’t syncing).

Address the pause reason shown in Photos
Photos syncing can pause to conserve data or power, or because of device or network conditions. Apple lists Low Data Mode, Low Power Mode, battery below 20 percent, heat, battery optimization, system performance optimization, a poor network, and full iCloud storage among possible causes. If Photos says syncing is paused, address the named condition and give syncing time to resume. Some status screens offer Sync Now; use it when it appears and suits your situation.
For a library that is still syncing, connect the iPhone to power and Wi-Fi and leave it time to work. A large library or slow connection can take longer; Apple says leaving it connected overnight may help. Avoid repeatedly changing sync settings while waiting.

Check device storage and iCloud storage separately
These are different limits. Check local capacity at Settings > General > iPhone Storage; check cloud capacity at Settings > [your name] > iCloud. A full iPhone can limit local space, while a full iCloud account can pause syncing. Apple explains the distinction between device and iCloud storage at Apple Support: device and iCloud storage.

With Optimize iPhone Storage, full-resolution originals can remain in iCloud while smaller, space-saving versions are kept on the iPhone when needed. Apple’s photo-storage guidance explains this option and how storage affects photos and videos (Apple Support: manage photo and video storage). If iCloud is full, first review what is using that storage and manage content you no longer need; consider a larger plan only if you still need more space. Don’t assume a paid upgrade is necessary unless the storage check or Photos status points to a capacity problem.

If links or media disappeared after an iOS update or transfer, Messages may still be indexing. Apple says the items reappear when indexing finishes; depending on background tasks and how much Messages data is saved, that can take up to a few days. For a transfer, Wi-Fi is required. Indexing can finish more quickly when the iPhone is locked and connected to Wi-Fi or Ethernet (Apple Support: search and use Messages attachments).
Give the process time before changing sync settings, especially if the phone was recently updated or transferred. If media remains missing after some time and you previously used iCloud to back up data, Apple documents a targeted step to restart Messages indexing: go to Settings > [your name] > iCloud > Messages, turn off Use on this iPhone, then turn it on again. Use this only for the persistent missing-media situation described here, not as a general fix for images missing from Safari or Photos.

Common mistakes and when to get help
- Turning off iCloud Photos immediately: Apple advises against this as a first sync fix. Read the Photos status and act on its specific pause reason instead.
- Buying more iCloud storage without checking: Confirm that iCloud storage is actually full before considering a plan change; local iPhone storage is a separate limit.
- Treating Messages as the Photos library: A conversation attachment does not automatically appear as an item in iCloud Photos.
- Resetting settings for a website-only failure: If just one site is affected, test another network and check VPN or Private Relay before making broader changes. Contact the site developer if Apple’s Safari checks do not resolve it.
For a continuing device-wide Photos or Messages problem, contact Apple Support. For a persistent failure confined to one website, contact that website’s developer, as Apple advises for Safari issues.
