What counts as an Adobe PDF Services API limit?
Adobe measures usage in Document Transactions. A transaction is tied to an endpoint request and its digital output; it is not a simple synonym for one uploaded file or one page. The same source PDF can consume different amounts depending on the operation. A workflow that extracts content, converts it, and then applies accessibility tagging can consume transactions for each operation.
Adobe’s current Licensing and Usage Limits page states that files submitted above the listed limits fail and return an error. Treat the figures below as processing constraints, not soft recommendations.

How Document Transactions are calculated
Most document operations
For many operations, Adobe generally counts one transaction per document up to 50 pages. The exact operation definition controls, so do not assume that every endpoint follows this pattern.
Extract and PDF to Markdown
These operations consume one transaction for up to five pages. For example, a 23-page extraction is counted in groups of up to five pages, subject to Adobe’s endpoint accounting. A multi-step pipeline must add the transactions for each operation rather than counting only the original upload.
Accessibility Auto-Tag
Auto-Tag consumes ten transactions per page. A 20-page file therefore has a very different quota impact from a 20-page file sent through a typical one-transaction-per-document operation.
Electronic Seal
Electronic Seal consumes ten transactions per PDF.
Planning example
Suppose a monthly job extracts a 40-page PDF, converts the result to Markdown, and then applies Auto-Tag to a 20-page accessibility version. Estimate each endpoint independently using its documented multiplier, then add the totals. Do not treat the workflow as three files or three transactions. Adobe’s limits page is the authority for the endpoint-specific formula.

Free Tier: how many transactions do you get?
The Free Tier includes 500 Document Transactions per month. Adobe’s example says the allowance resets on the first day of the following month. Because different operations consume different numbers of transactions, 500 transactions might cover many ordinary document conversions but far fewer accessibility or high-volume extraction jobs.
Track usage by endpoint and input size. A practical ledger records the operation, source page count, scanned/non-scanned status, transaction multiplier, and date. Reserve headroom for retries: a failed request caused by an over-limit input is not a capacity strategy, and a workflow that retries transient errors should avoid sending the same work at the RPM ceiling.
Rate limits and burst planning
Free Tier: 25 RPM
Free Tier applications should stay at or below 25 requests per minute. A batch of 100 files cannot be sent as a single burst without pacing; use a queue, token-bucket limiter, or equivalent scheduler.
Enterprise: 100 RPM
The current limits page lists 100 RPM for Enterprise. Older Adobe pages may show a generic 25 RPM figure; use the current plan-specific table rather than mixing historical values.

Adobe invites ETLA customers to discuss higher request rates or file-size limits. That language is an opportunity to negotiate, not a guaranteed ceiling. Your written agreement is the source of truth for any non-public capacity.
File-size, page-count, and content constraints
100 MB is only one gate
The 100 MB document limit does not guarantee acceptance. Page limits, operation-specific rules, request rate, and content complexity are evaluated separately. A compressed 20 MB scan can still exceed the scanned-page limit, while a smaller but table-heavy document may hit a lower practical limit.
Scanned PDFs
Adobe’s Extract documentation limits scanned PDFs to 150 pages and non-scanned PDFs to 400 pages. It recommends splitting large or complex files. Extraction quality depends on scan clarity: skew, shadows, obscured or overlapping fonts, and resolution below 200 DPI can reduce the quality of returned content.
Layout and source-PDF factors
Page dimensions, hidden objects, language, annotations, document permissions, unsupported XFA or fillable-form elements, and other source characteristics can affect extraction. Adobe cautions that documents containing many tables may have lower page limits than the headline maximum.

Designing a workload that stays inside the limits
- Identify every endpoint. List extraction, conversion, tagging, sealing, export, or other operations in the pipeline.
- Calculate transactions per operation. Apply the endpoint’s multiplier to page count or document count; include every operation in the total.
- Classify inputs. Record file size, scanned status, page count, table density, and whether JSON payloads approach 10 MB.
- Split before submission. Divide oversized or complex PDFs into logical batches while preserving page references and metadata.
- Throttle requests. Keep Free Tier traffic under 25 RPM or Enterprise traffic under 100 RPM, with retry backoff and queueing.
- Monitor and alert. Alert before the 500-transaction Free Tier ceiling and log Adobe error responses so a failed batch can be corrected rather than blindly retried.
- Confirm region and contract terms. Use the US default or Ireland where appropriate, and verify any Enterprise or ETLA-specific limits in writing.
