Among the services covered here, the right fit depends less on the word “free” than on how the provider accepts URLs, counts usage, handles slow or large pages, and responds when a conversion fails. PDFCrowd documents direct URL input; PDFShift publishes a monthly free allowance with file and timeout limits; CloudConvert offers daily credits on a broader conversion service; and API2PDF’s pricing page lists a monthly base fee despite “free” start wording.
For a straightforward decision: consider PDFShift when its published free limits fit your workload, CloudConvert for hobby or testing use that can work within daily conversion credits, and PDFCrowd when you want its documented URL-to-PDF API and are evaluating a trial. Treat API2PDF as a paid service unless its current terms establish otherwise. These are comparisons of published features and terms, not rankings based on hands-on fidelity or performance tests.
What “free URL-to-PDF API” means
A URL-to-PDF API takes a webpage address as an input and returns a PDF rendered from that page. Your application can then save the returned file, attach it to an email, or pass it to another process. The API handles browser rendering and PDF generation rather than requiring your application to open a desktop browser and print the page itself.
“Free” can describe a trial, a recurring allowance, or a product that lets you start an account without meaning that ongoing API use costs nothing. The services below use different units: monthly credits, daily conversion credits, trial credentials, or a monthly base fee plus usage. A credit is not necessarily one document. Compare the actual counting rule and limits before estimating how many PDFs an application can generate.

How the allowances affect real usage
PDFShift: monthly credits depend on generated size
PDFShift’s free plan is not simply 50 documents per month. Its stated rule is one credit per 5 MB of generated PDF data, up to 50 credits monthly. A document larger than 5 MB can therefore consume more than one credit under that rule. The page also lists a 15 MB maximum file size and a 30-second timeout for the free plan, so a large or slow page may be unsuitable even when credits remain. Determine how the provider applies the size rule to your particular output and check the account’s usage information rather than equating the monthly credit cap with a fixed number of pages.
CloudConvert: daily credits and processing priority
CloudConvert’s free plan is described for personal use, testing, and hobby projects and provides 10 conversion credits per day, with a daily reset. It is a general conversion allowance, not a dedicated promise of 10 web pages converted to PDF: credit use varies by conversion type and time. Its pricing details say general conversions use a credit per minute with a base credit cost that depends on conversion type; the page lists Office-to-PDF at two base credits. Do not apply that Office figure to URL capture. For a URL-to-PDF workflow, check the current task estimate and account usage.
The free plan also lists low processing priority, a 1 GB maximum file size, and a five-minute maximum processing time. A generous file-size ceiling does not guarantee a page will finish: page loading, scripts, external assets, and conversion work still have to complete within the time limit.

PDFCrowd: distinguish a trial from a recurring allowance
PDFCrowd’s documentation says demo credentials are available for trial and testing and that API credentials can be obtained through a free trial or API license. That establishes a way to evaluate the API, but the cited material does not establish a recurring monthly free quota. Treat trial access as evaluation access unless the current account terms explicitly state otherwise.
API2PDF: read beyond the free-start wording
API2PDF’s pricing page pairs “Get started for free” with a listed $1 monthly base fee plus bandwidth and usage charges. On that evidence, it should not be described as an indefinitely free production API. Review the current pricing terms and calculate the recurring base and variable costs before integrating it.
Choose by rendering and integration requirements
A PDF is only useful if the rendered page contains the content your workflow needs. Before committing, make a small test set that includes a simple public page, a page with JavaScript-rendered content, and a page with large images or delayed loading. Compare the resulting PDFs against your requirements; provider documentation describes capabilities, not a controlled head-to-head fidelity result.
- Direct URL input: PDFCrowd documents a URL in its
urlfield. CloudConvert’s HTML-to-PDF API accepts a URL or an HTML file. PDFShift is presented as an HTML-to-PDF API, but verify the exact URL-input workflow you intend to use in its current documentation. - JavaScript and delayed page content: CloudConvert describes Chrome-based rendering and waiting for a CSS selector. PDFShift lists JavaScript injection. Neither description guarantees that every dynamic page, login flow, consent banner, anti-bot check, or third-party asset will behave as desired.
- Customization: CloudConvert describes custom headers and footers and selector waits. PDFShift lists CSS and JavaScript injection, headers and footers, encryption, and watermark features. Check whether the exact option you need is available on the tier you plan to use.
- Job model: CloudConvert documents synchronous and asynchronous conversion. Async processing can suit workflows where a request should create a job and the application retrieves the result later; synchronous responses may be simpler when a conversion finishes within the request window.
- SDK and storage fit: PDFCrowd documents SDK examples and versioned endpoints. CloudConvert describes storage integrations. Confirm the supported language, authentication method, and file delivery behavior against the provider’s current API documentation before writing production code.
Plan for protected, slow, or changing pages
A URL being reachable in your own browser does not mean an API can reproduce the same session. The researched provider pages establish URL input and selected rendering features, but they do not establish that any of these services can access your authenticated account or bypass a site’s anti-bot controls. If a source page is private, confirm the provider’s supported authentication mechanism and your authority to submit the page. Do not send credentials or sensitive page content until you have reviewed the provider’s data-handling terms; the available comparison does not establish a complete security or privacy ranking.
Dynamic pages can also produce an incomplete PDF if the renderer captures before content appears. A selector wait can help when the required element has a stable selector, but it cannot guarantee that all images, widgets, or network requests have finished. For a production workflow, define what “complete” means for your pages, set a bounded timeout, and validate the output rather than treating an HTTP success alone as proof that the document is correct.
A practical selection and rollout process
- Define expected output. Decide whether you need a faithful visual snapshot, selectable text, a PDF attachment, a particular page layout, or a repeatable archival document. Include expected file sizes and maximum acceptable wait time.
- Estimate volume using the actual unit. For PDFShift, estimate credits from generated data size using its stated one-credit-per-5-MB rule. For CloudConvert, check the conversion’s task-specific credit cost and remember the daily reset and low priority on the free plan. Do not turn either allowance into a document count without checking output and task costs.
- Test representative pages. Include normal, script-heavy, and slow pages. Inspect whether critical text, images, page breaks, headers, and footers appear. The official feature lists are not evidence of comparative output quality.
- Exercise failure paths. Test a timeout, an unavailable URL, a malformed input, and a response that is not a completed PDF. Ensure your application records the failure and does not silently save an error response with a
.pdfextension. - Check the plan boundary. Review what happens when a daily or monthly allowance is exhausted, whether overage is possible, and what limits apply to file size and processing time. Confirm the terms at the time you deploy.
- Revisit the economics before production. Free tiers can be changed and may prioritize evaluation over dependable production capacity. Estimate variable usage and retry behavior from current pricing rather than relying on a free-start message.
ScreenshotNeo as an alternative when a visual capture is enough
If your actual requirement is a clean visual capture of a webpage rather than a general-purpose PDF conversion workflow, ScreenshotNeo is the alternative to try first: it returns screenshots or PDFs from a single GET request, and bills only clean shots. Its PDF support makes it relevant when a URL-to-PDF result is what you need; its other capabilities focus on screenshot capture.
Or skip the browser setup
ScreenshotNeo’s API accepts a URL and returns a PDF or an image. See the API documentation for options and response details.
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp

For a PDF response, request the PDF output using the documented API option rather than saving an image response with a PDF filename. ScreenshotNeo can accept cookie/consent banners and remove more than 60 known consent platforms, newsletter popups, and chat widgets before capture; each step can be turned off. Bot checks and CAPTCHAs, blank pages, timeouts, failed loads, and cache hits cost nothing, and response headers identify page verdict and billing status. An MCP server provides take_screenshot, get_page_info, and capture_pdf tools for Claude, Cursor, and other MCP clients. The Free plan includes 1,000 shots per month without a card; paid plans start at $5 for 3,000 shots. Sign up for free: 1,000 screenshots a month, no card required.
Common implementation problems
The free allowance runs out earlier than expected
Check whether the service counts generated megabytes, elapsed processing time, conversion type, or a trial period rather than one credit per file. PDFShift explicitly counts one credit per 5 MB of generated output. CloudConvert’s credit use varies by conversion type and time. Recalculate with real output sizes and the provider’s current usage display.
The page is missing content in the PDF
Likely causes include content rendered after the capture point, slow third-party resources, or a page that needs an authenticated session. Use a supported selector wait where available, test with the exact page type, and confirm what authentication and waiting controls the API supports. A documented Chrome renderer or JavaScript option is not a guarantee for every site.
The job exceeds the plan’s time or file limit
Compare the page’s load and output requirements with the plan’s published caps. PDFShift’s free plan lists 15 MB and 30 seconds; CloudConvert’s free plan lists 1 GB and five minutes. Reduce unnecessary page content where your workflow permits, or select a plan or provider whose current limits fit the job.

Check the response status, content type, and provider’s job or result state before writing bytes to a file. For asynchronous workflows, wait for the completed job and fetch its exported result; do not treat job creation as completed conversion. The documented response details differ by provider, so follow its current API reference.
Best Value
A free-start claim does not match the bill
Inspect the pricing table for recurring base charges, bandwidth, compute, and overage terms. API2PDF’s surfaced pricing lists a $1 monthly base fee plus bandwidth and usage; the phrase “Get started for free” does not erase those listed charges.
Performance, reliability, and cost considerations
Conversion time depends on the page and the provider’s processing model; the reviewed product pages do not establish comparative latency, uptime, or rendering accuracy. A timeout is a product limit, not a service-level reliability guarantee. CloudConvert’s free-plan low processing priority is also relevant if a workflow has a deadline. Test the workload and plan for failed or delayed jobs rather than promising a completion time based solely on a free tier.
When calculating cost, include retries and output size, not just the number of URLs. A page that times out may need a retry, while a large successful PDF can consume more size-based credits. For CloudConvert, the cost depends on conversion type and time; for PDFShift, the stated free credit accounting depends on generated PDF size. API2PDF’s listed base fee and usage charges should be included from the outset. Current paid rates beyond the figures noted here are not established by these surfaced terms, so verify them directly before selecting a production tier.
