Choose the Acrobat route that fits the job
Acrobat offers two ways to turn web content into a PDF. The browser extension is the quicker route when you already have the page open and need a saved copy. Acrobat desktop is the better fit when you need to enter a URL or select a local HTML file, include related pages, or adjust conversion and page-layout settings.

Adobe’s desktop instructions were last updated September 23, 2025. Interface wording can change between releases, so treat the steps below as Adobe’s documented desktop route rather than a guarantee that every release presents identical labels or availability.
Convert the open page with the Acrobat browser extension
If the page is already open in a supported browser with the Acrobat extension available, use the extension’s webpage-to-PDF conversion for a quick saved copy. This route is intended for the page you are viewing. Choose desktop Acrobat instead if you need to supply a separate URL, browse to an HTML file, capture a set of related pages, or tune advanced conversion settings.

Web pages can be interactive or change as they load. After the extension finishes, open the PDF and check that the parts you need—such as images, page content, and links—were captured as expected. If the result needs different layout or capture behavior, retry from Acrobat desktop and review its settings.
Convert a URL or local HTML file in Acrobat desktop
- Open Acrobat desktop and select Create in the global toolbar.
- In the left rail, choose Web page.
- Enter the webpage URL, or use the option to browse for a local HTML file.
- If you want linked pages included, enable Capture multiple levels and choose a number of levels or Get entire site.
- Set any capture limits, then open Advanced settings if you need to customize the conversion or page layout.
- Select Create and wait for Acrobat to finish building the PDF.
Adobe says additional pages can be queued while a conversion is running; pending requests appear in Download Status. For a large capture, allow the active conversion to progress and check that status area for queued work rather than assuming each request has completed.
Decide how far the capture should go
Capture multiple levels lets Acrobat follow links from the starting page. Choose a level count when you want to limit how many link steps Acrobat follows. Choose Get entire site when you want the broadest site capture offered by this workflow, but use scope limits to avoid including unrelated sections or external sites.
- Stay on same path: limits captured pages to the specified URL path.
- Stay on same server: excludes pages hosted on external domains.
These controls address different boundaries: a server limit keeps navigation on the same server, while a path limit narrows which part of that server’s URL structure is eligible. Apply one or both according to the pages you actually need. A whole-site choice can still be constrained by these limits.

When the source is a local HTML file
Use the browse option in the Web page workflow to select the HTML file instead of entering a web URL. The PDF reflects what Acrobat can convert from that HTML source and its associated content. Review the result for missing images, layout changes, and content that depends on scripts or external resources; adjust conversion settings if the output does not match your purpose.
Choose settings for the PDF you need
Acrobat’s Advanced settings cover content conversion, navigation and structure, and page appearance. The best combination depends on the page and whether the PDF is intended for reading, printing, archiving, or further accessibility work.
Content, colors, and embedded elements
Conversion choices include HTML and text handling, encoding, fonts, colors, multimedia, whether to retain the page background, whether to include images, whether to underline links, and whether to expand scrollable blocks. These affect what survives the conversion and how the page looks. For example, retaining a background may help preserve the original visual design, while expanding a scrollable block may expose content that otherwise appears only inside a scrolling region.
Do not assume that every interactive element will behave as it did in a browser. Inspect the PDF after conversion, especially if important information sits in a widget, video, expandable area, or other dynamic page element.

Page size, orientation, margins, and scaling
Page layout options include page size, orientation, margins, and scaling wide content to fit. A webpage is not designed around a single PDF page, so Acrobat may divide it across multiple standard-size pages. If a wide page is clipped or difficult to read, try a different orientation or the scaling option; then check that text remains legible and that the page breaks do not separate related content awkwardly.
Bookmarks and PDF tags
Bookmarks are optional and can be based on page titles or URLs. They can help readers move through a PDF made from multiple pages. PDF tags carry structure corresponding to the HTML, which can support navigation and assistive technology when the source structure is meaningful.
Link behavior depends on conversion configuration. Adobe notes that clicking a link in a converted page can append that link’s content when it is not already included. If you are capturing linked pages, inspect both the PDF’s contents and link behavior so you know whether navigation is represented as a link or as additional captured material.
Check the PDF before relying on it
Open the generated file and review it in Acrobat. A quick visual check catches many conversion problems before you share or archive the PDF.

- Confirm the page or pages you intended to capture are present.
- Look for missing images, unexpected blank areas, clipped columns, or text that is too small after scaling.
- Check whether long pages split at sensible points and whether scrollable content was expanded where needed.
- Test bookmarks and links if readers will use them to navigate.
- If the PDF is meant to be accessible, inspect its reading order and tag structure rather than assuming tags alone make it accessible.
Accessibility: tags help, but do not guarantee an accessible PDF
Adobe’s guidance is direct: “A PDF that you create from a web page is only as accessible as the HTML source that it is based on.” Selecting Create PDF Tags carries structure from the HTML, but it does not repair inaccessible or poorly structured source content automatically. Adobe recommends establishing a logical reading order in the HTML itself. Pages with complex layouts may still need reading-order or tag-tree repairs in Acrobat Pro.
If accessibility is a requirement, treat conversion as one step in a review process: check the source structure, create tags, and inspect the resulting PDF. A visually accurate conversion is not by itself evidence that assistive technology will encounter content in a logical order.

The PDF is missing pages I expected
Check whether Capture multiple levels was enabled. If it was, review the selected level count and the Stay on same path and Stay on same server limits. A page outside either boundary may be excluded. Re-run the capture with a suitable scope rather than selecting Get entire site without limits if you only need a specific section.
The PDF includes too much of the site
Reduce the capture depth or use the path and server limits to narrow the crawl. The path setting keeps the capture under the specified URL path; the server setting excludes external domains. Review the resulting PDF’s page list before sharing it.

The page looks different from the browser
Review the Advanced settings for images, background, colors, fonts, scrollable blocks, and page scaling. Web layouts can be wider or more dynamic than a PDF page. Try an appropriate orientation or scaling choice, then inspect the output at normal reading size to ensure the text remains usable.
A conversion is still running or another request is waiting
Adobe documents queuing additional pages during a conversion. Look in Download Status for pending requests and allow the active conversion to complete. For a multi-page capture, confirm the resulting PDF contains the intended pages before treating the job as finished.
The PDF has tags but still does not read correctly
Tags preserve structure from the HTML; they do not guarantee a logical reading order, especially when the source page has a complex layout. Review the reading order and tag tree in Acrobat Pro where needed, and correct the source HTML structure when you control it.

Cost, scope, and reliability considerations
The Acrobat instructions describe a workflow in the desktop application and an optional browser extension; they do not establish a price, subscription requirement, or identical availability across operating systems. Check the Acrobat version and access available to you if a specific interface option is missing. For a single open page, the extension avoids configuring a multi-page capture. For a URL, local HTML file, or related pages with custom output needs, desktop Acrobat exposes the documented controls.
Web content can change, and a PDF is a captured representation rather than a live webpage. For records or repeatable workflows, keep the source URL and review each generated file. For large linked-page captures, choose a deliberate scope and check Download Status for queued work.
