Short answer: You should not build a bot that bulk-downloads or collects other people’s Instagram Reels unless Meta has authorized that use and you have the necessary rights. Meta describes automated collection as scraping, distinguishes authorized from unauthorized activity, and says automation without permission violates its terms. The Instagram API material currently documented for developers covers authenticated publishing for professional accounts—not a general endpoint for harvesting third-party Reels.
This guide shows how to determine whether your project is permitted, what the documented API workflow actually supports, how to avoid copyright and account risks, and how to automate visual capture of pages you are allowed to access.
What “scraping Instagram Reels” means
Scraping is automated collection of information from a website or its interfaces. A script that repeatedly discovers Reel URLs, retrieves page data, downloads video files, or stores captions and comments is scraping even if a person could view the same material manually.
Meta says scraping can be authorized—for example, a permitted crawler—or unauthorized when it conflicts with its terms. Public visibility is not the same as permission for bulk automated collection. Meta also says it works to detect and make unauthorized scraping harder. In a 2021 article, Meta reported blocking billions of suspected scraping actions per day across Facebook and Instagram; that is a historical, Meta-reported figure, not a current rate.
#1 Best Overall
Is there an official way to scrape any public Reel?
Not one established by the currently documented material. Meta’s Instagram API collection describes professional (business and creator) accounts using authenticated tools to manage their own presence. Its Reel example creates a media container from a publicly accessible source video URL, checks processing status, and publishes the finished Reel. That is a publishing workflow for an account you control, not permission to bulk-read or download unrelated creators’ Reels.
API permissions, available fields, media URLs, and download controls can change. Before implementing a permitted read use case, check the current Meta developer endpoint reference, product terms, app review requirements, and account eligibility. Do not assume that a field shown in an old tutorial still exists.
Decide whether your project is permitted
Projects that can have a legitimate path
- Collecting analytics or media from an Instagram professional account that your organization owns or administers, using the permissions and endpoints Meta currently documents.
- Processing files supplied directly by a creator or customer who has granted permission.
- Capturing a public page for an internal visual QA task when your collection is limited, lawful, and consistent with Meta’s terms and the creator’s rights.
Projects that should not be automated without explicit authorization
- Logging in with someone else’s credentials or asking users to share passwords.
- Evading CAPTCHAs, bot checks, rate limits, private-account controls, or technical blocks.
- Harvesting large numbers of third-party Reels, downloading them for redistribution, or building a dataset without permission.
- Representing a browser or person to defeat controls rather than using an approved API.
Meta’s wording is direct: “Using automation to get data from Facebook without our permission is a violation of our terms.” Rate and data limits are intended to constrain collection beyond normal use. Treat an automated job as unauthorized unless you can point to a current permission, endpoint, and purpose that covers it.
Copyright is separate from access
Being able to view or download a Reel does not give you a license to republish it. Meta’s copyright guidance says the safest way to avoid infringement is to post content you created yourself, and warns that infringement can occur even when someone bought or downloaded the material.

For third-party media, obtain written permission that covers downloading, storage, editing, publication, territory, duration, and any music or other licensed elements. Keep a record of the grant. If permission is absent, limit your workflow to information and uses that your legal adviser and Meta’s current terms support.
The supported API pattern for an account you manage
For an account you administer, the documented Reel flow is authenticated and asynchronous:
- Create or configure a Meta developer app and use a professional Instagram account that is eligible for the relevant product and permissions.
- Provide a source video at a publicly reachable URL when creating the Reel media container.
- Submit the request with the access token and required account permissions.
- Poll the container’s processing status until Meta reports completion or failure.
- Publish the completed container, then record the returned identifier and status.
Use the exact endpoint names, permission strings, video constraints, and request fields in the current official documentation. They are versioned and may differ from examples copied from older blog posts. This workflow publishes content; it does not authorize collecting arbitrary creators’ Reels.
Design your job so it can stop safely
- Store tokens in a secret manager, never in source control or client-side JavaScript.
- Use a queue with exponential backoff for processing checks rather than tight polling.
- Persist container IDs and statuses so a retry cannot publish duplicates.
- Keep only the fields and media you have a documented purpose and permission to retain.
- Log HTTP status, request ID, account, permission context, and deletion dates without logging access tokens.
If you have permission to capture a Reel page
Sometimes the deliverable is a visual record of a page you are allowed to access—not a copy of the underlying video. A browser-based workflow can open the URL in a controlled session, wait for the page to render, dismiss consent UI where permitted, and save a screenshot. Respect the site’s terms, avoid bypassing controls, and do not treat a screenshot as a license to reuse the content.

- Confirm the URL, account relationship, and written permission or policy basis.
- Use a normal, rate-limited browser session; do not evade bot checks or CAPTCHAs.
- Wait for the specific content element you need instead of adding an excessive fixed delay.
- Capture only the selected element or viewport required for your record.
- Encrypt stored images, apply a retention period, and delete them when the purpose ends.
Or skip the browser setup
ScreenshotNeo can capture a permitted Reel page with one request. It removes cookie or consent banners, newsletter popups, and chat widgets before capture; bot checks, blank pages, failed loads, timeouts, and cache hits are not billed. Its MCP server lets Claude, Cursor, or another MCP client call screenshot tools directly. The free plan includes 1,000 screenshots each month with no card, and paid plans start at $5 for 3,000 shots.
Use the complete option reference at https://screenshotneo.com/docs/. Replace the example URL only with a page you are authorized to capture.
cURL
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://www.instagram.com/reel/REEL_ID/ -o reel.webp
Python
import requests
r = requests.get("https://api.screenshotneo.com/v1/shot", params={"access_key": "YOUR_API_KEY", "url": "https://www.instagram.com/reel/REEL_ID/"}, timeout=90)
r.raise_for_status()
open("reel.webp", "wb").write(r.content)
Node.js
const q = new URLSearchParams({ access_key: 'YOUR_API_KEY', url: 'https://www.instagram.com/reel/REEL_ID/' });
const res = await fetch(`https://api.screenshotneo.com/v1/shot?${q}`);
if (!res.ok) throw new Error(`HTTP ${res.status}`);
const fs = await import('node:fs/promises');
await fs.writeFile('reel.webp', Buffer.from(await res.arrayBuffer()));
Responses include X-Page-Verdict and X-Billed headers, so your job can distinguish a clean capture from a failed or non-billable attempt. ScreenshotNeo also supports full-page or element captures, device and retina settings, custom headers and cookies, waits, blocking rules, caching with a chosen TTL, asynchronous jobs, bulk capture, signed links, PDF output, and an MCP interface. Those options change how a page is captured; they do not grant permission to collect or reuse Instagram media.
Create a free ScreenshotNeo account to get 1,000 screenshots per month without a card.
Troubleshooting and failure modes
“The endpoint returns permission or access errors”
Check that the account is professional and connected as required, the token is valid, the app has the current permissions, and the endpoint belongs to the API version you are using. Do not substitute a token from an unrelated account.

“A Reel URL works in a browser but not in automation”
The page may require login, consent, a supported region, or an interactive challenge. Do not bypass the challenge. Capture only when your authorized session and the service’s terms permit it, or ask the owner for the source file.
“Processing never completes”
Use bounded polling with backoff, record the last status, and stop after a defined deadline. Verify the source URL remains reachable and meets the current media requirements. Retry failed jobs idempotently rather than creating new containers on every timeout.
“The downloaded file cannot be republished”
Technical access and copyright permission are different. Confirm that your permission covers the actual video, music, logos, performers, and intended distribution.

- Prefer official API calls for account data because they provide an explicit permission model and structured responses.
- Throttle requests, cache results where permitted, and schedule work outside peak periods.
- Separate discovery, authorization checks, capture, processing, and deletion into auditable stages.
- Measure success by authorized records completed, not by bypassed challenges or raw request volume.
- For ScreenshotNeo, use a TTL cache for repeat captures and asynchronous jobs or bulk capture for an approved list; review the response headers to reconcile billing.
Frequently Asked Questions
Can I scrape public Instagram Reels if I do not log in?
Public visibility does not establish permission for automated bulk collection. Confirm a current Meta-supported use case and the creator’s rights before automating.
Best Value
Does downloading a Reel make it legal to repost?
No. Access or download does not itself grant copyright or music-licensing rights.
Can ScreenshotNeo download the original Reel video file?
ScreenshotNeo captures the authorized web page as an image or PDF. It is not presented as an Instagram media-download API.
Where can I verify current Instagram API permissions?
Use Meta’s current developer documentation and changelog for the API version, account type, permissions, fields, and media availability you intend to use.

The Bottom Line
There is no documented blanket permission to scrape other people’s Instagram Reels automatically. Use Meta’s authenticated APIs for an account and purpose they support, obtain rights for any third-party media, and use a compliant page-capture service only for pages you are authorized to record.
