The best method depends on the result you need: open the file in LibreOffice Writer to create an editable Word document, export or print it to PDF for fixed-layout sharing, and use a browser capture tool when you need a rendered image. Keep the HTML file together with any companion images, stylesheets, fonts, and scripts, then inspect the output because browser layout and office-document pagination are not identical.
Choose the right output first

A saved web page may be more than one file. Microsoft’s file-format reference notes that HTML can use separate images, stylesheets, and scripts. If those files are moved or renamed, the page may open without its styling or graphics.
Convert local HTML to Word with LibreOffice
LibreOffice Help documents two relevant opening modes. The default HTML Document opens the page in Writer/Web, while HTML Document (LibreOffice Writer) opens it in Writer with the fuller Writer editing environment. Use the second option when your target is an editable document.
- Install and open LibreOffice on your desktop.
- Choose File → Open, select the local
.htmlor.htmfile, and open it. - If a file-type prompt appears, choose HTML Document (LibreOffice Writer) for Writer editing. Choose the ordinary HTML Document option when you specifically want Writer/Web behavior.
- Check headings, lists, tables, links, images, fonts, and spacing. Repair anything that imported incorrectly.
- Choose File → Save As, select Word 2007–365 (*.docx) (or the Word format offered by your installed version), and save a new copy.
- Open the DOCX in Word or another compatible editor and verify it again.
LibreOffice warns that not every Writer feature can be saved back to HTML, and its format guide explains that HTML is less expressive than an office document. That is why a successful import is not proof that every CSS rule, page break, or interactive element survived. The official opening instructions are in LibreOffice Help.

What usually needs repair
- Web fonts that are not installed locally can be substituted.
- Responsive columns may become a single column or a table with different widths.
- JavaScript interactions do not become Word controls.
- Background images, sticky elements, and viewport-based CSS have no direct Word equivalent.
- Very wide tables may be clipped or forced onto multiple pages.
Save a local HTML page as PDF
PDF is generally the better choice when recipients should read or print the page without editing. The LibreOffice Getting Started Guide 25.2 says that when a document is to be shared and not modified, PDF is a good choice. Microsoft likewise describes PDF as a format that preserves formatting for sharing, while warning that opening a PDF in Word can produce different page breaks.
LibreOffice route
- Open the HTML file in LibreOffice using the same Writer or Writer/Web choice described above.
- Inspect page orientation, margins, headers, footers, tables, and image scaling.
- Choose File → Export as PDF (or the PDF toolbar button).
- Select a destination and save.
- Open the resulting PDF in a PDF reader and check every page, especially the final page and any wide or tall content.
Browser print route
If the browser renders the page more accurately than an office import, open the local file in a desktop browser and use its print dialog. Select a PDF printer or Save to PDF, then review the generated file. Exact labels and controls vary by browser and operating system, so confirm options such as margins, scale, background graphics, headers, and footers in the browser you use.
Do not assume that converting a PDF to Word will preserve the same pagination. Microsoft’s format reference specifically cautions that PDF pages may break at different locations when opened in Word: format reference. The LibreOffice PDF guidance is at Chapter 10 of the 25.2 guide.
Turn HTML into an image
“Convert to an image” can mean a screenshot of the rendered page, a full-page capture, or rasterized images of selected content. These are different jobs. A screenshot preserves what a browser displays; it does not create an editable image of the HTML source. A long page may need a full-page capture or several cropped images, and fixed viewport dimensions can change responsive layouts.
Desktop capture checklist
- Open the local HTML file in the browser and confirm that linked assets load.
- Set the viewport width that matches the intended audience or design breakpoint.
- Wait for fonts, images, and other dynamic content to finish loading.
- Use your browser or operating system’s screenshot/capture command, choosing visible-area or full-page capture as appropriate.
- Open the PNG or JPEG and check for clipped content, missing lazy-loaded images, scrollbars, browser chrome, and unexpected mobile layout.
- Crop or resize only after confirming that text remains legible.
Official sources reviewed here do not establish one universal HTML-to-image command for every browser and operating system. Do not treat “Print to PDF” as an automatic PNG/JPG conversion; PDF output and raster image capture are separate workflows.
Preserve the page’s supporting assets
Keep a downloaded page’s HTML and its asset folder in the same relative structure. If the HTML references images/logo.png, css/site.css, or local scripts, moving only the HTML file can produce an unstyled or incomplete conversion. Open the page from a location where the browser or LibreOffice can read those paths. For sensitive pages, review the HTML and linked resources before opening them in an application or uploading them to a third-party service.

The page is unstyled
Check that relative CSS, image, font, and script paths still exist beside the HTML file. Open the original folder rather than a copied HTML file alone.

Confirm filenames and capitalization, wait for lazy content, and verify that the source image URLs are reachable. A browser capture may need a deliberate wait before the shot.

The DOCX looks different
This is expected when CSS layout, web fonts, responsive rules, or scripts have no direct Word equivalent. Simplify the HTML, install required fonts, and repair page breaks in Writer or Word.
The PDF has unexpected pages
Check paper size, margins, scale, orientation, and forced page breaks, then inspect the PDF itself rather than relying on the editor preview.
The image is clipped
Use full-page capture or a larger viewport, wait for content to load, and check both the top and bottom edges. Responsive breakpoints can also change the composition.

Frequently Asked Questions
Can Word for the web open a local HTML file?
No. Microsoft Support says Word for the web cannot open HTML or MHTML; use desktop software such as LibreOffice or desktop Word instead.
Will converting HTML to PDF preserve every CSS detail?
No conversion route guarantees that. Compare the PDF with the rendered page and check fonts, responsive layout, images, and page breaks.
Is an HTML screenshot the same as converting HTML content to an image?
A screenshot captures the rendered browser view. It is distinct from extracting or rasterizing selected document content, and long pages may require full-page or multiple captures.
