wkhtmltopdf output can differ between Windows machines because the rendered PDF depends on more than the HTML: the exact executable and options, Windows DPI settings, available fonts, and the account running the process can all matter. Start by comparing those conditions with the same local test page before changing settings. There is no single DPI, zoom, or shrinking value established as a fix for every mismatch.
What can make the same page render differently?
wkhtmltopdf renders HTML through its bundled Qt/WebKit stack, while Windows supplies parts of the graphics and font environment. Differences in either layer can change the PDF even when the input page appears identical.
Windows DPI and display scaling
In project issue #1782, a wkhtmltopdf maintainer explained that the platform graphics library makes Windows DPI relevant to text rendering: “On Windows, this means that the DPI setting affects the way text is rendered — the same 8-point font may render at different sizes with different DPI settings.” The discussion dates to 2014 and reflects behavior discussed around wkhtmltopdf 0.12.1; it is a documented mechanism to check, not proof that DPI explains every newer mismatch. A separate commenter reported output changes associated with Windows UI scaling, but that is an individual observation, not a universal rule.
Fonts and glyph fallback
Installed fonts can differ by machine, and a process may not see the same fonts as an interactive desktop session. A Windows 10 report in issue #4456 describes Unicode glyph and fallback-font differences. If only particular characters or scripts look wrong, test those characters in a minimal page and check which fonts are available to the account that creates the PDF.

Executable, version, and command-line options
Different installed copies or builds can be invoked under the same command name. Even version changes can matter: issue #3241 reported a substantial font-size difference between 0.12.3 and 0.12.4, without establishing one universal correction. Other issue reports describe differing results despite nominally matching version labels. Compare the full version output, executable path, architecture, and complete command—not just the short version number.
Service account and permissions
If a command works from a logged-in desktop but not under IIS, Apache, or another service, compare the Windows account and its access to fonts and assets. Issue #4764 raised font-loading permissions as a possible concern for Apache on Windows. It does not establish permissions as the cause in every service deployment, so treat this as a controlled variable to test.
Legacy rendering behavior
The wkhtmltopdf project status page states: “Qt 4 (which wkhtmltopdf uses) hasn’t been supported since 2015, the WebKit in it hasn’t been updated since 2012.” That context matters when a page depends on modern browser behavior: matching Windows settings does not turn this older rendering stack into a current browser engine.

Build a comparison that can identify the cause
Use one small, repeatable fixture on both machines. Avoid changing several settings at once: otherwise a changed result will not tell you which variable mattered.
- Confirm the executable. Run
wkhtmltopdf --versionon each host and save the complete output, including whether it identifies patched Qt. In PowerShell, runGet-Command wkhtmltopdf | Select-Object -ExpandProperty Sourceto see the executable path PowerShell resolves. Check architecture and any additional installed copies as well. - Save the exact command. Record every argument and the working directory. Include any page-size, zoom, DPI, smart-shrinking, or font-size-related options actually in use; do not assume defaults match across invocations or builds.
- Make the input local and stable. Create a minimal HTML/CSS/JavaScript reproducer with local assets where practical. Keep its contents, filenames, and relative paths identical on both machines. Note whether the page relies on remote fonts, scripts, or images.
- Run the same capture procedure. Use the same command and output procedure on both hosts. Preserve the original PDFs and compare the specific difference: text size, line wrapping, missing glyphs, page breaks, or missing content.
- Compare the environment one variable at a time. Check Windows DPI/display scaling, installed fonts and glyph coverage, and the identity and permissions of the process. Change one condition, rerun the fixture, and record what changed.
- Report a persistent mismatch. The project support guidance asks for the version and a detailed issue description with HTML/CSS/JavaScript that reproduces the problem. Include the fixture, exact command, full version output, and the environmental comparison rather than only saying that two PDFs differ.

How to interpret zoom, DPI, and smart-shrinking advice
Historical issue discussions include suggestions involving --disable-smart-shrinking, --zoom, and DPI. They also show differing reports rather than a generally verified recipe. Do not paste a suggested value into production on the assumption it will normalize every Windows host.
- First reproduce the mismatch with the same executable, fixture, and full command.
- If testing an option, change only that option and preserve the before-and-after PDFs.
- Check whether the observed difference is text size, layout width, page breaks, or missing resources; the same flag should not be assumed to address every symptom.
- Keep the environment details with the result. A setting that changes one machine’s output does not establish that it is portable to a different build or page.
Troubleshooting by symptom
All text looks larger or smaller
Compare the full build output and the command first, then compare DPI/display scaling. The historical 0.12.3-versus-0.12.4 report and the maintainer’s DPI explanation make version and DPI sensible checks; neither proves which one caused a particular document’s difference.

Only some characters are missing or replaced
Reduce the page to the affected text, including the same CSS font declarations. Verify that the required font and glyphs are available to the process account on both hosts. If the service account and interactive user differ, repeat the test under the service identity rather than assuming the desktop’s font availability applies.
The desktop command works but the service output does not
Capture the executable path, version, arguments, working directory, account identity, and access to fonts and assets for both execution contexts. A service issue report raised permissions as a possible font-loading factor, but the comparison is needed to establish whether it applies in your setup.
Matching version labels still produce different PDFs
Verify the executable paths and complete build output, then compare options, DPI, fonts, process identity, and exact inputs. Issue #3189, opened in 2016, describes two Windows Server 2008 R2 machines reported to run wkhtmltopdf 0.12.3.2 with patched Qt but produce different page content. It is an example report, not a controlled finding about the cause; matching version labels alone are not a complete environment comparison.

A proposed flag fixes one page but breaks another
Remove unrelated changes and test against a small fixture representing the affected page. Keep separate results for each relevant layout or document type. The issue discussions do not establish a single option combination that reliably fixes all cases.

Preserve both PDFs and report a minimal reproducer to the project using its support guidance. Include the full wkhtmltopdf --version output, command line, Windows versions and scaling state, fonts relevant to the page, process account, and whether remote resources are involved. The more closely the report isolates one differing variable, the easier it is to distinguish an input problem from an environment or renderer difference.
For new systems, weigh the project’s stated Qt/WebKit maintenance status against the browser behavior your pages require. The historical reports are useful diagnostic clues, but they do not provide a guarantee that a specific old workaround will remain reliable on every Windows build.
