Puppeteer does not generate PDF/A directly. Its page.pdf() method asks Chromium to produce a conventional PDF from print rendering. To deliver a conforming PDF/A file, use Puppeteer for HTML layout, pass the resulting PDF through a PDF/A-aware converter or generator configured for the required profile, and validate the final artifact with a profile-aware validator such as veraPDF or Adobe Acrobat.
This separation matters: page size, margins, backgrounds and font waiting control how Chromium renders the document, but none of those options proves PDF/A conformance.
What Puppeteer can—and cannot—do
Puppeteer drives Chromium, and page.pdf() uses Chromium’s print pipeline. The current Puppeteer documentation (version 25.12.0 at the time of the referenced documentation snapshot) lists rendering controls, but no PDF/A mode or conformance switch. Treat the output as an ordinary PDF unless a later processing step creates and validates PDF/A.
PDF/A is a preservation-oriented subset of PDF. It is designed to make future rendering less dependent on external resources, so the final file generally needs embedded fonts, defined color information and other self-contained resources. A filename such as report-pdfa.pdf, or metadata that says PDF/A, is not evidence of conformance.

The reliable Puppeteer-to-PDF/A pipeline
- Choose the requested profile first. Ask the recipient for the PDF/A part and conformance level (for example, PDF/A-1, PDF/A-2 or PDF/A-3). The choice affects which source features are legal.
- Prepare deterministic HTML. Make fonts available and embeddable, use stable assets, and decide whether print or screen styling is intended. Avoid depending on remote resources that may disappear during capture.
- Render a normal PDF with Puppeteer. Set the paper format, margins and other print options needed for layout. Wait for the page and fonts before writing the file.
- Convert or recreate the PDF with a PDF/A-aware tool. Configure that tool for the selected part and level, including an output-intent ICC profile and color-conversion policy where required.
- Validate the converted artifact. Run veraPDF with the intended profile or use Acrobat’s PDF/A validation workflow. Validation must target the final file, not the intermediate Chromium PDF.
- Review the result. Inspect pages visually and extract text to catch changes that a pass/fail result alone may not reveal.
Render the source PDF with Puppeteer
Install Puppeteer in a Node.js project, then render the page. This example uses an HTML file, waits for network activity and fonts, and enables print backgrounds.

page.pdf() uses print media by default. Add page.emulateMediaType('screen') before the call only when your document is intentionally designed for screen styles. format, CSS page size, margins, background graphics and font waiting affect appearance; they do not turn the file into PDF/A.
Make fonts and assets reproducible
- Prefer locally packaged web fonts or a controlled internal host.
- Confirm that the font license permits embedding and that Chromium actually loads the intended faces.
- Use absolute, reachable URLs for images and stylesheets, or inline critical assets.
- Wait for application data, images and custom components before calling
page.pdf(). - Capture the same content and locale on every run by fixing timezone, language and other environment inputs in your application.
Select the PDF/A profile deliberately

These families are not interchangeable. Never select a part simply because a converter offers it. Obtain the exact requested conformance level as well; the level changes accessibility and structural requirements in addition to the part’s feature rules.
Convert the Chromium PDF to PDF/A
Ghostscript command-line route
Ghostscript’s documented pdfwrite workflow requires a PDF/A definition file and a valid ICC profile referenced by that definition. You also select the PDF/A part and a color-conversion strategy. Because paths, profile files and policy settings differ by deployment, do not copy a universal command with guessed filenames.

For example, a deployment might invoke Ghostscript with its tailored definition file and an output path, but the exact switches and profile values must come from the Ghostscript version and definition you have installed (the cited implementation documentation is for Ghostscript 10.02.1).
Adobe Acrobat workflow
Acrobat provides a standards wizard for converting a PDF to PDF/A and a separate validation workflow. Open the PDF, choose the standards/conversion wizard, select the required PDF/A specification, save a new file, then run PDF/A validation on that saved file. Acrobat can report conversion warnings; resolve or review each warning rather than assuming conversion completed means conformance.
Validate with veraPDF or Acrobat
veraPDF
veraPDF applies formalized PDF/A rules. Its command-line documentation supports automatic flavour detection from embedded XMP claims and explicit profile selection. Explicit selection is safer in automated pipelines because it tests the profile your contract requires.

Store the machine-readable report with the build. A failed rule identifies a real conformance problem; a passed report applies only to the selected profile and the exact file tested.

Visual and text review

Common failures and fixes
“Puppeteer generated a PDF/A file”
Cause: Chromium created a regular PDF and no conformance stage ran. Fix: add a PDF/A-aware converter or generator, then validate the resulting file.
Font-not-embedded or font-substitution errors
Cause: the browser could not load the font, or the converter could not embed it. Fix: package an embeddable font, wait for document.fonts.ready, verify the browser’s network response, and inspect the converter report.
Missing ICC profile or output-intent error
Cause: the conversion definition points to a nonexistent or unsuitable color profile. Fix: install a valid ICC profile, update the PDF/A definition file’s path, and rerun conversion with the intended color policy.
Transparency or layer rejection
Cause: the selected profile does not permit a feature present in the Chromium PDF. Fix: choose a profile that the recipient allows (PDF/A-2 is more flexible for such graphics), or redesign/flatten the content for a stricter profile.

Conversion changes layout
Cause: conversion rewrites colors, transparency, fonts or unsupported PDF constructs. Fix: compare the converted file with the intermediate PDF, simplify the source feature, or use a PDF/A-aware generator earlier in the pipeline.
Validator reports a profile mismatch
Cause: the file’s metadata claims one flavour while the command tested another, or the wrong profile was chosen. Fix: validate explicitly against the contractual profile and correct metadata through the conversion tool rather than editing declarations by hand.
Blank or incomplete pages
Cause: data, images or fonts were still loading when page.pdf() ran. Fix: wait for the application’s readiness signal, required selectors and fonts; use an appropriate navigation timeout and retain logs for failed requests.
Performance, reliability and cost considerations
- Separate stages and cache safely: cache stable browser assets, but never reuse a PDF/A result when the HTML, fonts, profile or converter version changed.
- Control concurrency: limit browser pages and conversion workers to available CPU and memory; excessive parallel Chromium instances cause timeouts and incomplete files.
- Make validation a build gate: fail the job when the required profile does not pass, and retain the validator report for audit.
- Track versions: record Puppeteer/Chromium, converter, ICC profile and validator versions alongside each artifact.
- Keep originals: preserve the HTML, intermediate PDF, converted PDF and reports according to your retention policy so a visual difference can be investigated.

When to use a different architecture
Use Puppeteer plus a conversion stage when your source is dynamic web content and you need browser-accurate layout. Use a dedicated PDF/A generator when you can construct the document directly under the target standard and want to avoid rewriting an already-created PDF. In either architecture, profile selection and independent validation remain mandatory.
