To get a URL for a PDF, upload the file to a service such as Google Drive, Dropbox, or OneDrive, set the access and permission level, and copy the service’s sharing link. A PDF saved only on your computer does not have a public URL. Before sending the link, test it as the recipient will use it: a restricted link may require sign-in or an access request, while an “anyone with the link” setting makes the file broadly accessible.
What a PDF URL actually is
A PDF link is an address hosted by a cloud-storage service or your website. The storage service keeps the file online and maps a share URL to it. Saving a PDF locally, attaching it to an email, or copying it to a USB drive does not create a web address.
Most provider links open a preview page first. That is a share link, not necessarily a direct-download URL that immediately returns the PDF file. If a form, app, or API specifically requires a direct file response, confirm that requirement before choosing a provider; the ordinary sharing instructions for these services do not establish one universal direct-download format.
Choose access before copying the link
- Restricted or named people: best for confidential documents. Recipients may need to sign in or request access.
- Anyone with the link: convenient for public distribution, but anyone who obtains the URL may be able to open it. Work and school administrators can disable this option.
- Viewer or view-only: lets people read the PDF without granting edit access to the stored file. It does not guarantee that they cannot save, print, photograph, or otherwise copy what they can see.
- Editor: usually unnecessary for a finished PDF and risky when you only want readers to view it.
Provider labels, defaults, expiration controls, password options, and download restrictions vary by account, plan, and organization. Changing permissions, deleting the file, an expiration date, or a company policy can later break a link that worked today.

Google Drive: create a PDF link
- Open Google Drive and select the PDF.
- Click Share.
- Under General access, choose the audience. Select Anyone with the link when broad access is intended and your account permits it.
- Set the role to Viewer unless recipients genuinely need to edit the stored item.
- Click Copy link, then paste the URL into your email, web page, chat, or form.
With the “anyone with the link” setting, Google states that people can use the file without signing in to a Google Account. An administrator can still restrict external sharing, and the file owner’s name and email may be visible when a file is shared. Do not make a sensitive PDF public merely to avoid an access request.
If Google Drive will not offer “Anyone with the link”
You may be using a work or school account whose administrator blocks public links, or the file may be in a shared drive with stricter rules. Ask the administrator for an approved sharing method or add specific recipient accounts instead. Copying the link without changing the audience will not bypass that policy.
Dropbox: create a view-only PDF link
- Locate the PDF in Dropbox and click Share.
- Choose Copy link. If you need to change access, open Manage.
- Select Link for viewing when recipients should read the PDF without editing the original.
- Copy the link again if Dropbox prompts you, then paste it wherever you need it.
Dropbox documents that people without Dropbox accounts can open and preview a file through a shared link. Team settings, account policies, and link settings can still change that behavior. Eligible paid plans may add password protection, expiration dates, or download disabling. Disabling downloads is not copy protection: someone who can view the content may still save it by other means.
OneDrive: check the default permission
- Find the PDF in OneDrive and choose Share. You can also generate a link from the OneDrive desktop folder.
- Open the link settings and inspect the audience and whether the recipient can edit.
- Choose a read-only option when available, then select Copy.
- Paste the copied URL into your destination and test it.
Microsoft notes that links generated through its desktop app are set to Edit by default. Always inspect that setting before distributing a PDF that should be read only. Organization policies may limit external sharing, and optional expiry or other controls depend on the account.

Test the link before you send it
- Open a private/incognito browser window, or use a browser profile that is not signed in to the owner’s account.
- Paste the URL and verify that the PDF opens, previews, or downloads as intended.
- Check the permission level: confirm that the recipient is not asked to edit when viewing is all you intended.
- If the recipient is a named person, test with that account or ask them to confirm access.
- Check the exact destination. Some applications accept only a file URL, while a cloud preview page may not meet that requirement.
If you later move, rename, delete, or unshare the file, test the old URL again. A share link’s continued operation depends on the file and its settings remaining available.
Share link versus direct download
A normal Drive, Dropbox, or OneDrive URL commonly opens a provider page with a preview, sign-in controls, and download buttons. A direct-download URL instead returns the PDF itself to the requesting software. Do not assume that changing a query string or editing a provider URL will produce a stable direct download; the official sharing guidance for these services does not establish a common conversion method.
If a website, application, or submission form rejects a preview link, ask its owner whether it accepts cloud share pages, requires an openly reachable PDF, or expects an upload. You may need to host the file on your own website or use the destination’s upload feature rather than altering a provider link.
Common problems and fixes
The recipient sees “Request access”
The file is restricted, the recipient is signed into a different account, or an organization policy blocks them. Change the audience deliberately, add the correct account, or have an administrator approve external sharing.

The link opens for you but not for others
Owners often have implicit access. Retest in a private window while signed out. If it fails there, correct the audience or permission setting.
The recipient can edit the file
Reopen the share settings and change the role to Viewer, View only, or the equivalent. OneDrive desktop-generated links may default to Edit, so inspect them explicitly.
The PDF was exposed more broadly than intended
Return to Share, switch from anyone-with-link to restricted access, remove unwanted people, and review any expiration or password controls your plan provides. If the document contained sensitive information, consider replacing it and notifying recipients.
A link stopped working
Check whether the file was deleted, moved, replaced, expired, or made private. Team or school administrators may also have changed policy. Restore the file or create a new link after correcting the setting.

The provider asks the recipient to sign in
That is expected for many restricted links. Use named sharing for controlled access, or choose an anyone-with-link option only after confirming that broad access is acceptable and allowed by policy.
Make the link reliable for long-lived documents
- Keep the source PDF in an account that your team will continue to control.
- Use a descriptive filename and retain a local backup.
- Record who should have access and whether the link is view-only.
- Review expiry dates, passwords, download controls, and administrator policies before publishing a link permanently.
- Re-test the URL after changing the file, ownership, or sharing settings.
For a public reference, an “anyone with the link” setting is convenient but broad. For contracts, personal records, unpublished work, or internal reports, named recipients and restricted access are safer.
