Start with Google’s documented route when you are collecting reviews for an app you manage: call the Google Play Developer API method reviews.list with an authorized OAuth client and the app’s package name. It returns review records plus pagination information. If you need public listing data or reviews outside the API context, collecting Play Store HTML is a separate technical and policy question; Google’s Terms of Service make automated access conditional on machine-readable instructions and other applicable terms.
1. Choose the collection method before writing code

Do not describe the Developer API as an unrestricted export of every Play review. The reference documents a method and scope, not universal coverage for every caller or historical review.
2. Use the documented reviews.list API
Endpoint and authorization
The method is:
GET https://androidpublisher.googleapis.com/androidpublisher/v3/applications/{packageName}/reviewsReplace {packageName} with the application ID, such as com.example.app. Your OAuth token must include https://www.googleapis.com/auth/androidpublisher. Follow Google’s current authentication setup and terms; do not put a client secret or refresh token in a script shared with others. The official reference was updated 2025-05-21 UTC: reviews.list reference.
Query parameters
token: continuation token for a subsequent page.startIndex: documented starting position parameter.maxResults: requested page size. Do not assume a maximum that is not stated in the current reference.translationLanguage: language to use for translated review text when supported by the response.
The response contains a reviews[] collection and tokenPagination and pageInfo objects. Preserve the raw response: it lets you audit which page, token, and translation setting produced each record.

Pagination that does not lose data
- Request the first page without a continuation token.
- Store the page and the token used to obtain it.
- Read the next-page token from the response’s pagination object.
- Repeat until no next token is returned.
- Deduplicate on the review identifier when combining runs, and record retrieval time and translation language.
startIndex and maxResults are documented parameters, but token-based continuation is usually easier to resume reliably. A token can expire or become invalid; restart from the first page and reconcile by identifier if that happens.
3. Collecting public Google Play pages
Public-page scraping is not the same as calling reviews.list. A page may render content with JavaScript, vary by country, language, device, login state, or experiment, and expose only a subset of reviews at one time. A parser must therefore treat missing elements as “not present in this response,” not as proof that no review exists.

Before making automated requests
- Read the current Google Terms of Service and the target page’s machine-readable instructions, including robots.txt where applicable. Google’s Terms prohibit automated access when it violates such instructions; that is a condition, not a blanket ruling for every implementation.
- Check the Google Play Developer API Terms of Service if you use an API account. They include additional limits for particular APIs and developer operations.
- Do not use collection to inflate ratings, post reviews, or incentivize reviewers. Google Play’s ratings and reviews policy prohibits fraudulent or incentivized manipulation.
- Document purpose, geography, retention, access controls, and deletion procedures. Obtain legal advice for your jurisdiction and use case where necessary.
Engineering a compliant collector
If your review of the applicable rules permits requests, use a conservative design: identify your client, honor disallow rules, rate-limit requests, cache unchanged pages, stop on repeated errors, and avoid bypassing CAPTCHAs, bot checks, login controls, or technical restrictions. Store the URL, locale, timestamp, response status, and parser version with each extraction. Parse semantic data only when it is present, and test selectors against several locales and layouts.
What page scraping can and cannot establish
HTML collection can capture listing fields such as title, developer, category, visible rating, install range, description, and currently rendered review text when those fields are delivered to your client. It cannot by itself establish complete historical coverage, stable ordering, or permission to reuse the content. For repeatable analytics, compare snapshots and mark fields that disappeared, changed language, or were blocked.

4. Data quality, reliability, and operations
Normalize without destroying evidence
- Keep raw JSON or HTML alongside normalized columns.
- Use UTC timestamps and retain the source locale and translation setting.
- Separate the reviewer’s original text from translated text.
- Hash or otherwise deduplicate records only after preserving the source identifier.
- Redact personal information you do not need, and restrict database access.
Handle common failures

5. Performance, cost, and coverage decisions
The supplied Google documentation does not establish a universal request quota, price, maximum page size, speed, or percentage of reviews available. Measure your own authorized workload, apply backoff for transient failures, and design jobs to resume. API pagination is generally easier to audit than a changing public page; page scraping may expose listing details the review method does not document, but it carries greater rendering and terms uncertainty.

6. A practical decision checklist
- Need reviews for an app in an authorized developer workflow? Start with
reviews.list. - Need public listing presentation or visual evidence? Confirm terms and machine-readable instructions before collecting pages.
- Need complete historical coverage? Treat it as unverified unless your chosen source explicitly documents that coverage.
- Need reproducible analysis? Save raw responses, pagination state, locale, translation, and retrieval timestamps.
- Need screenshots rather than text extraction? Use a browser capture service without bypassing challenges.
