ProtocolError: Page.printToPDF: Printing is not available means the Chrome or Chromium browser connected to Puppeteer did not make the PDF-printing protocol command available in its current build or mode. First verify which browser process Puppeteer actually launched or connected to, then try page.pdf() with a headless configuration supported by that exact browser. Changing print CSS or PDF color options cannot fix a command the browser does not implement.
What the error means
Puppeteer’s documented high-level method for creating a PDF is page.pdf(). Under the hood, the request reaches the browser through the Chrome DevTools Protocol; the browser, not the page’s styling, must support the command. Chromium’s source handles this protocol command on the browser side.
The wording “Printing is not available” is therefore a protocol-availability problem. It is different from a PDF that is produced successfully but has the wrong page size, omits screen-only styling, or renders colors differently. Those are rendering or print-layout issues to address after page.pdf() runs without a protocol error.
Start with a minimal reproduction
Run a small script that launches the browser you intend to use, opens one page, and calls page.pdf(). This helps separate a failure in the browser connection or mode from unrelated application code.

Run it in a project with Puppeteer installed, for example with npm install puppeteer, using a Node.js version supported by the Puppeteer release you have installed. The example uses Puppeteer’s bundled browser by default. If your application uses puppeteer-core, a custom browser path, a container image, or a remote browser, adapt the launch or connection to match that deployment rather than assuming it uses Puppeteer’s bundled executable.
If this minimal case succeeds but your application fails, compare its browser connection and launch configuration with the working script. If it fails too, record the exact versions and executable before changing application code.
Check the browser and its mode
Verify the browser actually attached to the session
Record the Puppeteer package and version, the browser name and exact version, the executable path, and how the browser is reached. For a local launch, inspect the configured executablePath or the binary used by the deployment image. For a remote connection, identify the browser behind the endpoint. With puppeteer-core, the package alone does not tell you which browser executable is in use.
This matters because page.pdf() sends a request to that browser endpoint. Reinstalling Puppeteer will not necessarily change a separately managed browser, and changing the browser path can silently make the process use a different binary than expected.

Test a supported headless configuration
Headless mode is a useful diagnostic axis, but do not treat the word “headless” as a version-independent guarantee. Chromium’s history records that Page.printToPDF was initially implemented for traditional headless Chrome, and a Chromium change dated 2021-08-27 added an implementation for native headless mode. That commit explains why mode has mattered; it is not a current compatibility table or a guarantee for every browser build.

Try the headless configuration supported by the exact browser version in your deployment. If you are using a recent browser and Puppeteer pairing, test with that pairing’s documented default headless behavior. If you need a legacy or alternate headless mode, confirm that the browser you actually launched supports PDF printing in it rather than inferring support from a different build.
A historical Puppeteer report also reproduced the error with headless: false. That is evidence that the failure has occurred in a headful setup, not proof that every current headful browser fails. If changing mode changes the outcome, retain the working mode only after checking that it is suitable for your deployment.
Check version pairing rather than guessing a minimum
There is no complete version-by-version compatibility matrix established here, so do not infer a minimum browser version from the 2021 Chromium change or from old issue reports. Confirm that the Puppeteer release, browser build, launch mode, and connection method belong together in your actual environment. This is especially important when a deployment pins Puppeteer but updates Chrome separately, or uses a remote service whose browser can change independently.
Separate protocol availability from PDF appearance
Once printing is available, Puppeteer’s page.pdf() uses print CSS media. A page may therefore look different in its PDF than it does in a normal browser window. If the intended output should use screen media instead, set it explicitly before creating the PDF:

This changes which media styles are applied; it does not enable Page.printToPDF. Likewise, print-color handling and page layout options affect a PDF that the browser can already generate. If the error is still “Printing is not available,” return to the browser executable, mode, and connection checks instead of tuning CSS.

Common failure patterns and fixes
A custom executable or deployment image is involved
Symptom: The same script works locally but fails in a container or on a server. Likely cause: The deployed process is using a different browser binary, build, or mode than the local process. Fix: Log or otherwise verify the executable and version in the failing environment. Test a minimal page.pdf() case there and check the selected headless mode against that build.
The project uses puppeteer-core or a remote browser
Symptom: Updating the Puppeteer package does not change the error. Likely cause: The browser is managed separately from the client library. Fix: Identify the browser on the other end of the connection and validate its PDF support and mode. Include the remote browser’s exact version in any reproduction.
The PDF call runs, but layout or colors are wrong
Symptom: A PDF is produced, but it differs from the page on screen. Cause: This is a rendering question rather than the protocol-availability error. Fix: Check print styles, set screen media with page.emulateMediaType('screen') if appropriate, and then tune PDF options. Do not use those changes as a supposed fix for “Printing is not available.”
The browser mode changes the result
Symptom: A headless test succeeds while a headful test fails, or the reverse. Cause: The browser build and mode are relevant to command availability; historical reports show both traditional headless implementation history and a headful reproduction. Fix: Compare the exact browser version and mode in each run. Keep the smallest working configuration and verify it in the same environment where the application will run.
The error persists in the minimal case
Symptom: The script above fails even when application-specific code is removed. Fix: Capture the Puppeteer version, exact browser version and path, launch options, operating system or container details, and whether the connection is local or remote. Share that minimal reproduction with the relevant maintainer or browser provider. Historical issue reports are environment-specific and do not establish a universal current defect.

Performance, reliability, and cost considerations
This error is about whether the browser exposes a protocol command, not how quickly a PDF renders or how much a PDF job costs. First establish a working browser-and-mode pairing with the minimal test; only then measure generation time, memory use, or throughput in the deployment that matters. A successful local test does not establish that a separately managed production browser has the same capability.
